Project Location: West Rukum (Bafikot and Tribeni Rural Municipalities), Nepal
Service type: Mother and Child Health Integrated with Livelihoods
Project Duration: Five years (annual renew as per performance)

Supervisory role: 5-7 staff
Qualifications: Master’s degree in public health, Social Science, Development Studies or a related field.

Organisation Background:

  • Human Development and Community Services (HDCS) is a faith-based NGO working in three main sectors of health, education, and community development since 1991. Currently, it manages various projects across Nepal especially in rural regions and provides services through hospitals, health camps, public health

programs, disaster preparedness and response, school development programs, teacher training, educational daycare centres for children with special needs, and community radio stations. Purpose:

The Project Coordinator (PC) is responsible for the overall planning, implementation, coordination, monitoring, documentation, and reporting of the SHINE Project in Rukum West. The position leads quality project delivery in close coordination with local governments, Training Centers, Municipal Health Sections, Municipal Agriculture Sections, and other relevant local government stakeholders to strengthen local health systems, promote sustainable agriculture, livelihoods, and entrepreneurship, and ensure the achievement of project objectives. The role mainstreams gender equality, disability inclusion, safeguarding, and social

inclusion, ensuring equitable access to quality health services, resources, participation, and decision-making opportunities for women, persons with disabilities, and marginalized communities while contributing to sustainable community development.

Responsibilities:

1. Project Leadership, Planning & Coordination (25%)

  • Lead the planning, implementation, coordination, and monitoring of the SHINE Project to ensure achievement of project objectives, quality standards, and donor requirements.
  • Develop and implement Detailed Implementation Plans (DIPs), Annual Implementation Plans (AIPs), Annual Procurement Plans (APPs), work plans, and implementation schedules for integrated MNCH, livelihood, and entrepreneurship interventions.
  •  Coordinate and collaborate with local governments, health, education, agriculture, and other stakeholders to integrate project activities into local government plans, secure required approvals, and ensure effective implementation.
  • Ensure timely implementation of project activities, achievement of project outputs and milestones, effective risk management, and timely resolution of implementation challenges.
  • Represent the project in coordination forums, technical working groups, and stakeholder meetings to strengthen partnerships, collaboration, advocacy, and resource mobilization.

2. Programme Quality & Technical Oversight (20%)

  • Lead and ensure the quality implementation of integrated MNCH, livelihood, and entrepreneurship interventions in accordance with project design, national guidelines, organizational standards, and donor requirements.
  • Plan, implement, and oversee project activities through regular field monitoring, supportive supervision, quality
    assurance, and evidence-based review to ensure achievement of project targets and outcomes.
  • Strengthen the technical capacity of project staff, health workers, HFOMCs, teachers, farmers, entrepreneurs, and partner institutions through training, coaching, mentoring, technical guidance, and supportive supervision.
  •  Provide technical leadership and practical solutions to address implementation challenges, improve service quality, and ensure timely and effective delivery of project activities.
  •  Promote innovation, adaptive management, and the integration of gender equality, disability inclusion, safeguarding, climate resilience, and community participation to enhance programme quality, sustainability, and project impact.

3. Monitoring, Evaluation, Documentation & Reporting (15%)

  • Monitor project progress against approved plans, indicators, and the project logframe through frequent field visits, supportive supervision, and data verification.
  •  Ensure project staff collect, verify, and submit timely, complete, and accurate data through Kobo Toolbox and other approved monitoring systems.
  • Prepare high-quality monthly, quarterly, annual, and donor reports based on evidence and verified project data.
  • Document case studies, success stories, impact stories, lessons learned, and evidence of project achievements.
  • Maintain accurate project records, databases, Kobo Toolbox data, and supporting documentation.
  • Use monitoring findings, field evidence, and data to support evidence-based decision-making and improve programme performance.

4. Stakeholder Engagement & Partnership (10%)

  • Build strong partnerships with local governments, communities, development partners, and other key stakeholders to ensure effective project implementation.
  •  Coordinate with local level and other relevant government sections to integrate project activities into municipal annual plans and programmes and obtain necessary approvals and endorsements.
  •  Facilitate coordination meetings, review workshops, joint monitoring visits, and multi-stakeholder forums to strengthen collaboration and accountability.
  •  Represent the project in government, technical, and coordination meetings, and maintain effective communication with key stakeholders.
  • Strengthen community participation, local ownership, and partnerships to promote sustainability, resource mobilization, and effective service delivery.

5. Financial & Resource Management (10%)

  • Monitor project budget utilization, expenditure, and burn rate in close coordination with the Finance and Programme departments to ensure efficient use of project funds.
  • Lead procurement planning and oversee the timely acquisition of goods, services, and equipment in accordance with organizational and donor procurement policies.
  • Ensure efficient, transparent, and accountable management of project resources, assets, and inventories.
  •  Review expenditures against approved budgets, work plans, and procurement plans, and recommend corrective actions to address variances.
  •  Ensure compliance with organizational financial policies, donor requirements, procurement procedures, and audit standards.
  •  Identify opportunities for resource mobilization and collaborate with local governments, development partners, private sector actors, and other stakeholders to leverage additional resources and maximize project impact.

6. Team Leadership & Capacity Development (10%)

  • Supervise, coach, mentor, and manage project staff to ensure high performance, accountability, and achievement of project objectives.
  •  Conduct regular performance reviews, provide constructive feedback, and support individual performance improvement and professional development.
  •  Assess staff capacity development needs and facilitate appropriate training, coaching, mentoring, and learning opportunities to strengthen technical and managerial competencies.
  •  Empower project staff by promoting delegation, ownership, teamwork, innovation, and continuous learning to enhance programme quality and organizational effectiveness.
  • Promote a positive, inclusive, and collaborative work environment by applying the Do No Harm approach and fostering teamwork, mutual respect, and adherence to HDCS values, policies, and code of conduct.

7. Compliance, Safeguarding & Inclusion (5%)

  •  Ensure compliance with organizational policies, donor requirements, government regulations, and project guidelines.
  • Mainstream safeguarding, gender equality, disability inclusion, social inclusion, and accountability across all project activities.
  •  Promote ethical conduct and adherence to the HDCS Code of Conduct, organizational values, safeguarding policies, and accountability standards
  •  Identify, report, and address compliance and safeguarding risks, ensuring timely corrective actions and continuous improvement.

8. Knowledge Management & Organizational Support (5%)

  •  Develop and disseminate IEC materials, project communication products, and visibility materials in line with the organizational Knowledge Management and Communication Strategy.
  • Promote project visibility through radio programmes, social media, audio-visual materials, and impactful videos for awareness, advocacy, learning, and resource mobilization.
  • Capture, document, and share best practices, innovations, lessons learned, research findings, and success stories to strengthen organizational learning and evidence-based programming.
  •  Contribute to building a organization learning culture by promoting knowledge sharing, cross-learning, reflection, and continuous improvement across projects and teams.
  •  Perform other duties assigned by the Line manager in support of organizational priorities.
