Center for Research and Sustainable Development Nepal (CREASION) is a not-for-profit organization that was established in 2005. Since it was founded, CREASION has been a leader in environmental protection in Nepal through recycling, research, emergency response, grassroots and circular economy related interventions. CREASION also houses innovative, impact-based projects as well as a learning center for youth. CREASION’s work is majorly centered around three thematic areas; Environment and Sustainability, Youth Empowerment and Emergency Disaster Response.
Purpose of the Role
The Program Development Officer (PDO) will be responsible for overseeing the Strategic programmatic planning, policies and program responsibilities. The PDO will also play an active role in identification, cultivation and successful development of new project/ research opportunities.
RESPONSIBILITIES AND DELIVERABLES
Program development
- Play an active role in the identification, cultivation and successful development of new project/research opportunities.
- Works closely with Program Development Unit (PDU) to identify, develop and submit proposals, concept papers and expressions of interest to a wide range of private, institutional, and bilateral donors.
- Continually monitors funding opportunities/solicitations from bilateral donors and international foundations and donors.
- Take a lead role in the development and strategic expansion of CREASION’s programming through the mobilization of financial, human, intellectual, technological and other in-kind resources to support CREASION’s core program development and planning
- Take the lead in writing and consolidating proposals, Concept Note to Donors and responses.
- Liaise with project implementation team for timely report submission to donor agencies and prepare reporting tools to be used throughout the implementation of the grant.
- Edit narrative donor reports using both qualitative and quantitative data from field teams.
Monitoring, Evaluation, Research, and Learning
- Assist in the process of rolling out M&E tools to the field and provide field teams with technical support to implement them.
- Conduct workshops and trainings for field staff on monitoring, evaluation and reporting.
- Design and implement data management system for routine project monitoring.
- Undertake periodic review of projects and provide regular feedback to programmes on the progress of projects.
- Maintain a database to monitor output and track progress towards indicators.
- Prepare project implementation plan and coordinate with project implementation team to develop project manuals and SOPs.
- Oversee project management and ensure that the project activities compliment CREASION policies.
Field Research
- Travel to project field areas to understand the context, identify gaps, and needed interventions for developing proposals.
- Collaborate with communication department to find creative ways to publish and disseminate research results, to ensure wide dissemination of data.
- Conduct submission and review process for journal publications, conferences, poster presentations and other learning events.
Organizational Development
- Encourage good initiatives and ideas for supporting and empowering staffs of all department.
- Identify learning and training opportunities for CREASION staffs.
- Provide technical guidance to other departments in the development and review of training materials, reports and other external documents as needed.
QUALIFICATIONS AND SKILLS:
- Master’s Degree in related field and at least 3 years of relevant experience in the development sector in project / program design and development.
- Familiarity with current development practices, policies and organizations in Nepal Current Knowledge and understanding of Environment and plastic recycling sector, Climate Change, Green Economy and Research.
- Demonstrated ability to build excellent personal and organizational relationships
- Demonstrated analytical skills, strategic and system thinking, ability to manage multiple stakeholder’s needs.
- Ability to meet multiple deadlines under pressure;
- Proven knowledge of donor practices, the program proposal process, and development program solicitations and applications.
- Ability to conduct and or supervise new program assessments and write strong proposals and budgets.
- Ability to communicate clearly and persuasively.
- Excellent writing and editing skills.
- Fluent written and spoken English required.
