Kamaiya Mahila Jagaran Samaj Nepal (KMJS) is a women-led non-government organization, known as an organization established and run by the Ex-Kamaiya which is registered in District Administration Office Bardiya. KMJS has covered five districts Dang, Banke, Bardiya, Kailali, and Kanchanpur as its working area and has worked for the rights of Freed Kamaiya, women and children. As its major work, KMJS has organized Freed Kamaiya for rehabilitation, women empowerment, violence against women, and land ownership of women. The objectives of the organization are to empower women politically, economically, and culturally to involve them in the process of development and to emphasize the child’s education. KMJS is currently working to strengthen its network and organizing income-generating activities to establish social justice through the Local Right Program & other project.
Background of the project: In the Sustainable Disaster Management and Humanitarian Action for Building Resilience in Nepal (SUDHAR) project, we focus on enhancing the skills of local humanitarian actors through tailored training programs, strengthening local systems by improving coordination, communication, and joint planning, and promoting inclusivity by increasing the involvement of women-led organizations, women’s rights groups, individual women, girls, and marginalized communities in disaster preparedness and response. This approach ensures that these actors are better equipped to lead gender-sensitive and inclusive disaster management efforts, ultimately encouraging stronger, more resilient communities capable of effectively handling and responding to disasters through effectively, timely and efficient manner. KMJS and Needs Nepal will serve as project partners with CARE Nepal to implement activities at the provincial, district, and local levels. CARE aims to enhance women’s voice and leadership through this project, enabling them to claim and reclaim their spaces in various public and private spheres. The project will also strengthen the capacity and knowledge of local women leaders regarding gender-responsive and inclusive humanitarian actions.
Project areas:The project will be implemented in the following provinces and districts: Lumbini Province: Banke, Bardia, Dang, Pyuthan, Rukum (East), and Rolpa Districts. Sudur Paschim Province: Kailali, Kanchanpur, Doti, Dadeldhura, Baitadi, Bajhang, Achham, Bajura, and Darchula Districts.
Program Coordinator
KEY RESPONSIBILITIES AND TASKS:
1. Program Planning and Development:
- Develop program objectives, strategies, and action plans aligned with the organizations mission and goals.
- Conduct needs assessments with local women led and women rights organizations who are closely working on disaster preparedness and response and develop the community based organizations profile to identify target populations and their requirements.
- Conduct the local women lead organizations capacity mapping and develop the action plan to enhance their capacity on identified areas.
- Create detailed program plans, including timelines, budgets, and resource allocation.
- Provide the technical support to the team members during the activity planning and implementation periods.
2. Implementation and Management:
- Oversee the execution of programs and projects, ensuring they adhere to schedules and budgets.
- Coordinate with team members, stakeholders, and partners, WLOs and WROs, HPP members to implement the project activities in close collaborations with concerned stakeholders and also ensure effective implementation. Provide the technical assistance to the team members as per the need.
- Manage program logistics, including procurement of materials, scheduling of activities, and coordinating with service providers as per the need.
- Develop the project implementation plan coordinate with all project team members and Care’s focal persons, Ensure the project activities implementation as per implementation plan with quality delivery.
- Develop the program reports and submit it to the team in timely manner with hightlighting the key achievements, challenges and learnings including the case studies.
- Team building and management and mobilize the team for quality intervention.
3. Monitoring and Evaluation:
- Track program progress through regular monitoring and reporting.
- Develop and implement evaluation frameworks to assess program effectiveness and impact.
- Collect and analyze data to make informed decisions and improve program outcomes.
4. Reporting and Documentation:
- Prepare and submit progress reports, financial reports, and other documentation to donors, stakeholders, and organizational leadership.
- Maintain accurate records of program activities, outcomes, and expenditures.
5. Budget Management:
- Develop and manage program budgets, ensuring financial resources are used efficiently and in accordance with funding agreements.
- Monitor expenditures and reconcile financial records to stay within budget.

Educational Background:
- A bachelor’s degree is often required. Relevant fields include social work, Disaster Risk Management, public administration, international relations, nonprofit management, business administration, or a related field.
Knowledge skills and competencies:
- Experience in project management, program coordination and collaboration, or a related field is usually required. This can include experience working in NGOs, community organizations, or in roles that involve coordinating activities, managing budgets, and working with diverse stakeholders.
- To have strong knowledge on Disaster risk reduction and management and gender in emergency (DRRM&GiE).
- Well informed on government DRRM act and policies.
- Strong verbal and written communication skills are essential for interacting with stakeholders, writing reports, and creating program materials.
- Proficiency in organizing tasks, managing multiple responsibilities, and maintaining attention to detail.
- Understanding and respecting cultural differences, particularly if the NGO operates in diverse or international settings.
- Ability to assess program effectiveness, analyze data, and make data-driven decisions.
- Ability to lead and motivate a team, manage volunteers, and work collaboratively.
- Capacity to identify issues, develop solutions, and implement effective strategies.
- Flexibility to work in dynamic environments and adapt to changing needs and priorities.
- Familiarity with office software (e.g., Microsoft Office Suite), project management tools, and database management systems.
DRR Humanitarian Technical Officer
The DRR humanitarian technical officers will work on capacity building of CSOs, concerned networks and stakeholders including the coordination and collaboration for the joint initiatives. The candidate will have the technical knowledge and working experience on humanitarian preparedness and response, DRR related policy review, policy formulation and facilitation, and also knowledge about the Inter Agency Standing Committee (IASC), SPHERE, Core Humanitarian Standard (CHS) and Protection from Sexual Harassment Exploitation and Abuse (PSHEA).
KEY RESPONSIBILITIES AND TASKS:
1. Facilitate and support the localization and gender responsive humanitarian action through capacity building of CSOs, concerned networks and humanitarian actors
- Facilitate local humanitarian actors to revisit their policies to ensure alignment with gender and GBV minimum standards as outlined in international instruments such as Inter Agency Standing Committee (IASC), SPHERE, Core Humanitarian Standard (CHS) and Protection from Sexual Harassment Exploitation and Abuse (PSHEA).
- Work closely with partner staff and partner organizations to effectively implement the scheduled activities as designed in the agreed action plans.
- Ensure use of tools like PEA (Political Economic Analysis), UCPVA (Underlying Cause of Poverty and Vulnerability Assessment), and WLiE (Women Lead in
- Emergencies) to ensure the issues of impact populations are addressed in design and delivery humanitarian program.
- Ensure quality and accountable humanitarian emergency response to any disaster.
2. Support capacity development of key local stakeholders including, CBOs, WLOs, WROs
- Conduct capacity assessment consulting with focused CSOs, networks and humanitarian actors and design capacity building activities and capacity building plan on GESI and GiE based on the assessment for gender responsive disaster preparedness risk reduction and disaster response actions.
- Organize Capacity building to CSOs, WROs, WLOs including HPP partners and Government on effective and coordinated response through simulation exercise on major hazards based on their approved plans.
- Ensure the capacity development supports are in area of core humanitarian standards and basic humanitarian principles including SPHERE, Gender in
- Emergency (GiE), digital information sharing platform, Humanitarian Accountability Framework (HAF), standard operating procedures (SoP), supply chain management process etc.
- Share the information on disaster preparedness and response including risk management along with education and communication materials, training manuals and developed tools with stakeholders and educate them
- Organize trainings for local stakeholders as per plan and ensure that they are carried out with quality and within the framework of the overall CARE Nepal’s business plan and Emergency Preparedness Plan (EPP).
- Support partners’ and CSO’s participating in the project to integrate GESI and GiE in design, management, monitoring and evaluation of emergency programs in line with SPHERE and IASC standards.
3. Advocacy and Liaison
- Provide technical assistance to CSOs for the development or enhancement of their Emergency Preparedness and Response Plans (EPRPs), ensuring they are robust and responsive to the local context.
- Enhance coordination and communication among sub-national emergency humanitarian structures including CSO forums.
- Collective advocacy for ensuring localization, women led in emergency and inclusion agenda of marginalized and vulnerable populations including PwDs, ensure their participation and inclusive development in policies and practices of LGs.
- Identify and prioritize the major advocacy issues in GESI, GBV in emergency and GiE and support field staffs and partners at district as well as project level to prepare appropriate advocacy plan.
4. Gender responsive humanitarian assistance, early recovery and preparedness
- Serve as a gender specialist on emergency assessment team, assisting emergency teams to design and initiate emergency response programs which appropriately address gender considerations and promote the protection and empowerment of women and girls.
- Responsible coordinating organization’s field level humanitarian assistance relief, and early recovery programmes with all relevant humanitarian stakeholders and implementing partners.
- Establish and strengthen accountability mechanisms for DRM actors ensuring gender sensitivity, accessibility and safety for all members to address community feedback.
- Support learning and documentation of good practices for gender and social inclusion in humanitarian action
- Design and deliver training modules on gender responsive humanitarian programming and emergency response.
- Support the development and implementation of policies and practices that promote gender equality and the empowerment of women in emergency contexts.
- Collaborate with women led organizations and gender focused groups to enhance their capacity and visibility in humanitarian responses.
5. Reporting and Documentation
- Prepare and submit regular reports based on monitoring and evaluation.
- Compile, synthesize and support Knowledge Management and M&E unit in maintaining database system.
- Document case studies and good practices
Education Background:
- Bachelor’s Degree with at least 3 years’ experience in training/capacity building in areas related to humanitarian accountability, disaster preparedness and disaster risk reduction; GESI, social norms change, Gender in Emergency(GiE), policy formulation.
- Demonstrated experience working with women led or women right organization, COB’s, diverse stakeholder, Three tiers of government and non-government stakeholders on related field.
Knowledge skills and competencies:
- Demonstrated expertise in designing capacity assessments, training modules, organizing and facilitating training and working with partners.
- Thorough understanding of emergency preparedness planning, LDCRP, Government of Nepal’s DRR act, policies, frameworks and guidelines and its mainstreaming concepts.
- Proven working experience in Humanitarian Partnership approach
- To have a training design and facilitation skills.
- Sound knowledge in Gender Equality, Diversity and women led in emergency(WLiE) approaches.
- Proven working experience in capacity building on the Emergency response, DRRM field particularly for the partners and government agencies with focus on gender and inclusive disaster response plan and policies.
- Thorough understanding of DRM policies and Response System, and ability to facilitate the process at municipality and sub-national levels to develop local DRM policies and strategy.
- Understanding of Government of Nepal’s periodic planning procedures, local, district and provincial level DRM structure and ability to facilitate the processes and linkages between local and sub-national government levels.
- Deep understanding of gender dynamics and the ability to integrate gender considerations into all aspects of humanitarian work.
- Strong analytical and problem-solving skills, with a focus on practical solutions.

GESI and Data Management Officer
The GESI and data management officers will be responsible for the women-led initiatives in emergency, humanitarian preparedness, and response, s/he’s role is pivotal in ensuring that gender equality and social inclusion are at the forefront of field-level interventions. S/he will lead efforts to integrate gender-sensitive approaches and collect disaggregated data to accurately reflect the needs and contributions of women and marginalized groups in crisis situations. By overseeing data management and analysis, you will support the design and implementation of targeted strategies that enhance the effectiveness of emergency responses, promote women’s leadership and participation, and ensure that interventions are gender responsive to the unique challenges faced by women and girls including vulnerable and marginalized community people. GESI and data management officer’s work will help to build more resilient and equitable communities by ensuring that all voices are heard, women’s technical expertise and leadership will be acknowledged and that local resources are allocated where they are most needed.
KEY RESPONSIBILITIES AND TASKS:
GESI Responsibilities:
1. GESI Strategy Development:
- Develop and implement strategies and action plans to promote gender equality and social inclusion within the organization’s programs and policies.
- Ensure that GESI principles are integrated into all program design, implementation, and evaluation processes.
2. Policy and Advocacy:
- Advocate for gender equality and social inclusion at both internal and external levels, including with donors, partners, and community stakeholders.
- Develop and update organizational policies to reflect best practices in GESI.
3. Training and Capacity Building:
- Conduct training sessions and workshops for staff, partners, and stakeholders on gender equality, social inclusion, and related issues.
- Build organizational capacity to address GESI issues effectively.
4. Program Integration and Support:
- Support program teams in incorporating GESI considerations into project planning, implementation, and monitoring.
- Provide technical assistance and guidance on GESI-related matters to program staff and management.
5. Monitoring and Evaluation:
- Develop and implement monitoring and evaluation frameworks to measure the impact of GESI initiatives.
- Track progress and report on GESI-related indicators and outcomes.

- Engage with community members, beneficiaries, and other stakeholders to ensure their voices are included in program design and implementation.

Data Management Responsibilities:
1. Data Collection and Management:
- Oversee the collection, storage, and management of data related to programs, beneficiaries, and organizational performance.

- Analyze data to generate insights and support decision-making processes.
- Prepare and present regular reports on program performance, impact, and other key metrics to stakeholders and funders.
3. Database Management:
