Psychosocial Counselling cum Case Management Officer

Job Description

The Psychosocial Counselling cum Case Management Officer will be responsible for child labour free campaign, child labour monitoring, reintegration of children, counselling to children and families S/he will oversee the implementation of the TP-PCESP, BRiCKK Plus, and PROTECT Projects in the respective APs ensuring compliance with WVI Nepal’s sectoral and quality standards, Government’s policies and industry norms as provided to their role. The role will be responsible to conduct monitoring visit, counselling sessions, one to one counselling, reintegration of children adhering Government’s procedure. The position holder will be responsible to psychosocial counselling support to children & family and lead to manage case management regarding child protection issues.

This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross cutting themes to yield broader impact more effectively and efficiently.

Job Responsibilities

Major Responsibilities

  • Provide Psychosocial Support: lead psychosocial counselling interventions for vulnerable family and children regarding child protection related issues in line with the PCESP, PROTECT and BRiCKK project’s objectives. Monitor the progress and impact of psychosocial services.
  • Case Management: Lead the case management process by identifying, assessing, and providing tailored support to individuals and families, including referral to appropriate services and follow-up on cases as per the Government standard and following Child and Adult Safeguarding Policy.
  • Risk Assessment and Mitigation: Identify psychological and social risks related to the individuals in the project areas. Develop and implement mitigation strategies to ensure their wellbeing.
  • Collaboration with Stakeholders: Work closely with local government, Child Rights Commitee, NCRC, Nepal Police, 1098, 104, 100 CBOs, related NGOs, health services, police office, and other relevant stakeholders to provide comprehensive care for beneficiaries, ensuring alignment with policies of Nepal Government.
  • Capacity Building: Provide orientation and capacity-building initiatives for project staff and local partners on psychosocial support, case management, and safeguarding guidelines.
  • Monitoring and Reporting: Ensure timely reporting on psychosocial activities and case management, including documentation of best practices, lessons learned, and challenges. Maintain a proper database for case management.
  • Community Engagement and Awareness: Conduct awareness sessions within communities and brick industries to promote psychosocial wellbeing and raise awareness on mental health, child labor, and protection issues.
  • Collaboration with the Program Team: Coordinate with the Program Coordinator and Program Manager to ensure psychosocial and case management components are integrated into the overall project design and implementation.
  • Supportive Supervision: Offer guidance and feedback to psychosocial counsellors and case managers in the field, ensuring high standards of child protection measures, working with the project team of PCESP, PROTECT and BRiCKK.
  • Reintegration and Family Support: Reintegrate the children who are in labour, vulnerable and risk to the concern support service institutions in coordination government agencies.
  • Reintegrate the children who are at risk, labour, exploitation in their family and community following the case management process. Assessment of the family condition and support need based support for viable livelihood in the community in both source and destination districts maintaining well documentation with keeping confidential

Other Duties: Perform other duties as assigned by the supervisor.

Job Qualifications

Academic Qualification and Experience:

  • Bachelor in Social Work, Psychology, child rights, human rights or relevant discipline with two year of experience in child protection related project (preferably CP system strengthening, and psychosocial counselling cum case management initiatives)

Sector Knowledge:

  • Knowledge on child protection mechanism, life skills and child club management, positive parenting and positive discipline child marriage, occupational safety and health directives for brick industry worker and protection of children, child labour, CFLG and gender based violence and ability to analyze context to inform the project
  • Basic knowledge on children’s risk associated with brick industries to support them to protect from exploitative and hazardous work, National Master Plan to eliminate child labour, Child Labour Free Declaration guidelines 2077.
  • Well informed and disseminate message on Protection Sector and priorities, project model (Child Protection & Advocacy)
  • Knowledge related on Government policy, programme priorities, needs and issues in relation to the sector priorities
  • Knowledge on supporting to alternative income and livelihood activities to brick industry worker
  • Proven ability and experience in working with vulnerable groups, case management for uplifting their life enrichment
  •  Knowledge with working in Child Friendly Local Governance and Child Labour Free Campaign in-line with Local Government
  • Experience in case management relating in child protection issues
  • Sound knowledge in Child Protection Information Management System (CPIMS) of Government

Project Management:

  • Good understanding on operation issues like timely and quality delivery of services, good planning, well counselling on psychosocial and case handling skill.
  •  Good understanding on the project management tool and Implementation guideline and able to mentor it to the project staff
  • Sound knowledge & skill on risk analysis of the family and children in the community.
  • Good ability in report writing skills for developing the periodic report like monthly, quarterly, semi-annual and annual.
  • Support to meet financial and program requirement and deadline as per compliances.
  • Good skills to plan the activities and implementation well
  •  Good communication skills to deal with project team and Ward/Municipal level and stakeholders
  • Frequently field visit in the both source and destination district and palikas

Capacity Building

  • Sound skills in coaching and mentoring of staff and target group regarding psychosocial and case management.
  •  Ability to conduct workshop and training to the field mobilizers and local level stakeholders.
  • Good analytical skills to manage the anticipated risk on time.
  • Experience in organizing events well
  • Good Presentation, communication and interpersonal skill.

Monitoring and Evaluation

  •  Sound skills to make periodic design for field visit, prompt support
  • Sound knowledge on monitoring tools and methods.
  • Skills to incorporate the findings/feedback into programming.
  • Maintaining the project database analysis and reporting
  • Experience collecting information from the community/brick industry.
  •  Knowledge to understand assessment process and findings.
  • Skills to do FGDs and Interview as a part of assessment/evaluation

Relationship Management:

  • Skills on stakeholders, beneficiaries mapping and mobilization for broader benefit of the project.
  •  Good skills on facilitation of meeting and proper documentation
  • Interpretation skill to manage relationship with the Line Agencies and other like-minded organization in the local level
  • Promotion committee, Ward/Municipal Office, community based informal groups, local government, employer association and government service provider
  • Support in organizing joint initiatives with these local authorities and groups
  • Representing CDS and project staff when required in local, district level.
