ROLE PURPOSE

The Project Coordinator (PC) will lead the Girls Get Equal (GGE) 2.0 Project in the district with the support of the Project Manager. The project will be implemented by a local NGO partner in the Sarlahi district. The PC is responsible for planning, executing, monitoring, controlling, and closing the project in compliance with donor requirements. The PC will maintain close coordination with the internal team, the local implementing partner, and other key stakeholders, including local and provincial government levels.

In adherence to Plan International Nepal’s Country Strategy 2023-28, the Project Coordinator will play a significant role in achieving the strategy’s objectives through this project, demonstrating a high sense of accountability, mutual respect, and teamwork. The Project Coordinator must have an in-depth understanding of project management to ensure smooth facilitation, including people management, effective organizational and program communication, partnership management, and adherence to quality programming and compliance with both the Government of Nepal and donor requirements.

S/he will be responsible for:

  • General: Provide comprehensive operational support to the partner for project activities, ensuring timely and efficient delivery in line with the goals of the “GGE 2.0 Project” under NORAD funding.
  • Partner Management: Act as the primary liaison between the partner organization and Plan International Nepal, ensuring regular communication and coordination.
  • Budget Management: Regularly monitor and review transaction reports on a bi-weekly or monthly basis to ensure budget utilization aligns with the phased budget. Track and manage expenditures to ensure they align with the project timeline and spending projections.
  • Coordination: Coordinate with the internal team and partner, holding regular review meetings across sectors to avoid duplication of effort and to keep all key staff up to date.
  • Representation: Work with local and provincial government levels and other relevant agencies to ensure Plan is compliant with all requirements. Ensure Plan International Nepal’s voice is heard at relevant forums.
  • Reporting: Ensure that reports are submitted on time and meet quality standards in collaboration with partners.
  • Coordination and Networking: Liaise and coordinate with stakeholders, implementing partners, and the government to maximize the intended results of this project. Hold yourself accountable for making decisions, managing resources efficiently, achieving goals, and role modeling Plan International Nepal’s values.

ACCOUNTABILITIES

Planning & Budgeting and Start-up

  • Develop the Detailed Implementation Plan (DIP), support the creation of the Project Implementation Guidelines, and ensure their effective execution.
  • Lead the development of the project’s work plan and budget in coordination with the local implementing partner, Project Manager, and other relevant stakeholders.
  • Ensure that the approved work plan is clearly communicated and understood by the implementing partner.
  • Develop a detailed implementation plan for the local implementing partner, ensuring it includes a realistic phased budget, major activities, and timelines for allocated funds.
  • Provide support for the successful start-up of the project at the provincial and local levels.

Project Delivery & Management

  • Facilitate the project team of partner staff in Sarlahi to ensure the overall implementation of the project’s activities.
  • Develop the Detailed Implementation Plan (DIP) of the project and the required project implementation guidelines, ensuring their effective execution.
  • Ensure project activities, fund allocation, and expenditure are on track as per the DIP, and take corrective measures by revisiting plans and communicating timely with the supervisor and relevant stakeholders.
  • Identify risks associated with the project and derive mitigation measures.
  • Provide clear direction and support to the implementing partner for the delivery of the project.
  • Escalate issues to the supervisor or Regional Manager depending on the type of risk and the level of risk-bearing accountability of the role.
  • Follow Plan’s Project Management Manual and relevant guidelines to ensure the program quality of the project.
  • Coordinate with Senior/Technical Advisors for technical assistance as required and keep them updated.
  • Support the Project Manager to develop an exit strategy and sustainability plan in coordination with relevant stakeholders.
  • Ensure the Safeguarding of Children and Program Participants (SCPP) policy is applied during project management.

Partnership Management

  • Manage partnerships in accordance with Plan International Nepal’s Partnership Policy and Procedure.
  • Oversee compliance by the local implementing partner with the mandatory policies of Plan International Nepal and the Government of Nepal.
  • Identify gaps in policies, practices, and systems of the local implementing partner and recommend improvements.
  • Ensure the partner develops corrective action plans following monitoring, reviews, or assessments.
  • Follow the partnership principles and approach outlined in the Building Better Partnership Guideline.
  • Support the development of capacity-building initiatives for the implementing partners based on partnership reviews, appraisals, and gap identification.

Documentation & Reporting

  • Support the partner in preparing high-quality project reports and documents as per the donor schedule, ensuring timely submission through the Project Manager.
  • Document key lessons from the project, including lessons learned, best practices, and case studies, in coordination with the Communications department.
  • Ensure all project and partnership-related documents are properly archived and retained in accordance with Plan’s Document Retention and Archiving policy.
  • Disseminate key learnings and challenges from the project through various platforms, including review reflection and sharing meetings.
  • Work closely with the MERL team to ensure the effective implementation of activities and proper documentation of results in line with M&E requirements.

Project Closure and Sustainability

  • Support the Project Manager in preparing the project closure plan and obtaining its approval in advance, following the Project Closure Checklist outlined in the Project Management Guideline.
  • Identify and integrate areas and stakeholders during implementation that ensures sustainability of the project.
  • Orient partners and staff on project closure planning and processes in advance.
  • Support consultant and MERL team in conducting and facilitating Endline Survey as per requirement.

Representation and Networking

  • Collaborate and coordinate with government counterparts, external development partners, and other stakeholders at various levels as needed.
  • Support program areas in building strong networks with NGOs, CSOs, bilateral and multilateral agencies, and government line agencies to promote coordination and resource-sharing at the Palika, district, and provincial levels.
  • Represent Plan International Nepal in external meetings related to the project.
  • Provide support during donor visits to the project area, if applicable.
  • Build connections with other NGOs, especially those managing similar projects at the district and provincial levels, if applicable.

Innovation and Scale

  • Identify new ideas, best practices, problems, and issues around program implementation. Work towards finding solutions for improvements, documenting and disseminating them in consultation with relevant departments and themes.

Other

  • Carry out other related tasks assigned by the Supervisor and Regional Manager.

Ensure Plan International’s CPP and GEI policies

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential Knowledge and Experience

  • A Master’s degree in development studies, development management, gender studies, social science or other relevant subjects with at least three (3) years of experience in project management, preferably Child protection, Education and Livelihood projects OR a Bachelor’s Degree in a similar field with at least five (5) years of experience of project management.
  • Proven experience in managing and working with partner NGO including staff management and development.
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
  • Proven experience and ability to coordinate and collaborate with different organizations including the government and demonstrable working experience in development program.
  • Some experience working in M&E is desirable.
  • Good knowledge of project management approach including partnership and budget management.
  • Knowledge of basic MS Office including MS Outlook, MS Word and MS Excel.
  • Excellent written and verbal communication skills in English and Nepali.
