Programme Officer

Reporting To: Programme Manager

Job Overview and Core Purpose

​The Programme Officer is responsible to facilitate development, implementation, monitoring, and evaluation of the programmes in line with the CBM Global federation strategy and country strategy, and within the CBM Global’s standards and budgets, through appropriate programme management systems.

S/he works with the country office and global team to develop cross cutting programmes in priority thematic areas of CBM Global and support capacity development of the country office and the partners in the assigned thematic areas. S/he acts as a focal person, on behalf of CBM Global, for multiple project implementation with multiple partners. S/he serves as a focal for Karnali province and represents CBM Global in different forums.

​Responsibilities and Duties

​Partner Relation and Support

  • Develop good knowledge of assigned partners’ portfolio to identify their strengths, capacities, needs, and potentials.
  • Establish and maintain a good working relationship with assigned partners and support Programme Manager to develop and deliver appropriate partnership strategies.
  • Liaise in the areas of program and partnership with assigned partners as the first point of contact on behalf of CBM Global.
  • Identify gaps in partners capacity and provide regular support and relevant capacity building initiatives for programme effectiveness.
  • Solicit partner feedback to CBM Global and work with partners and Country Team to improve support from CBM Global.
  • Represent CBM Global in different forums, particularly in the Karnali province, in communication with the line manager.
  • Support in selection of new project partners and their systematic onboarding as and when required.

​Project Development and Management

  • Plan, initiate and develop multiyear projects and special initiatives in diverse thematic areas (inclusive eye and ear health, inclusive community mental health and community based inclusive development) in line with CBM Global programme quality framework working closely with partners, Member Teams (MTs) and Technical Teams (TTs).
  • Generate new project ideas, bring in relevant information from the field including contexts, learnings, and challenges & support Programme Manager to develop and maintain strong programme portfolio in the country office.
  • Ensure safeguarding is considered in all steps of project development and management.
  • Oversee project reporting requirements and ensure timely and quality reporting as per CBM Global and donors requirements.
  • Coordinate with and support partners as required.
  • Maintain and update all project requirements in the system (Global Online).
  • Work closely with the finance focal person to review and analyze budget plan and utilization status of assigned projects and support partners to maintain financial systems and utilization accordingly.
  • Work closely with the partners, MTs and TTs to plan and carry out baseline, midterm and final evaluations including exit of the assigned projects.

​​Project Monitoring & Support

  • Oversee the execution of multiple projects in close collaboration with the partners, MTs and TTs, ensuring project scope and budget.
  • Develop an annual monitoring and support plan for assigned projects and carry out monitoring and support accordingly.
  • Conduct periodic review of assigned projects with partners through monitoring & support visits, discussions, and ensure programatic compliances, performance, and effectiveness.
  • Plan and carry out visit to partner organisations for external and internal visits and align as and when required.
  • Lead and coordinate partnership assessment process of assigned partners in close colloboration with other departments and carry out annual review to ensure progress on action plans agreed mutually.

​Learning and Capacity Building

  • Facilitate development and execution of capacity building plan of partners and project team being based on the Partnership Assessment (PA) action plan and mutually identified need for effective implementation and management of the assigned projects.
  • Work closely with the partners and relevant team members across CBM Global to document and share experiences, learnings, and good practices across wider networks.
  • Work closely within the team to plan, coordinate, and facilitate programme and partnership review with each partner and in bigger platforms.
  • Proactively engage with Technical Teams for learning and ensuring required technical support in project cycle management.
  • Work closely with different interconnecting departments to enhance partners’ understanding and capacity on cross cutting initiatives such as disability inclusion, humanitarian, safeguarding, GESI etc.

​Humanitarian Action

  • In case of Emergency in the country and requirement of the organization, he/sheshould be flexible to deploy in the emergency response management initiatives as per the requirement of the organization.
  • Work closely with the humanitarian department to plan and implement CBM Global humanitarian country strategy including adjustments of program scope (use of crisis modifier) to fit in the humanitarian priority.

​Safeguarding

  • Ensure all children and adults who come into contact with CBM Global programmes are safeguarded to the greatest extent possible.
  • Ensure compliance to all aspects of CBM Global Safeguarding and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) policies and associated standards and procedures.
  • Promote safeguarding among partners and undertake first responder role in reporting and responding safeguarding incidents at partner and community level.

  • Projects/programmes are delivered to an exemplary standard, achieving agreed outcomes and impact.
  • Effective working relations maintained with CBM Global country team, Member Teams, Technical teams, partners and other stakeholders in line with CBM Global’s approach to partnership.
  • CBM Global procedures and standards are complied at all stages of project cycle management.
  • Quality report submitted to relevant stakeholders ensuring reporting requirements.
  • Project/Programme learnings and challenges documented and disseminated in relevant platforms.
  • Projects designed and developed in line with CBM Global programme quality framework, country strategy, and federation strategy.


Person Specification

Experience and knowledge

  • Minimum 5 years of working experience in project/programme management in the development sector.
  • Demonstrated experience in project/programme planning, implementation, monitoring, evaluation, reporting, and financial management.
  • Experience in managing relations with diverse stakeholders, including project implementing partners.
  • 1-2 years’ disability related experience is desirable*.

Skill /Competencies/personal qualities

  • Proven project cycle management skills.
  • Strong communications skill in Nepali and English (oral & written).
  • Knowledge of disability related issues, global development issues & cross cutting issues.
  • Excellent planning and analytical skills.
  • Flexible approach to work demands.
  • Able to work independently with minimal support and guidance.
  • Ability to work in teams and collaborate with staff at all levels.
  • Willingness to learn, change and adapt.
  • Well organized with the ability to multitask.
  • Dynamic and result oriented with positive learning attitude.
  • Competent in using office package. Sound in using online monitoring tools and techniques.
  • Willing to travel to remote areas for field level monitoring and visits.
  • Respect and commitment to adhere to CBM Global values, code of conduct and policies in all aspects of work.


Qualification, Training & Education

  • Masters/PG degree in Social Science, Development Studies, Public Health, Psychology or similar field.
