Mission and objectives

The Government of Nepal has adopted important normative frameworks for women’s human rights, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Beijing Declaration and Platform for Action, 2030 Agenda and its Sustainable Development Goals, and UN Security Council Resolutions 1325 and 1820. These commitments are enshrined in the Constitution of Nepal and efforts are being taken to ensure that all laws and policies conform with the constitutional provisions on gender equality.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist the Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality, women’s empowerment, and upholding women’s rights, UN Women’s global programmatic priorities for the period 2018-2022 are: (a) a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls is strengthened and implemented; (b) women lead, participate in and benefit equally from governance systems; (c) women have income security, decent work, and economic autonomy; (d) all women and girls live a life free from all forms of violence; and (e) women

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Nepal’s Strategic Note (SN) for the period 2023-27 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities as described in Nepal’s Fifteen Plan, its gender equality commitments, the needs of women’s organisations and the UNSDCF 2023-27 with a commitment of leaving no one behind. The Programme “Empowered Women, Prosperous Nepal (EWPN)” is a four-year joint programme designed and to be implemented by four agencies (UNICEF, UN Women, ILO and UNFPA) with implementation period from 1 January 2023 to 31 October 2026 with the generous funding support from European Union. The project will be implemented in three provinces of Nepal namely Madhesh, Karnali and Sudurpaschim province. The overall objective of this project is to contribute to the full realisation of Nepalese women and girls’ human rights and agency. The project seeks to unlock Nepalese women and girls’ potential through strategic actions targeting the underlying drivers of gender inequality and investment in gender equality accelerators. In realizing the aforementioned objectives, the project will focus on achieving the following outcomes (1) Men and boys, families and communities demonstrate more gender-equitable behaviours and support for positive social and gender norms that promote GEWE, and women and and girls have increased agency and voice. (2) Women, men, girls and boys, in all their diversity, access opportunities to exercise their equal economic, labour and social rights. (3) Institutions deliver gender equality outcomes in all spheres, in line with international and national normative frameworks. Under the overall guidance of the Programme Specialist, the Provincial Coordinator is responsible for supporting the implementation, monitoring and reporting of programmes for the Country Office in respective provinces, including providing technical and coordination support to the implementation of the projects.

Task description

Within the delegated authority and under the supervision of Deputy Country Representative or his/her designated mandated representative(s), the UNV Provincial Coordinator will:

Duties and Responsibilities

1. Programme Management and Coordination

  •  Coordinate the implementation of UN Women supported programmes in the respective Provinces and Municipalities, ensuring appropriate policies and procedures are applied by UN Women and partner organizations
  • Lead the engagement with provincial and local level implementing partners, ensuring their implementation are aligned with UN Women programme priorities, policies and procedures
  • Ensure compliances of programmes implementation with UN Women corporate programme and operation policies and guidelines, and assesses the implications of any new policies and guidelines on programme delivery, ensuring the integration as relevant
  • Provide technical guidance to ensure that the programmes are right based, gender responsive and inclusive
  • Participate in the formulation of the annual work plans, ensure application of result-based management and quality assurance procedures,
  •  Support programme team to prepare quarterly, annual and donors report as required

2. Technical support to strengthen gender and social inclusion at provincial and local level

  • Provide technical assistance to Ministry of Social Development and relevant government line ministries and authorities at provincial and local level for policy initiatives, strategies and plans of actions in the field of gender equality, gender-based violence, social norms and harmful practices
  • Strengthen the capacity of provincial and local level institutions and other relevant actors for the delivery of the range of interventions that promote gender equality and empowerment of women in line with UN Women SN 2023-27
  • Ensure quality of trainings activities through supervision and monitoring undertaken by UN Women including joint programmes with PUNOs, government and partners where feasible
  • Provide technical and advisory support on GESI to PUNOs under JP EWPN and implementing partners on appropriate approaches to strengthen gender inclusion from intersectional lens
  • Review provincial and local level work plan in line with agreed UN Women NCO joint work plan and consistent with UN Women SN 2023-27.

3. Support advocacy, knowledge building and communication efforts at provincial and local level

  • Engage with provincial and local level government counterparts to advocate and support the development of evidence-based laws and policies that promote gender equality and empowerment of women.
  • Support UN Women partners to carry out evidence-based policy advocacy for the inclusion gender inclusion in provincial and local level development plans and budget
  • Work closely with UN Women relevant staff to ensure coherence and coordination across UN Women interventions in different thematic areas at provincial and local level
  • Develop and review background documents, briefs and presentations related to gender equality and women’s empowerment at provincial level;
  • Represent UN Women in relevant technical and coordination forum and provide quality technical advice in the area of gender equality and the empowerment of women
  • Convene relevant development partners to ensure coherence and coordination among key actors and programmes in the provincial level
  • Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;

4. Provide technical support to inter-agency coordination on gender equality and women’s empowerment to achieve coherence and alignment of UN Women programmes with other partners

  • Provide substantive and technical support on gender equality and women’s empowerment to JP partner and other UN agencies at provincial level on inter-agency coordination related activities by attending meetings, events and participating in groups and committees as needed
  • Coordinate with other UN agencies, government department at provincial and local level, donors and NGOs to ensure the UN Women’s interventions are harmonized and aligned with other actors in the province.

5. Support monitoring and evaluation of project interventions in the province

  • Monitor day to day implementation of work plan through consultations, field visits, ensuring efficient and effective use of resources.
  • Provide technical guidance to ensure that programmes are right based, gender responsive and inclusive
  • Assist in the oversight of surveys, research and evaluations as planned at provincial level
  • Identify success stories and good practices on gender equality and women empowerment.
  • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  •  Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • As an active [insert name Host Agency] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [insert name Host Agency] and its beneficiaries in the accomplishment of her/his functions, including: o UN Women’s Programme Management and Coordination is strengthened in provinical and local level o Evidence of technical support to strengthen gender and social inclusion at provincial and local level o UN Women’s advocacy, knowledge building and communication efforts strengthened at provincial and local level o Inter-agency coordination on gender equality and women’s empowerment to achieve coherence and alignment of UN Women programmes with other partners strengthened at provincial and local level. o Evidence of monitoring and evaluation tools of UN Women for effective programme interventions implemented, including a set of recommendations to UN Women in areas for improvement
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  •  A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Required experience

3 years of experience in the field of gender equality and empowerment of women; Demonstrable leadership, coordination and facilitation skills; Experience coordinating and liaising with government agencies and/or donors; Prior experience working with provincial government and local government would be an asset; Experience in the United Nations systems is an asset; Field experience at provincial and local level is an asset.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
