Risk and Compliance Coordinator

Job Description

1. GOAL/OBJECTIVE

The overall goal of the full-time position is to support monitoring and oversight of fiduciary risks of selected municipalities related to financing of NCCSP2+ on Climate Change adaptation and resilience activities, remaining based at provincial level coordination unit, Surkhet. The objectives are divided into two portions:

  1. To conduct risk-based spot checks and similar assurance activities of selected municipalities’ programme expenditure including review of internal control system, risk management and governance practices
  2. To carry out quality assurance of quarterly and annual financial reports prepared by municipalities, which is later compiled to form donor Financial Management Report (FMR) and form PFMA observations and remarks on the FMRs.

SPECIFIC TASKS

The following are the specific tasks to be carried out:

Activities related to spot checks:

  1. In leadership of Senior Specialist – Risk and Compliance at PMU level, support categorising the municipalities in terms of fiduciary risks and prepare annual and quarterly assurance plan for designated municipalities.
  2. Support senior specialist in formulation of procedures for spot checks related to review of financial reports, internal control system, risk management system and governance practices of the municipalities. On top of applicable government rules and guidelines, adherence to the programme implementation guidelines needs to be monitored during spot checks.
  3. Carry out periodic risk-based spot checks of the municipalities as per the assurance plan and agreed procedures. The issues identified should be discussed with the municipalities for the corrective actions and feedback on system strengthening. The communication and coordination with municipalities by Risk and Compliance Coordinator will be supported by the cluster team at the field.
  4. Produce report as per the reporting template and summarise/aggregate issues with recommendations for improvement. The reports will be useful for updating the fiduciary risk profiles of each municipality and formulate capacity development and assurance plans in the future. Similarly, the issues and recommendation help to frame the programme’s risk management measures such as updating the programme implementation guidelines, follow-up actions for MoFE oversight, adjustments in the reimbursable expenditure, etc.
  5. Support in the follow-up by maintaining the database of the significant issues and providing feedback to municipality as well as TA team on ways to resolve (prevent or correct) such issues.
    Activities related to quality assurance of financial report
  6. Support review of quarterly and annual financial reports submitted by Municipalities for accuracy and quality. Individual scheme and activity wise expenditure should be tracked and tallied with the financial reports.
  7. Discuss any adjustment identified during spot checks with the municipality and recommend for rectification in the municipality’s books of account. Ineligible expenditure not adjusted by municipality should be adjusted in the financial reports at the time of compilation of FMR.
  8. Ineligibles identified by other reviewers such as Office of Auditor General audits or similar reviews will be tracked by the NCCSP2+ TA team. Such ineligibles should be adjusted appropriately in the financial reports through FMR.
  9. To ensure quality of annual financial statements of municipality related to the programme, the year-end balances need to be tallied with district treasury records as well as review of district treasury certified annual financial statements of the municipality.
    Other activities
  10. Review province level activities and financial reports as per the agreed procedures and recommend for improvement.
  11. Work as per the requirements of the Senior Specialist – Risk and Compliance on the areas of monitoring of risk and compliances and processes of the programme.

3. MANAGEMENT AND REPORTING ARRANGEMENTS

Risk and Compliance Coordinator will be full time, and stationed at Regional Coordination unit (Surkhet), with requirement of frequent travel to the programme area (Karnali province and Sudurpaschim province). Out of 9 cluster, each of the expert will be assigned 3 cluster, with around 8-10 municipalities in total.

S/he will have duty of functional reporting to Senior Specialist – Risk and Compliance at PMU level, Kathmandu, and administrative reporting to Regional Coordinator at Regional Coordination unit, Surkhet.

Candidate Specification:

Education:

  • Minimum bachelor’s degree in business studies, business administration or equivalent from reputed university, with professional qualifications such as ACCA/CA/CIA or equivalent.
  • Fluency in Nepali and English and good communication skills.

Work experience:

  • Experience including experience in accounting, budgeting, assurance or financial reporting role in Nepal, with at least one-year experience in public sector of Nepal. If public sector experience is absent, minimum 5 years of experience in the aforementioned area is required.
  • Experience of working in remote areas of Nepal will be an added advantage.
  • Prior experience of working NCCSP2 will be an added advantage.
  • Experience of internal/external audits and review activities is essential.

Special skills:

  • Ability to organize work and projects and to adapt to changing circumstances (flexibility);
  • Good analytical, negotiating, advocacy, inter-personal communication skills;
  • Good report writing skills in Nepali and English;
  • Experience of working on donor-funded programmes in multi-national teams is desirable.

Job Profile

The aim of Nepal Climate Change Support Programme Phase 2+ (NCCSP2+) is to build on the work from NCCSP2 to improve the resilience of people in Western Nepal focusing on Karnali province to current climate variability and future change.

NCCSP2+ will draw on lessons learnt from NCCPS2 to provide an effective transition and continue the implementation. The overall objective will be to deliver high quality technical and financial assistance to the Government of Nepal (GoN), so they can independently mainstream, select, implement, and manage multiple locally led climate adaptation interventions. To deliver NCCSP2+ a consortium has been formed between Mott MacDonald and Pegasys, providing leading international expertise in climate resilience in the Nepalese context, mainstreaming adaptation into government protocols and financial management.

The overall approach has been developed around the following four objectives:

Objective 1: Deliver the programme effectively, efficiently, and economically.

Objective 2: Reduce fiduciary risk.

Objective 3: Strengthen the capacity of GoN (federal, provincial and Palika) to implement and mainstream climate change adaptation programming currently and in the future.

Objective 4: Share learning from NCCSP with others and lead the coordination of partners working on climate change adaptation in Nepal.
