Important Information
This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.
This vacancy is a local staff position. It is open only to nationals and residents of Nepal.

The position is assigned in the is assigned in the Nepal Resident Mission (NRM) within the South Asia Department (SARD). The ADB-NRM was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Job Purpose
The Programs Officer will provide technical expertise in programming work of the Resident Mission. The incumbent will work with designated International Staff.
Responsibilities
- Supports all aspects of the programming cycle, including the preparation of the Country Partnership Strategy (CPS), and country programming mission (CPM).
- Maintains the pipelines of programs, projects and technical assistance (TA).
- Supports the integration between programing and portfolio management to ensure continuity between TA/project processing and implementation, and ensures that project implementation lessons are fully incorporated in programing.
- Supports the creation of a portfolio of cross-cutting and innovative projects that meet client needs and advance ADB’s priorities. Supports the Country Operations Head as head of the secretariat to the country management team.
- Reviews and provides comments on all project and documents as part of NRM’s quality control under ADB’s New Operating Model.
- Administers the implementation of assigned TAs by: (i) undertaking consultant recruitment and supervision; (ii) monitoring progress, providing guidance to the consultants, providing written comments on consultant work and reports; (iii) liaising with the executing agency and representing the ADB in tripartite discussions with the government; and (iv) preparing the TA Completion Report. Maintains close contact with the Ministry of Finance and the National Planning Commission on all programming matters (CPS/CPM).
- Provides feedback to the designated IS and concerned staff at Headquarters (HQ). Undertakes numerous liaison functions with Government to support the work of the Resident Mission and HQ Staff.
- Develops good working relationship with other stakeholders in NRM’s development (e.g., Government, donors, civil society, private sector).
- Supports policy dialogue with government officials in the context of project and TAs processing and administration. Actively disseminate information on ADB activities to development stakeholders and the public.
- Performs other duties that may be assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in economics or related field. Preferably with advanced training.
- At least 8 years of relevant professional experience.
- Ability to liaise and work effectively with government officials within own work location.
- Sound knowledge of government project approval procedures and the administrative, political, development issues specific to the host country.
- Strong conceptual skills and ability to identify issues and appropriate action at the field office level.
- Strong planning and organizing skills to work independently and handle a multitude of tasks under given timelines.
- Effective report-writing and communication skills in English
- Strong oral and written communications skills
- Proficiency in word processing, PowerPoint, spreadsheets analysis and information technology.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
