The Senior MERL Officer will play a crucial role in the efficient and effective management of the monitoring and evaluation aspects of the overall iDE project in the region. Based in Kathmandu, his/her role involves leading regional-level reporting, monitoring, and evaluation activities. The Sr. Officer will provide strategic direction and technical support to project teams, ensuring that they meet monitoring plan targets and objectives while maintaining the high standards set by the project. Working closely with a multi-disciplinary project team at the regional level, the Monitoring and Evaluation Officer will be responsible for several key tasks.
Requirements
Leading and managing team to deliver project activities in the M & E component:
- Supervise, mentor and guide field M&E staff, monitor and follow up on field-level project activities to ensure accurate reporting.
- Prepare project reports and keep databases as per standards formats and as per need.
- Facilitate and support the district/field team for the reporting of progress on activities as planned in the Detail Implementation Plan (DIP) in close coordination with other concerned project staff.
- Develop and update monitoring tools based on the reporting needs provided by the M&E lead.
- Facilitate to develop capacity of project and partner staff on data collection and reporting.
- Technical backstopping to project staff on effective and timely reporting of project activities.
- Follow the M & E reporting and documentation requirements and donor guidelines.
- Provide feedback to the district team for quality reports and achieve project targets in time.
- Support to develop action plans and strategies.
- Represent the iDE proactively in different M & E related for a (meetings, sharing events etc.) as necessary.
- Provide support and maintenance to existing MIS systems and maintain documentation for smooth operation and easy system maintenance.
- Responsible for overseeing the TLTN project, ensuring its timely completion within budget and scope while adhering to MERL’s quality standards.
- Any other duties as assigned by the organisation.
Additional specific elements of the ToR include:
- Closely work with all concerned officials and concerned personnel to consolidate reports.
- Participate in M & E related activities and other relevant activities at different levels.
- Supervise and guide the monitoring officer field staff, follow up and monitor the field level project activities frequently so that reporting would reflect reality.
- Prepare and deliver progress reports monthly, quarterly, half yearly and annually as per need of M & E reporting system.
- Ensure that the reporting made by the staff accurately meets the reporting deadline and quality standard.
- Oversee and make sure that the information required for M & E and project implementation are properly collected, processed and documented.
- Develop, implement, and maintain data protection policies and practices to safeguard personal data.
- Integrate evidence-based decision-making system by the systematic collection, analysis, and application of relevant data to guide all key decisions.
- Other jobs and duties related to M & E as directed by the MERL Leader and other concerned senior projects dignitaries.
Requirements
- Master with 3 years’ experience at Officer level or Graduate with 6 years.
- Experience in delivering field-level extension activities, organising training, and training received in agriculture, nutrition, and food loss related subjects.
- Experience working in the agriculture and nutrition sector with a market systems development approach
- Experience in post harvest, food loss and waste reduction as well in research projects will be an added benefit.
- Strong interpersonal skills and the ability to collaborate effectively with a variety of institutions.
- Advanced proficiency in using standard software, knowledge of common ICTs, and their use in agricultural extension systems.
- Demonstrated ability to write reports, success stories, and promotional materials.
- Familiarity with USAID and FCDO programs and procedures, with an emphasis on monitoring and evaluation procedures.
- Ability to work in a multi-disciplinary, multi-institutional, and multicultural environment.
- Having a two-wheeler licence would be an added advantage.
