Position: SCM and Admin Manager
Location: Kusunti, KC Tower, Lalitpur, Nepal

Key Responsibilities:
- Develop and implement a supply chain strategy aligned with global, regional, and national priorities, while managing SCM records and stakeholder coordination to ensure integrated operations. Ensure business planning and partnerships are in place to enhance SCM’s strategic role.
- Lead supply chain participation in strategic and annual business planning, including project design and grant acquisition. Coordinate procurement planning processes and support field offices and partners in developing and aligning sourcing strategies.
- Identify sourcing opportunities through analysis and execute sourcing strategies in compliance with global guidelines. Develop and manage RFQ/RFP frameworks, procurement committees, supplier pre-qualification processes, negotiation strategies, and contracting processes for other categories.
- Oversee the execution of procurement requests to ensure timely processing, compliance with policies, and performance monitoring.
- Resolve process gaps and ensure procurement KPIs and SLAs are met for effective budget utilization.
- Ensure robust execution of procurement processes and systems for effective management of approved procurement budgets, ensuring procurement KPIs and SLAs.
- Ensure effective administrative systems and support for WVI Nepal offices and field operations, including task prioritization and reporting.
- Develop logistics strategies for emergency preparedness and smooth integration into operations.
- Review and finalize supplier contracts, embedding performance indicators and managing supplier relationships. Address contract issues, onboard suppliers, and promote continuous improvement.
- Implement asset management policies across offices to safeguard and effective asset use, including insurance and inventory control. Ensure timely verification, reconciliation, and disposal processes are in place and followed.
- Track procurement metrics and produce SCM dashboards and reports to monitor efficiency and inform strategic decisions.
- Ensure data systems align with global standards and enable performance improvements. Ensure compliance with SCM policies at all levels and build capacity to implement improvements. Regularly review and enhance procurement systems and tools for effectiveness.
- Maintain and review the SCM risk register and implement mitigation strategies and internal controls. Investigate non-compliance, conduct root cause analyses, and ensure donor and policy compliance.
- Conduct an ERM risk self-assessment to identify and assess a wide array of risks and opportunities, control -assessment (examples of ERM priorities), coordinate for orientation to cross functional colleagues, carryout the assignment, coordinate and prepare reports.
Requirements Include:
Required Education
- A University Master’s Degree in Business Administration, Business Studies, Business Management, Economics, Supply Chain Management, Procurement, Engineering or equivalent professional qualification (advanced CIPS)
- A University Bachelor’s Degree in the relevant fields, combined with an additional two years of qualifying experience, may be considered in lieu of an advanced university degree.
Required Professional Experience
- A minimum of 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of progressively responsible experience in procurement, contracts management, contracts administration and/or logistics in humanitarian sectors with direct experience related to first-hand procurement and/or contracting is required.
- At least 5 years of proven experience leading teams or managing staff.
Preferred Knowledge and Qualifications
- Substantive experience working in the INGO sector dealing with implementing partners, multiple donor funds, and meeting different donor requirements.
Others
- The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
