ROLE PURPOSE

The Project Officer (PO) (herein referred as PO) will implement the “Bhotekoshi Flash Flood Response Project” The project will be implemented by local NGO partner in Nuwakot, Rasuwa and Dhading district. The position is responsible to lead the project in implementing, monitoring and control and closure of the project including reporting within donor compliance. The position shall maintain close coordination with internal team, local implementing partner, provincial donor focal person, EDP’s, other key stakeholders including local government.

In adherence to Plan International Nepal’s Country Strategy 2023-28, the Project Officer will play a significant role in achieving its objective through this project, as demonstrated by its high sense of accountability, mutual respect and teamwork. As the Project Officer, he/she must have an in-depth understanding of project management for smooth facilitation, effective organisational and programme communication, partnership management and adherence to high quality programming and reporting while maintaining full compliance with the standards and requirements set by both the Government of Nepal and donor agencies.

Dimensions of the Role

The Project Officer’s (PO) main responsibility is to execute the project, monitoring and reporting meeting the donor compliance. PO should ensure timely and quality implementation of the project through local NGO. The position will require frequent travel to working districts and local government and need to coordinate with local government and prepare quality report i.e. event report and support partner to produce quality monthly and quarterly report as required. The position will also work closely with the partners and maintain cordial relationship with the provincial donor focal person.

The PO is a member of Programme, Partnership, and Impact (PPI) Department and works closely with Programme Quality and Innovation Unit (PQI) including Monitoring, Evaluation Research and Learning (MERL) unit, Business Development Department (for grants compliance/donor reporting) Influencing, Campaigns and Communications (ICC) team with regards to program effectiveness, quality program and efficiency.

Accountabilities

The Project Officer is responsible for the overall management including project implementation, partner oversight, monitoring, reporting, coordination, and donor compliance of the flood response project, ensuring timely, quality, and accountable delivery of services for adolescents and young people affected by floods.

Project Management and Implementation

  • Provide regular support to ensure smooth implementation with partner organizations. Conduct monitoring, documentation and close-out of the flood response project in Nuwakot, Rasuwa, and Dhading.
  • Develop and track project work plans, timelines, and targets to ensure timely delivery of project activities and results.
  • Monitor project progress and take timely actions to address implementation challenges, risks, and delays.
  • Conduct regular field visits to ensure quality, accountability, and achievement of project objectives.
  • Act as a communication link between partners and Plan International Nepal.

Partner Management and Compliance

  • Serve as the primary focal point for the implementing partner and provide day-to-day oversight and support.
  • Ensure partner activities are implemented on time, within budget, and in accordance with approved project plans and quality standards.
  • Ensure compliance with donor requirements, donor agreements, and Plan International Nepal policies and procedures.
  • Maintain regular communication and relation with donor on a day to day basis.
  • Review partner reports, financial documents, and supporting evidence to ensure accuracy, quality, and accountability.

Budget Management, Monitoring and Reporting

  • Assis Emergency Response Specialist in reviewing project budget. Support correct WBS and program codes are used, and support in tracking expenditures and burn rates through bi-weekly/monthly transaction reports.
  • Track project indicators and results, ensuring timely collection, verification, and reporting of data.
  • Support in preparing and submitting quality narrative reports, donor reports, success stories, case studies, and project updates within agreed timelines.
  • Maintain complete project documentation and records for compliance, audits, monitoring, and donor verification.

Coordination, Networking and Representation

  • Coordinate with local governments, district level stakeholders and other relevant coordination mechanisms to support effective project implementation.
  • Represent Plan International Nepal in project-related meetings, workshops, monitoring visits, and coordination forums as required.
  • Facilitate donor visits and provide timely updates on project progress, achievements, and challenges.

Safeguarding, Gender Equality and Accountability

  • Ensure safeguarding, PSHEA, gender equality, inclusion, and accountability principles are integrated across all project activities.
  • Ensure all interventions involving adolescents and young people comply with Plan International and donor safeguarding standards.
  • Promptly report and address safeguarding, compliance, and protection concerns in line with organizational procedures.

Other Responsibilities

  • Carry out any other duties assigned by the line manager in support of project objectives and organizational priorities.
  • Ensure compliance with Plan International’s Code of Conduct, Safeguarding, PSHEA, and Gender Equality and Inclusion policies.

Technical expertise, skills and knowledge

Essential Knowledge and Experience

  • A Bachelor’s Degree in development studies, development management, gender studies, social science or other relevant subjects with at least three (3) years of experience in project management, preferably in SRHR, GBV, Protection.
  • Proven experience in managing and working with partner NGO, implementing the activities including quality reporting.
  • Proven experience of working in emergency setting/humanitarian response will be added value.
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
  • Proven experience and ability to coordinate and collaborate with different organizations including the government and demonstrable working experience in emergency response.
  • Knowledge of basic MS Office including MS Outlook, MS Word and MS Excel.
  • Good written and verbal communication skills in English and Nepali.
