Organizational Setting and Reporting Relationship

The position of Senior Operations Assistant is assigned in the Nepal Resident Mission (NRM) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. NRM is supporting the Government of Nepal’s development objective of accelerated, sustainable, inclusive economic growth.

You will report to designated International Staff and National Staff.

Your Role

As a Senior Operations Assistant, you will provide statistical and administrative support for portfolio management and country programming, including maintenance and updating of database relevant to ADB operations in the RM.

You will:

  • Participate in in-country portfolio management and sector coordination meetings, take minutes of meetings, and facilitate inter-agency coordination.
  • Help prepare background paper and participate and support in organizing Country Portfolio Review Mission and Tripartite Portfolio Review with the Government, development partners and executing agencies on Nepal’s portfolio.
  • Support in implementation of assigned TAs by providing administrative support in the recruitment of consultants, organizing meetings, and preparing relevant correspondence and variations. Participate in review missions as requested and provide administrative and logistic support.
  • Compile statistical data on projects/TAs for RM’s portfolio review and programming including those for country or provincial project review meetings.
  • Support data analysis of Nepal portfolio and programming in preparing briefing papers for senior management, presentation materials for senior officials’ meetings including fixing/organizing seminars, workshops, press conferences etc.
  • Maintain procurement database on the ongoing procurement process and selection of consulting packages
  • Participate in the annual country programming mission and other relevant meetings of programming, take minutes of meetings, and support maintaining database of pipeline program.
  • Support in maintaining up to date information on development partners profile, organize coordination meetings and take minutes of such meetings.
  • Support in maintaining knowledge database for NRM with regular updates in coordination with the relevant staff and with HQ colleagues.
  • Support in collecting relevant data related to programming and portfolio management, as and when required.
  • Support in the processing of TAs, if required, by participating in the missions, by collecting relevant data and administrative support.
  • Support project administration for sectors which are understaffed, involve complex project design, or cover wide geographic areas; including identification and execution of required measures to address and resolve project implementation problems.
  • Perform any other duties as required and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in economics, finance, business administration or related fields.
  • At least 5 years of relevant work experience; related experience in international agencies will be preferred.
  • Demonstrated knowledge and understanding of international agencies’ operational processes and procedures.
  • Proficiency in relevant IT applications including MS Office 365, graphics, and database applications.
  • Able to liaise and work effectively with staff within own work location and throughout ADB.
  • Ability to work collaboratively with teams as a constructive team member.
  • Ability to establish and maintain productive contacts with appropriate officials of host government agencies, donor agencies and other stakeholders.
  • Very good interpersonal and communication skills.
  • Ability to work with individuals from different cultural/national backgrounds.

  • ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This opening is a local staff position. It is open only to nationals and residents of Nepal.

This is a fixed term appointment with option to renew for an initial period of three (3 ) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
