USAID Integrated Nutrition’s primary goal is to improve the nutrition status of women, adolescents, and children in Nepal’s underserved and marginalized communities. The activity will tackle direct and underlying determinants of malnutrition in Nepal while strengthening the national and local enabling environment to implement multisectoral nutrition programs through four synergistic intermediate results. Achievement of the purpose will be measured by improvements in indicators of nutrition status among women of reproductive age, adolescents, and children. USAID Integrated Nutrition is implemented by Helen Keller Intl in partnership with FHI 360, Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED), Environment and Public Health Organization (ENPHO), Nepali Technical Assistance Group (NTAG) and Kaboom Social Impact Pvt. Ltd. and through local partners in over 400 municipalities, across seven provinces, where the burden and prevalence of malnutrition is high.

Position Overview

Functional Relationships

Under the direct technical supervision of the Monitoring, Evaluation, and Learning Lead, the Provincial MEL coordinator is responsible for implementing MEL related activities in USAID Integrated Nutrition districts within the assigned provinces. This role demands high-quality skills in monitoring and supervision, as well as strong abilities in coordination, networking, representation, and communication. The Provincial MEL Coordinator is overall responsible for the operation of the Integrated Nutrition MEL system at the regional level. With technical backstop from the Sr. MEL Specialist and Sr. MIS Specialist, s/he works closely with the province team and local partners in the districts.

External: USAID, Governmental and non-governmental agencies at the province, districts, and local levels, and stakeholders

Description

Specific Responsibilities

  • Develop and adapt data collection tools, ensuring consistent and accurate disaggregation across program areas in coordination with the Kathmandu MEL team.
  • Oversee timely and USAID-compliant data collection as per the program implementation plan.
  • Conduct regular field visits to partner NGOs for data verification and support in Monitoring, Evaluation, and Learning (MEL) activities.
  • Utilize secondary data sources, such as HMIS and District Agriculture reports, to supplement primary data where appropriate.
  • Support partner NGOs with local data to facilitate annual co-creation workshops at the local level.
  • Facilitate district-level data review and analysis with sectoral teams and partners, using insights to drive program improvements.
  • Monitor key outcome indicators semi-annually, analyze results, and participate in regional workshops to share findings and shape action plans.
  • Collaborate with provincial staff to review and analyze reports from local partners, providing feedback to enhance performance.
  • Support periodic pause and reflect collaborating, learning, and adapting (CLA) sessions to facilitate teams, partners, and stakeholders to review and reflect on data to generate learning on key topics.
  • Assist in drafting and compiling reports for USAID and incorporate lessons learned, best practices, and case studies.
  • Represent HKI at sub-national levels, coordinating with other organizations to avoid duplication and encourage knowledge sharing.

Required Qualifications and Competencies

  • Minimum Bachelor’s degree in social or health sciences or a related field, with at least five years of experience in monitoring health, nutrition, and food security programs.
  • Proficiency in MS Office (Word, Excel) and statistical software (e.g., SPSS, STATA).
  • Skilled in MEL systems setup, database management, and data analysis.
  • Willingness to travel frequently to field locations.
  • Strong communication skills, including active listening, problem-solving, and the ability to build trust with diverse groups.
  • Excellent time management, organizational, and team coordination abilities.
  • Proficient in English and Nepali, both written and spoken.
