Position Title: Programme Analyst – Madhesh Province

Duration of Contract: November 2023 – March 2024 with the possibility of extension

Programme Background
The Nepal Renewable Energy Programme (NREP) is a Government of Nepal programme funded by the British Embassy-Kathmandu (BE-K) aiming to transformational change in Sustainable Energy development in Nepal through increased private investment resulting in low-carbon economic growth and sustainable energy access for all. NREP operates in three Provinces: Madhesh, Lumbini, and Karnali. The Programme is implemented by the Alternative Energy Promotion Centre (AEPC) with Technical Assistance from the DAI Global UK Consortium— including DAI, Winrock International, Policy Entrepreneurs Inc., and Samriddha Pahad.

Briefly, NREP has been designed to increase private sector investment to develop distributed renewable energy markets, primarily in commercial, institutional, and industrial market sectors; increase universal energy access, and a corresponding higher quality of life, to Nepali citizens living in remote regions and facilitate a policy, planning, legal construct, and regulatory environment conducive to both enabling and sustaining progress in RE market development and universal energy access.

NREP has also supported the design and implementation of the viability gap-based fund called Sustainable Energy Challenge Fund (SECF) to increase private sector investment to develop distributed renewable energy markets. The SECF is embedded with Central Renewable Energy Fund (CREF) the financial mechanism of AEPC. SECF provides both financial and technical assistance to the distributed sustainable energy projects to ensure their financial viability and sustainable operation. The SECF is designed to attract private sector investments into the RE sector either in the form of equity and credit. SECF will de-risk investments into near commercial viability from the projects.

Scope of Work of Provincial Analyst
The Program Analyst will support the Provincial Coordinator to implement all sub-national activities for the NREP project working in partnership with Provincial and Local Government/s, private sector, civil society and related stakeholders in the assigned Province. S/he will work in close coordination with staff of AEPC at the Province office.

The Analyst will be primarily responsible for analytical and technical aspects such as a collection of data and information, processing and analysis as required by different programme teams – governance, markets, finance, monitoring and evaluation, knowledge and communication. S/he will need to be proactive in the identification of emerging renewable energy opportunities in the geographic area of coverage; will support in the implementation of various programmatic activities in the sub national levels. S/he will also be responsible for provision of support to the AEPC Provincial Implementation staff/team on various activities in close agreement with NREP Management.

Technical Oversight and Programme Implementation

  • The Programme Analyst will support the Provincial Coordinator to coordinate, monitor and oversee effective and quality implementation of activities by sub-national government, CSO and private sector partners in accordance with the NREP TOR in close consultation with AEPC Implementation Staff/Team.
  • Support Provincial Coordinator to identify emerging RE-related issues and needs for consideration in periodic programme planning, implementation, monitoring and evaluation.
  • Provide technical support for the analysis of data and producing necessary report/document on the opportunities and engage in targeted advocacy with sub-national actors
  • Work closely with NREP team to support them to conduct capacity assessments of local government, civil society and private sector partners.
  • Develop networking local government and local companies in identifying and developing the Sustainable Energy Challenge Fund (SECF) project pipeline
  • Prepare high-quality, accurate and detailed monthly and other reports and contribute to quarterly reports and annual reports.
  • Work with – Markets and Finance team to identify demands/supply and finance for RE projects
  • Work closely with AEPC Implementation staffs to support other AEPC’s activities at provincial level in close consultation with NREP management.
  • Actively contribute to gender mainstreaming and women’s economic empowerment throughout the programme.
  • Additional tasks as per the NREP Programme ToR and Workplan, and AEPC’s plans and programs.

Programme Implementation Responsibilities

Based on the planning conducted and work Programme approved by BEK in close consultation with AEPC, the Programme Analyst will:

  • Build strong, collaborative working relationship with sub national governments, civil society and private sector partners at Provincial and Municipal level in the assigned Province.
  • Support AEPC to implement AEPC’s provincial level activities in close discussion with NREP management.
  • Play an active role in project monitoring of SECF approved and FIRM projects that are under implementation and/or completed projects with timely data collection, compilation, analysis, synthesizing and reporting periodically.
  • Support the implementation of specific outputs, this includes:
    – Assist in the identification of provincial level RE project developers and financing institutions as part of SECF project pipeline development.
    – Identification of key areas of technical and financial measures for scaling up project investments
    – Support public and private sector in Province to create SECF project pipeline, financing arrangement, resource mobilization and long-term mechanism for provincial level project development.
    – Share information across NREP Province for knowledge exchange and communication in the RE sector updates.
    – Identify the institutions and companies that want to undertake RE projects potential to SECF support
  • Support in all the ongoing and planned activities
  • Provide support to conduct workshop/seminars/ meeting in the sub national level
  • Maintain appropriate and organized files and documentation.
  • Support Provincial Coordinator to prepare monthly, quarterly, annual plans and reports as required by the program.
  • Provide assistance with translation and interpretation between English and Nepali as needed
  • Additional tasks as per the NREP Programme ToR and Workplan, and AEPC’s plans and programs.

Note: This position will require significant travel to remote places. S/he may be required to travel by motorcycle or public transport to the municipal/local level all over the province.

Qualifications

  • At least Bachelor’s degree in engineering, environmental studies, energy policy and other relevant subjects.
  • At least 5 years of relevant experience, preferably within provincial networks. Experience within the renewable energy sector would be an added advantage.
  • Experience of working with major donors / on donor funded projects
  • Ability to work under time pressure and meet deadlines including unforeseen expectations to deliver.
  • Advance written and verbal communication skills in English
  • Proficient using Microsoft office tools
  • Demonstrated ability to work effectively both individually and as a team member
