Job Description:

World Vision International Nepal (WVI Nepal) has launched a Category II Emergency Response in the districts of Rasuwa and Nuwakot, Bagmati Province, following devastating flash floods along the Bhote Koshi and Trishuli river corridors that caused casualties, displacement and extensive damage across Rasuwa, Nuwakot and Dhading. The 12-month Nepal Flash Flood Response (NFFR) 2026 plan which is funded by several donors targets 25,000 people, including 10,000 children, from around 5,000 affected households across seven sectors, moving from relief into early recovery. Thus, this position will be responsible for ensuring all education activities planned in World Vision’s Nepal Flash Flood Response Project are implemented and set education outcomes are achieved. The incumbent will work closely together with World Vision and partner NGO staff, as well as with the education department government staff. The educational response interventions take place particularly in Rasuwa and Nuwakot districts.

The incumbent captures key learning, integration related evidence and key outcomes of the given scope in the form of report, data management and other relevant communication materials. This role expects to take lead on education related matters and empowers teams to demonstrate in all plans and reports. A good team player and able to embrace change and adapt to changing context shaping plans and team cohesion is envisioned from this. This role envisions , managing issues and problem solving, innovative and agile leadership.

MAJOR RESPONSIBILITIES

Project Implementation and Quality Assurance

• Provide overall technical leadership to the World Vision team and partner NGOs implementing educational response interventions under the overall response plan.
• Coordinate and mobilize the teams effectively to deliver quality results timely and effectively with safety measures in place.
• Coordinate and mobilize the WV and partner NGO teams to deliver quality results timely and effectively, such as the establishment of temporary learning centers and/or emergency education activities in flood-affected areas, prioritizing locations with high risks of education discontinuity and school dropout.
• Ensure that Psychosocial Support (PSS) to the flood-affected children is part of the emergency education activities.
• Ensure WVI Global Center guidance, Education in Emergencies approaches, and government education policies are adhered to implement education-related activities as per the emergency response plan.
• Support and capacitate the partner NGOs to implement the education response activities that include planning, budgeting, implementation, monitoring, and reporting in line with response plan.
• Support in establishing a good working culture and team cohesion to implement and integrate education related interventions.
• Ensure budget expenditure throughout the project cycle is as planned.
• Conduct rapid education in emergencies assessments in flood affected communities, focusing on children, women, girls, children and persons with disabilities, Dalits, and indigenous groups and marginalized communities.
• Ensure timely and quality implementation of education response interventions, including TLCs set up and its functionalization, creating a safe and stimulating home learning environment, conducting accelerated learning sessions and so on.
• Ensure disaggregated data collection (sex, age, disability, caste/ethnicity) to inform inclusive programming.
• Work closely with Organizations of Persons with Disabilities (OPD) to ensure the targeted people and children participate in the projects.
• Conduct regular program reviews with partners to assess progress, address bottlenecks, and strengthen implementation quality.
• Look out for possible risks and apply mitigation measures as necessary.
• Lead project start-up, transition, close-out, and sustainability planning processes together with partners.
• Facilitate integration of Gender Equality and Social Inclusion (GESI) principles throughout project planning, implementation, monitoring, and evaluation.

Monitoring, Information Management, and Learning

• Conduct regular field monitoring visits to assess programme quality, effectiveness, compliance, and beneficiary satisfaction.
• Monitor project performance against approved indicators, benchmarks, work plans, and donor commitments.
• Verify program data through spot checks, field observations, and review of partner reporting systems.
• Lead in providing technical guidance and support to use digital or other platforms to acquire data and information in the system.
• Maintain proper and up to date assessment, monitoring and record keeping system to reflect in the MEAL and information management system.
• Incorporate and address the relevant community feedback received wherever possible.
• Capture all the key learning and successes for the case studies and publications to be shared with national and global arena.

Coordination, Collaboration & Representation

• Coordinate with potential education stakeholders particularly at district and province level including government clusters, donors, UN agencies, and lNGOs .
• Ensure representation at the districts and local education cluster meetings and provide real time updates and plans with them.
• Provide regular updates to WVI Nepal national office inclusive education technical head regarding national level cluster meetings.
• Ensure close coordination and collaboration with other functions within WVI Nepal including program, finance, public engagement, supply chain and sponsorship to ensure activities are carried out timely and efficiently.
• Contribute to increased visibility, communication efforts and donor engagement by showcasing program achievements, impact, and learning.
• Ensure 5W/ 3W reporting in Education Clusters and other government reporting requirements regularly.

Risk Management & Compliance

• Identify, assess, and monitor program risks related to education in emergency, operational challenges, supply chains, and service delivery.
• Develop and implement risk mitigation and contingency plans related to education programming in collaboration with partner NGOs, local authorities, and relevant stakeholders.
• Ensure compliance with World Vision International policies, donor regulations, government guidelines, and humanitarian principles through engagement with partner NGOs and project visits.
• Support partners in maintaining adequate documentation and evidence required for audits, donor reviews, and compliance assessments.
• Strengthen accountability, transparency, safeguarding, and ethical practices throughout program implementation.
• Abide by humanitarian principles and WV principles.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Education, training, license, registration and certification

• Master’s degree in Education or Bachelor’s degree in Education with additional years of work experience

Required Professional Experience

• At least 2 years (for those with Master degree) or 3-5 years (for Bachelor) working in the field of education as a sector
• Knowledge of development and humanitarian sector

Essential Knowledge and Qualifications

Work Base: Nuwakot District

Duration: One year

Travel and/or Work Environment

Extensive travel to Rasuwa and Nuwakot of up to 60% of working time. Field travel may involve difficult road conditions, disrupted access, remote locations and basic accommodation.

Physical Requirements

Willingness and physical ability to travel to Rasuwa and Nuwakot, including remote and disaster-affected locations, for up to 60% of working time.

Language Requirements

Excellent written and spoken English and Nepali.
