Job Purpose
Lead the Planning, Monitoring and Learning function of WaterAid Nepal and Provide technical support to WaterAid Nepal staff on Planning, Monitoring, Evaluation, Learning and Reporting. The person is primarily responsible to ensure and enable monitoring of progress against the Country Programme Strategy (CPS), ensuring programme quality standards are in place and managing multiple accountability requirements of donors and stakeholders. Provide key advisory and support to the senior management on programme quality monitoring, accountability frameworks, strategic planning processes, learning and knowledge initiatives. The role will contribute for strengthening planning, monitoring, evaluation and learning in WAN and ensure all WaterAid’s Planning, Monitoring, Evaluation and Reporting (PMER) core procedures are met with high standards and contribute to enhance programme quality. The role will work closely with all units of WAN, and partners of WAN.
Team Description
This role is in the Business Development and Quality Assurance team, which comprises of Business Development, Communications, Planning and Monitoring professionals. The Business Development and Quality Assurance is a core unit in WAN which drives the fundraising, external communications and resource mobilisation. It is also responsible to ensure the quality assurance of programmes and compliances in keeping with our internal and external accountabilities and commitments to supporters, donors, and communities we work with and service. The Planning, monitoring and learning function enables quality processes for strategic planning and ensure ongoing monitoring to learn from our work.
Description
Accountabilities
- Accountable for ensuring that PMER core procedures are embedded in programme / project management process and contribute to programme design including preparing results framework, conduct data quality assessments and ensuring programme quality.
- Development and implementation of result-based monitoring, evaluation and reporting system with detailed guideline for its implementation based on WA’s PMER Core Procedures.
- As a member of the Programme Management Team (PMT), proactively contribute to programme quality, programme design, fundraising, partnerships, organizational policies, procedures and compliances.
- Participate in and provide support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks), Monitoring and Evaluation plan, help determine performance and impact indicators and targets.
- Lead in setting and revision of annual milestones for programmes and project planning aligning with global, national and WaterAid Nepal indicators.
- Lead and support research and assessments such as baseline, endline, outcome monitoring, evaluations and PIMs using mWater in coordination with the department members.
- Support for WASH sector monitoring and efficiency improvement in line with SDG-6 indicators
- In close coordination with programme teams support for preparing a six monthly, annual reports and other documentation based on monitoring findings and lesson learnt.
- Review and upgrade mechanisms and processes for community-based monitoring and evaluation to ensure quality programme intervention leading towards ownership and sustainability aspects from community perspectives.
- Promote and enhance community feedback and accountability mechanism (CFAM).
- Conduct or provide support to data quality assessments (DQA).
- Support new partnership selection process through rigorous assessment, which includes identification of potential Non-Government Organisations through Expression of Interest calls, coordinate WaterAid Nepal assessment team and meeting with the organisations and prepare recommendations for the approval process.
- Support for fulfilling government requirements and activities such as General Agreement, Project Agreement, CPAC and joint monitoring.
- Ensure all WAN and partners staff are oriented and aware of the WA’s PMER Core Procedures (planning, monitoring, evaluation, and reporting) that comprise related policies, procedures and systems.
- Provide information to any queries, and the final interpretation in case of any confusion or dispute on the policy, procedure and system.
- Assess and enhance the capacity of partners staff, specifically M&E staff, for institutional strengthening on monitoring, inspection and evaluation process.
- Train both WAN and partner programme/project staff in monitoring and evaluation processes and providing support to WAN staff and providing ongoing coaching to partner staff.
- Advise and initiate research, learning and knowledge initiatives to inform programme and policy work working in close collaboration with programmes and policy teams and producing learning documentation.
- Contribute to institutional learning processes.
- Leadership role in conducting and managing various assessments, baseline and end-line surveys, evaluation, formative research, etc. to inform quality programme planning, monitoring, evaluation and reporting.
- Analyse quantitative and/or qualitative data.
Safeguarding
- Understand and put into practice the responsibilities under Safeguarding and Child Protection policies and procedures and the Global Code of Conduct (CoC).
Person Specification
Essential skills
- Master’s in Development, Social Studies or any other relevant discipline.
- Minimum 7 years of relevant experience in similar role.
- IT skills particularly MS Word, Excel and Outlook.
- Fluency in spoken and written Nepali language. High level proficiency in spoken and written English, with good interpersonal, negotiating and persuasive skills.
- Confident in working with senior level stakeholders both internally and externally using tact and diplomacy.
- Experience of conducting trainings, facilitating workshops and capacity building.
- Excellent skills in research, writing, producing excellent monitoring and programme / project reports for wider audience.
- Experience of managing and supporting staff from diverse professional background.

Desirable Skills
- Willing to learn new data software.
- Experience in WASH, with knowledge on using GIS and other analytical tools.
- Demonstrated skills in research, analysis, articulation and presentation of finding from the monitoring and studies to improve programme performance.
- Demonstrated skills and experiences in participatory approaches, engaging different and diverse group of people, field observation, interviewing with people and facilitating meetings internally and externally.
- Ability to work flexibly, to manage varying competing priorities under your own initiative, meet strict deadlines.
- Experience of managing and supporting staff, consultants, partners and volunteers.
- Experience of working effectively within a culturally diverse and matrix organization
