Main purpose of job

British Embassy Kathmandu (BEK) is looking for an experienced, enthusiastic and self motivated adviser with strong local knowledge and networks to lead the upcoming flagship programme, Nepal in Business (NIB). Nepal in Business, budgeted at £36.2 Million, is a flagship enterprise development programme that aims to create and sustain productive jobs by helping firms to grow, become more productive and competitive and take part in domestic and global value chains. It will provide business support services, access to finance (both debt and equity), policy support and generate evidence and learning in key sectors – agro processing, light manufacturing, Internet and Communication Technology (ICT), tourism and renewable energy.

This position is at the heart of the Embassy’s economic transformation agenda. It involves leading and managing a dynamic consortium of delivery partners, influencing policies and ensuring programmes support and remain aligned to UK priorities in Nepal, including maintaining a focus on growth that includes the most vulnerable groups.

The position holder will also be responsible for providing private sector advice across the Embassy, arranging and supporting private sector focused events, and that environmental and social safeguarding is imbedded in all aspects of the Embassy’s work with the private sector.

Job description

Ensure high quality programme design, delivery, oversight and management

  • Lead the final stages of design, procurement and mobilization of the upcoming NIB programme in close coordination with the BEK leadership, cross office advisors, programme management team, FCDO’s Private Sector Department (PSD) and UK aid Centrally Management Programmes (CMPs which are managed from the UK).
  • Engage with British Investment International (BII) to design and deliver the Financing Facility for NIB.
  • Oversee day to day implementation of NIB by quality assuring deliverables, managing risks, learning and adapting and monitoring Value for Money (VFM) performance on a periodic basis.

Support external representation and influencing

  • Engagement with private sector stakeholders and industry bodies (e.g. FNCCI, CNI, FWEAN, NPEA, NBA etc.)
  • Build and maintain strong relationships with Key GoN counterparts in the federal and provincial Governments, including the Ministry of Finance (MoF), Ministry of Industry, Commerce and Supplies (MOICS), sectoral line ministries, Nepal Rastra Bank (NRB), Securities Exchange Board of Nepal (SEBON) etc.
  • Build coalitions for change and reforms that will support SMEs in Nepal to thrive.

Provide effective leadership on private sector development

  • Provide thought leadership on areas like green growth, investment climate reform, doing business, entrepreneurship, entreprise development, financial and capital markets and Foreign Direct Investment (FDI).
  • Contribute to the FCDO’s private sector development cadre globally by providing advice on cross-cutting issues, bringing lessons from other country programmes to Nepal and sharing learning with other country programmes.

Support wider economic development programming and policy, strategy and stakeholder relationships

  • Support the delivery of BEK’s green growth pillar by providing cross office advice and support on private sector development.
  • Build collaboration with Department for Business and Trade (DBT) and on common agendas.
  • Provide regular and ad hoc briefs and analysis on Government of Nepal priorities and policy reforms, and latest developments in the private sector.
  • Support corporate and crisis functions within the Embassy.

Essential qualifications, skills and experience

Essential on arrival:

  • Master’s level degree in a relevant discipline (e.g. business, finance, economics etc.)
  • Knowledgeable about business environment, investment climate, financial and capital markets, enterprise development, entrepreneurial ecosystem, access to finance, FDI etc.
  • At least 7 years of relevant experience in overseeing, managing or implementing large value economic development programmes, and/or managing impact investment funds.
  • Ability to work independently and shape their own portfolio of work.
  • Excellent ability to work across cultures, time zones and disciplines with a wide range of stakeholders.

Desirable qualifications, skills and experience
Desirable:

  • International experience of working in enterprise development programmes.
  • Experience of working with Development Financial Institutions.
