Under the framework of the current UN Women Nepal Country Office (NCO) Strategic Note 2023-2027, UN Women in Nepal continues its work to strengthen women’s leadership and participation in national and local level decision-making processes, empower women economically by supporting women, especially those from the most vulnerable and excluded groups[1], promote environmental sustainability, climate and disaster resilience and transform gender discriminatory social norms and end harmful practices for inclusive and transformative human development.

Across all the outcome areas above, Disability inclusion remains a critical priority for UN Women under the broader framework of LNOB. For this, UN Women has recruited Disability Inclusion Officer, who is visually impaired. This position will provide required support to Disability Inclusion Officer with various tasks at UNW Nepal enabling them to maintain independence. The personal assistant is responsible for reporting to the Disability Inclusion Officer.

[1] Excluded women’s groups include rural women, conflict affected women, survivors of trafficking, returnee women migrant workers, home-based workers and women living with HIV.

Duties and Responsibilities

  • Providing logistic support during organizing in-person events
  • Working as sighted assistance in Navigating spaces, accompanying the individual to various locations, and facilitating safe and independent mobility during meetings, appointments, and events within or outside UN premises and during field mission outside Kathmandu
  • Making the documents accessible in soft copy version including support for formatting the document.
  • Providing necessary IT support as and when required
  • Providing assistance in reading the documents which are in print or otherwise are not accessible.

Deliverables:

  • Number of in-person events/meetings attended to support Disability Inclusion Officer as sighted assistance.
  • Evidence of documents prepared in accessible soft copy.
  • Evidence of providing assistance in reading the documents which are in print or otherwise not accessible.

Evaluation and Selection Criteria

A two-stage procedure is utilized in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. If required, an interview will be conducted before making the final decision on the selection of the consultant.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

  • Higher secondary education (10)
  • Experience working with persons is an asset. (20)
  • Knowledge of computer skills (10)
  • Interview (30)

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
