Federation of Community Forestry Users Nepal (FECOFUN), a formal network of Community Forest Users Groups (CFUGs) from all over Nepal, was established in June 1995 to promote and protect the forest users’ rights through capacity strengthening, economic empowerment, sustainable natural resource management, technical support, policy advocacy, good governance, learning and sharing of best practices. FECOFUN emerged from the idea that forest users from all parts of the country should be linked to strengthen the role of users in policy-making processes. Since its beginning, FECOFUN has grown into a social movement organization with about 14 million forest users. As of now, 23,026 community forestry user groups (CFUGs) covering 3.1 million households have been federated into FECOFUN and are protecting more than 2.4 million hectares of forests. The network of FECOFUN has been extended across the country in 7 provinces, 77 districts, and 555 local levels.
In support of CARE Nepal, FECOFUN and National Farmers Group Federation (NFGF) are jointly implementing the Conservation-friendly livelihoods for women and vulnerable people (SAMRAKSHYAN) Project at Mutanikhola Sub-watershed, Lahan Municipality, Siraha district, Nepal. The project will build the capacity of local and marginalized people for effective biodiversity conservation and watershed management by promoting net positive livelihoods and equipping them with skills and knowledge to claim their rights to natural and financial resources. Community-level initiatives will be added by working with relevant government bodies to institutionalize project learning into policy and practice. The project has accepted participatory approaches to promote natural resource management and collective action for conservation.
Overseer (Sub-Engineer)
The Overseer will design, estimate, supervise, and monitor different conservation-friendly construction activities of the SAMRAKSHYAN Project in the Mutanikhola Sub-watershed, Lahan of Siraha district ensuring compliance with CARE Nepal’s construction quality standards, Government’s policies, and industry norms. This position holder will be responsible for day-to-day supervising and managing the work of the contractor (for contractor approach only), work of the users committee (for community approach), community forest user groups with appropriate technical support, and managing relationships with sectoral key stakeholders including Local Governments.
The position holder will be responsible for technical and facilitating component of the conservation-friendly construction activities including community mobilization about construction activities. The Overseer needs to supervise different types of conservation-friendly infrastructures such as low-cost bioengineering structures, plantation areas, check dams, spurs, run-off harvesting ponds, conservation ponds, trekking route, drinking water schemes, small irrigation schemes, fishponds, fire lines, foot trails, small-scale mitigation measures, etc. S/he will oversee, monitoring and guide technically the implementation and management of the construction project and coordinate with the project team for technical advice and support.
Reports to: NRM and Watershed Officer, SAMRAKSHYAN Project
Job Station: Project Office, Lahan with frequent field visits.
Job Duration: One year with the possibility of extension
Major roles and responsibilities
01. Technical Support
- Conduct a site assessment of the proposed construction site.
- Feasibility study, design, drawing, estimate, construction supervision, quality assurance, progress measurement in line with engineering standards and norms for rural infrastructures,
- Ensure the selected sites are appropriate as per the project requirements, as standard construction guidelines, and that have been agreed to by relevant stakeholders.
- Preparation of the drawing, estimate, BOQ, detail breakdown of materials/labors, and specification of the materials used in the construction projects.
- Provide a layout of construction works at the site before excavation of the foundation.
- Prepare detailed work schedule of construction works in coordination with the project team for timely completion of construction work and track the progress accordingly.
- Directly involve ensuring quality on construction work, supervising masons and labors for the best delivery.
- Timely settle any issues related to construction in close coordination with the users,
- Prepare/verify running bills of the works to settle the expenses of construction works in a timely manner.
- Support in preparation of handover documents and operation and maintenance plan preparation.
02. Capacity Building
- Organize information meetings with the user’s committee and contractors before construction, and share the information related to construction to the committee.
- Ensure that all the construction works are conservation/environment friendly, child friendly, gender friendly, differently abled friendly, and meet the minimum requirement of Government’s standards.
- Provide detailed orientation of construction works, techniques to the contractor or user committee and skilled labor.
03. Monitoring and Evaluation
- Check quality of all local and non-local construction materials delivered by community/contractors/suppliers at construction site.
- Monitor performance of construction activities that are delivered on scope, on time and on budget.
- Support in formation of Construction Committee/Monitoring Committee in each scheme and update minutes and documentation.
04. Documentation and Reporting
- Ensure the Planning, Monitoring and Reporting of the project is on time and with quality.
- Develop and maintain the necessary documentation and record of all projects and their activities.
- Share the project information, objective, the selection criteria, and social audits with User Committee and their responsibilities.
- Orient them about the record keeping of both attendance and other activities in register or project book.
- Monitoring and supervision of construction works regularly and guiding to user/management committee, contractor/masons to maintain the desired quality.
- Provide/Prepare project completion report after the completion of work.
05. Team Management
- Keep close co-ordination with SAMRAKSHYAN Project team in the field for necessary guidance and technical support,
- Regularly update progress tracker to concerned authorities and project team,
- Technical support to other construction/renovation works under the projects as directed by other senior staff of the organization.
- Support to Program, Finance, and Procurement Committee in the finalization of construction process.
- Participate in periodic review and planning meetings with the project team and assist in developing an implementation plan.
Academic Qualification and Experience:
The candidate should have at least a Diploma in Civil Engineering from a recognized institution with 2 years of working experience in conservation-friendly construction projects.
Knowledge and Competency for the position:
- Field supervision, technical backstopping, and construction site management
- Survey, design, drawings, estimate and report preparation of infrastructure works.
- Computer skills and Auto CAD proficiency
- Reporting and documentation skills,
- Vendor and Market survey.
