Job Description

A. Job purpose:

The Project Officer will be responsible for field-level monitoring, reporting, and coordination of activities under the SheLeads project, with a focus on skills development, economic upliftment and life-skills enhancement of young girls and women. The position requires ensuring the project meets its objectives around economic empowerment, gender transformation, and social change while collaborating with local government stakeholders, local partners, and project participants in Madhesh Province, under the overall guidance of the Project Coordinator.

B. Roles and Responsibilities:

Compliance with Policies, Rules/Regulations and Guidelines:

Adhere to Helvetas’ organizational policies, procedures, regulations, and guidelines (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption, etc.)

Field Monitoring and Reporting:

a) Oversee the day-to-day monitoring of project activities in Karjanha, Lahan, and Ganeshmancharnath municipalities. Conduct regular field visits to ensure the effective implementation of project interventions.

b) Coordinate with Project Assistants to collect, verify, and consolidate field-level disaggregated data, ensuring it is accurate, timely, and aligned with project objectives. Prepare and submit field monitoring reports that include progress, challenges, and opportunities.

c) Ensure that all project activities are implemented as planned and meet the required standards. Provide feedback and support to local partners and stakeholders to address any issues affecting the quality and delivery of interventions.

d) Field support and coordination to supervise and coordinate the work of Project Assistants in the field, ensuring they are effectively supporting local partners, project partners, and larger communities.

Monitoring and Capacity Development

a) Collaborate with the Project Coordinator to ensure that field-based data is integrated into the M&E system, with a focus on collecting disaggregated data for project progress and results.

b) Facilitate the training and capacity-building of local partners including Training and Employment Service Providers, particularly in monitoring and reporting, to ensure that field-level activities are captured and reported in accordance with project requirements.

c) Provide technical support to local partners on monitoring tools and methodologies, ensuring accurate and consistent field reporting.

d) Work closely with Nepal Alliance NGO Partners for field assessments, surveys and other Focused Group Discussions to collect the data based on the alliance M&E framework.

Reporting and Knowledge Management

a) Take the lead in preparing and submitting timely field reports, compiling data from field visits, and ensuring the quality of reports from Project Assistants.

b) Ensure methodological documentation of field-level activities, including case studies, success stories, and best practices related to skills development, economic empowerment and broader changes in young girls and women.

c) Assist the Project Coordinator in preparing detailed progress reports, ensuring that all project interventions are well-documented and aligned.

d) Contribute to the development of knowledge products such as reports, publications, and presentations that showcase the lessons learned from field activities and the impact of the SheLeads project in Madhesh Province.

Coordination and Networking

a) Work closely with the project team, local stakeholders, and partner organizations to ensure smooth field operations and ensure that all activities are aligned with the project’s overall strategy.

b) Act as the key point of contact between the field team and the Project Coordinator, ensuring effective communication and coordination between the field level and the other project team.

c) Coordinate with Nepal Alliance NGO partners to share insights, collaborate on field-level interventions, and learn from other initiatives focused on young girls and young women.

Other Tasks

a) Contribute to project planning and implementation meetings, offering insights from field observations to guide project adjustments.

b) Perform other duties as assigned by the Project Coordinator to ensure the success of the SheLeads project, particularly at the field level.

Additional Information:

C. Required Education, Experience and Social Competencies:

Education & Experience:

a) Bachelor’s degree in development studies, social sciences, or any other relevant field.

b) Minimum 3 years of working experience in program/project implementation with practical experience in monitoring and reporting, and capacity building of local partners including knowledge of issues related to young girls and young women of Madhesh Province. Work experience in the field with local government is an asset. Commitment towards gender equality and social inclusion is a must.

Skills and Competencies:

a) Understanding of System Change and GESI is an asset.

b) Proven experience in monitoring, reporting and knowledge management.

c) Experience in working with government agencies, donors, and networks of development agencies.

d) Experience in organizing events, consultation, and training.

e) Advanced skills in using computers and IT and good experience in using digital platforms.

f) Fluency in written and spoken English and Nepali is required. Knowledge of other local languages is an advantage.

g) Proven documentation experience in the form of publications in English and demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

Preference will be given to the candidates of Madhesh Province.
