NGO Federation of Nepal (NFN) is an umbrella organization or national platform of NGOs working in various fields of social welfare and development in Nepal. Established in 1991 for the promotion and protection of social justice, human rights, civic space and pro-poor development, NFN has evolved as a leading organization working for the entire NGO movement in Nepal. It is actively working to unite, organize, capacitate and mobilize civil society aiming to create a peaceful, democratic and just Nepal.

Currently, NFN is looking for competent candidates to fulfill the following positions for the Civic Space Project funded by the Delegation of the European Union to Nepal and being implemented jointly by the NFN and Association of International NGOs in Nepal (AIN). NFN invites applications for employment from interested and qualified candidates, both internal and external to the organization, for the following positions:

Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist – Civic Space Project

Reports to: Team Leader
Duty Station: NFN Central Office, Kathmandu with frequent travel to the field as required.
Contract Duration: 12-month with possibility of extension based on performance
Salary: Negotiable based on relevant experience and desired qualifications

Scope of Work: Under the direct supervision of the Team Leader and in close coordination with AIN/SCI staffs for the project, the MEAL Specialist will contribute to the implementation of MEAL activities both at NFN and AIN.

KEY AREAS OF ACCOUNTABILITY:

  • Develop MEAL plan for the project in close coordination with the TL, AIN and NFN project coordinators and other AIN, SCI and NFN team members
  • Support TL and AIN and NFN project coordinators in the preparation and implementation of the inception phase, as well as preparing indicators for the annual DIPs.
  • Lead in developing monitoring tools, reporting guidelines, data collection and keeping and reporting tools in coordination with the project teams from NFN and AIN
  • Lead in reviewing progress and preparing consolidated progress reports of the project
  •  In collaboration with AIN and NFN members explore innovative ways of measuring impact through the project to contribute to its goals
  • Ensure that all team members understand and complete and submit the required data (monthly or otherwise) in a timely manner
  • Identify learning and opportunities arising from monitoring and other mechanisms
  • Provide technical support to consultants in conducting baseline, mid term and endline studies mainly on methodologies, tools and sampling strategies.
  • Ensure regular monitoring visits are conducted as per the agreed plan and monitor the quality of program interventions against the minimum standards;
  • Produce and share high quality MEAL reports on regular basis to relevant people in line with the agreed protocols.
  • Ensure that periodic MEAL reports are shared and debriefed at different levels, action plans for addressing the quality gaps are developed and followed up.
  • Ensure that the budget for the implementation of the MEAL plan and activities are adequately incorporated in project budget
  • Liaise with MEAL focal persons from NFN, AIN and SCI for sharing, learning and updates on new developments on MEAL and related requirements.
  • Assist consultants for research survey and evaluation as necessary and participate in review, research and evaluations
  • Collect, review and compile progress monthly, quarterly, semi annually and annually from AIN and NFN and submit to Team LeaderProvide regular orientation and technical assistance to NFN and AIN members to ensure reliability and quality of data,
  • Work as an active member of the project team

QUALIFICATIONS AND EXPERIENCE

  • Master’s/Bachelor degree in Economics, Development Studies, Statistics or related Social Sciences
  • Minimum 7 years’ experience in leading, developing and managing M&E systems for large scale, complex, multi sectoral programmes, particularly related to EU-funded projects.
  • High level of technical skills, knowledge and experiences on strategic planning, program design using various logical modules including log-frames, result framework etc.
  • Have knowledge, experiences and conceptual understanding on accountability, especially to communities and beneficiaries.
  • Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
  • Demonstrated ability to work effectively in a multi-cultural settings with a wide variety of stakeholders.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Excellent interpersonal, communication and representation skills.
  • Ability to present complex information in a understandable manner, and to use innovative forms of communication
  • Fluency in written and spoken Nepali and English languages.
