About the project
SNV in Nepal has been supporting to rural municipalities in Sarlahi district with implementation of an extension phase of DFAT Water for Women Fund supported project on “Towards Climate Resilient Water Supply Service in Rural Nepal” for a period of 2023-2024. The project aims to support adaptation and strengthen resilience capacity of service providers and local government in rural water supply services in two Rural Municipalities in each Sarlahi and Dailekh district. The contributions are towards strengthening climate resilient inclusive water supply services, increase equitable and universal access, increase voice and influence within local bodies, communities, and households and utilization of evidence, innovation, and practices for water supply services.
In 2023, Parsa Rural Municipality in Sarlahi District hit by unprecedented drought and more than 50 % shallow tubewell are dried up. RM has explored idea of submersible pump (Deep boring) to get water from next level of aquifer. About 54 deep boring has been installed by the Rural Municipalities and other supporting agencies. SNV’s contribution has been towards strengthening management aspects including the establishment of water storage facilities and communal water distribution points in 5 deeper tube wells. These water storage and community water taps are significantly contributing to improve water service level for households and reduce the chances of water wastage at water discharge points.
Considering improvement in water supply service level (Quality, quantity, accessibility, and reliability) and based on preliminary discussion with RM, SNV in Nepal has a plan to support the RM with a demonstration of at least one cluster (or community) with inclusive and climate resilience water supply services to household connection (targeting about 50-100 households) utilizing existing deeper tube well as model. Therefore, the proposed consultant will be responsible for technical support including design, estimate and supervision of climate resilience inclusive water supply system, capacity building of water service providers (Water Users and Sanitation Committees), collaboration with local government to address issue in further planning process, and update NWASH-MIS systems as per progress in WASH sectors.
Scope of engaging a consultant
Under this project, SNV Nepal is seeking a consultant for providing technical assistance to rural municipalities (Parsa and Ramnagar) in Sarlahi for rural water supply service improvement and WASH Data updating in N-WASH MIS. The consultant will closely work with SNV’s District Coordinator and Rural Municipalities WASH Focal Persons for planning and implementation of approved project activities and achieve expected project deliverables with quality and within budget and estimated time frame.
Job Description
The consultant for technical assistance for an inclusive climate resilience in WASH will have the following key responsibilities and tasks:
- Technical support to Rural Municipality Technical team in designing and implementing climate resilient water supply system (water storage tanks, pipeline, tap stands).
- To supervise and monitor the quality of water supply system/infrastructure construction from inclusive and climate risk resilience perspective.
- Coordinate with, support to WASH focal person, in person at RMs for review and updating the NWASH-MIS data for two rural municipalities (Parsa and Ramnagar)
- Assist/facilitate RM WASH section/team for water quality testing and updating the water quality data in NWASH-MIS and capacity building of RM staff in water quality testing and data updating.
- Support District Coordinator for making sure that financials expenses are correctly made in the field and supporting documents are submitted to SNV country office as required.
- Coordinate with SNV District Coordinator, RWSS Advisor and concerned Thematic Advisors for necessary logistical, technical, management, capacity building, financial aspect required to support RMs for smooth implementation of project activities within RMs, Wards and communities in order to achieve planned project deliverables. The list of deliverables and detailed activities will be explained after assigning the responsibilities.
Qualifications
- Minimum academic qualification- Diploma in Civil engineering with minimum 4 years of work experiences or bachelor’s degree in any discipline with 3 years of work experience in water, sanitation, and hygiene sector,
- Experience Water supply service designing, implementation, supervision, evaluation, and management,
- Experience of working with local government in water supply service management with smooth sector coordination, training, communication, presentation, social mobilization, documentation, and project reporting skill,
- Experience in conducting climate risk vulnerability assessments and developing climate adaptation measures in water supply services, infrastructure,
- Experience in NWASH-MIS inventory of Nepal with capacity of data collection, analysis, visualization, and reporting,
- Knowledge on water supply level of service (ground water, water quality testing and ability for facilitating community and rural municipality level climate resilient water service-related capacity building activities and management activities,
- Skill on case story writing, presentation and project reporting,
- Ability to manage his/her own time and to abide by workplans and deadlines,
- Capacity to successfully work in teams and to establish effective work relations with colleagues, stakeholders, implementing partners, consultants and service providers,
- Fluency in Nepali (and Maithili preferable),
- Good in written and spoken English.
