Position Title: Proposal Development and Reporting Manager
Required No.: One (1)
Duty Station: Thecho Lalitpur with 60% & Konjyosom Rural Municipality 40% based in SEBAC-Nepal Office.
Duration: Minimum two years
Minimum Qualifications, Experience and Requried Competencies & Skills:
- Master’s degree in Development Studies, Project Management, International Relations, Social Sciences, or a related field with at least 5 years of experience in proposal development, donor reporting, and project documentation in the development sector.
- Demonstrated experience in developing high-quality project proposals, concept notes, donor reports, and technical documentation for bilateral, multilateral, and institutional donors.
- Excellent written and verbal communication skills in English and Nepali, with strong analytical, research, and editing abilities.
- Strong knowledge of logical framework (Logframe), results-based management (RBM), project monitoring, donor compliance, and reporting requirements.
- Proficiency in MS Office applications (Word, Excel, PowerPoint), with excellent organizational, coordination, interpersonal, and time management skills, and the ability to work under pressure to meet tight deadlines.
Key Responsibilities:
The Proposal Development and Reporting Manager will lead the development of high-quality project proposals, concept notes, donor reports, and organizational documentation. The position will coordinate with program, finance, and field teams to compile project information, ensure donor compliance, monitor reporting timelines, and maintain quality standards. The Manager will support resource mobilization, strengthen partnerships, document project achievements, and ensure timely submission of accurate technical and narrative reports aligned with organizational and donor requirements.
A. Proposal Development
- Lead the development of high-quality project proposals, concept notes, expressions of interest (EOIs), and grant applications.
- Coordinate with program, finance, and technical teams to develop competitive and donor-compliant proposals.
- Conduct background research, needs assessments, and gather evidence to strengthen proposals.
- Prepare logical frameworks, implementation plans, budgets, and supporting documents.
B. Donor Reporting and Documentation
- Prepare and submit timely, accurate, and high-quality narrative reports in accordance with donor requirements.
- Compile, review, and edit technical reports received from project teams.
- Ensure consistency, quality, and compliance in all donor reports and organizational documents.
- Maintain an organized repository of proposals, reports, donor communications, and project documents.
C. Resource Mobilization and Partnership Development
- Identify funding opportunities from bilateral, multilateral, foundations, corporate, and government donors.
- Track donor priorities, funding trends, and grant opportunities.
- Support donor engagement, partnership building, and resource mobilization initiatives.
- Coordinate with partners during proposal development and reporting processes.
D. Coordination, Monitoring and Knowledge Management
- Coordinate with program, MEAL, finance, and field teams to collect project data and success stories.
- Monitor proposal and reporting calendars to ensure timely submissions.
- Support documentation of best practices, lessons learned, case studies, and project achievements.
- Facilitate internal review meetings and ensure quality assurance of all submissions.
E. Compliance and Capacity Strengthening
- Ensure all proposals and reports comply with donor guidelines and organizational policies.
- Support staff in proposal writing, reporting standards, and documentation practices through mentoring and capacity-building.
- Contribute to the development of proposal templates, reporting tools, and knowledge management systems.
- Perform other proposal development and reporting-related tasks assigned by the Chairperson.
Position Title: Finance and Administrative Coordinator

Minimum Qualifications, Experience and Required Competencies & Skills:
- Bachelor’s degree in Finance, Business Administration, or a relevant discipline, with at least 7 years of experience in finance and admin sector in development sector.
- OR, Master’s degree in a relevant field with at least 5 years of professional experience in similar areas.
- Strong coordination and communication skills, with project team, donor agency team and stakeholders,
- Fluency in both English and Nepali languages.
- Good command of MS Office applications (Word, Excel, PowerPoint).
- Strong interpersonal skills and a collaborative mindset.
- Ability to work under pressure and meet deadlines.
Key Responsibilities:
The Finance and Administrative Coordinator will be responsible for supporting both administrative and financial management of the organization. The major responsibilities include supporting field admin/finance team (from project offices) in accounting, FAMAS software operation, reporting and documentation, cash flow/fund management, Vocher management, compliance, including general administration, assets management, coordination, procurement function, inventory management, and administrative duties. The detail responsibilities include but not limited to:
A. Financial Management:
- Lead the finance department and ensure compliance with national laws and organizational policies.
- Maintain accurate accounting records and FAMAS software-based financial data management.
- Prepare monthly and donor financial reports, payroll, reconciliations, and manage fund flow.
- Develop project proposal budget.
- Ensure proper documentation and support for all transactions.
- Support internal and external audits and financial monitoring.
B. Administrative Management:
- Manage office utilities, equipment, facilities, supplies, and ensure a smooth working environment.
- Maintain administrative files, contracts, attendance, and logistics.
- Implement internal administrative systems, controls, and procedures.
C. Assets and Inventory Management:
- Maintain records of office assets and ensure proper use, repair, and maintenance.
- Conduct physical verification and prepare inventory reports as needed.
D. Procurement and Coordination:
- Participate in procurement processes and maintain rosters of goods/services.
- Coordinate recruitment, maintain staff records, and track training/workshops.
- Support internal coordination and maintain administrative calendars.
E. Compliance and Reporting:
- Ensure financial transactions follow national and organizational regulations.
- Cross-check compliance of transactions and support internal financial audits.
