Programme Development Officer
Position Overview: The Programme Development Officer will be an integral part of the SAWEN Secretariat to develop, manage and support to implement the programmes and projects aligning with the organizational objectives. S/he will be responsible for the generating funding, programme/project development and implementation along with documentation and reporting with reference to donor/partner requirements and knowledge management in the organization. This role demands close collaboration with the Secretary General, Programme Manager and other Secretariat staff to ensure successful execution of programme and projects by accomplishing set outputs.
Duties and accountabilities:
Programme and Project Development:
- Explore, identify, develop and implement new programmes and projects aligned with SAWEN’s strategic goal.
- Conduct need assessments and feasibility studies to explore new initiatives and requirements of the SAWEN member countries and also to support programme design as per the strategic orientation of the organization.
- Draft project proposals to secure funding from donor and support organizations.
- Assist in the preparation of programme budgets and financial plans.
Implementation:
- Support to implement successful, approved programmes and projects.
- Coordinate with relevant stakeholders to ensure smooth execution of agreed activities.
- Monitor project activities to ensure that they are completed within the given time-frame and the financial obligations.
Documentation and Reporting:
- Prepare detailed reports of programme and project activities covering outputs and possible impacts as per the requirements of donor agencies, and to suffice periodic and annual report
reporting. - Ensure timely submission of technical reports to the Secretary General and donors.
- Maintain comprehensive documentation of all programme and project activities and generate knowledge base on relevant subject matters.
Collaboration:
- Collaborate and facilitate communication and coordination with member countries, associate members, international and other partners as assigned.
- Liaison with different stakeholders to implement the assigned tasks and develop beneficial relation for institutional strengthening.
Capacity Building:
- Provide training and support to staff and partner agencies involved in programmeimplementation.
- Share best practices and lessons learnt to enhance programme effectiveness.
- Represent SAWEN in various forums as required.
Qualifications:
- Advance degree in environmental science, biodiversity conservation, forestry, natural resource management, international development, or a related field.
- At least 5 years of experience in programme management in public institutions, national, regional, international organization, or intergovernmental organizations.
- Proven track record of proposal development and fund raising with strong project management skills.
- Knowledge and practice of project management tools would be an added advantage.
- Excellent communication, interpersonal, problem-solving, and analytical skills.
- Applicant should be eligible to work in Nepal.
Competencies for the position:
- Knowledge and understanding of theories, concepts and approaches relevant to curbing wildlife crime along with sustainable, regulated trade in wildlife species,
- Excellent organizational skills with ability to exercise sound judgement with substantive knowledge of, and technical and practical expertise working with wildlife crime related issues,
- Possesses knowledge of organizational policies and procedures relating to the position and applies them consistently in ranges of tasks,
- Demonstrates good knowledge on information technology and applies it accordingly,
- Organizes and prioritizes work schedule to meet the needs and deadlines,
- Articulative in writing and verbal expressions with interpersonal skills,
- Demonstrated ability to build trust among the staff, stakeholders; a good team player and promoter of good working environment.
- Self-development, initiative-taking, conscientious and efficient in meeting commitments, observing deadlines and persistent when faced with difficult problems or challenges, while achieving results,
- Sound knowledge of SAWEN member countries,
- Facilitating and encouraging open discussion in the team with enhanced communication,
- Creating synergies through self-control, managing conflict, and demonstrating quick and honourable judgment,
- Display cultural, gender, religion, race, nationality and age sensitivity and adaptability along with equal participation,
- Ability to work independently and as part of a team; and shows pride in work and of achievements,
- Willingness to travel out of office in need basis to conduct and attend different events,
- Remains calm in stressful situations.
Language and other requirements:
- Excellence in written and spoken English is essential, while any other official language used by SAWEN member countries is welcome.
- Work experience in intergovernmental organization is an advantage.
Terms:
- Initial term of one year with the possibility of extension upon satisfactory demonstration of duties and responsibilities.
- Salary and other benefits are negotiable.
