Senior Project Coordinator- Integrated (SC Italy)

The Sr Project Coordinator- Integrated (SC Italy) will be responsible to support the project manager for providing strategic, partnership and managerial leadership for SC Italy supported Integrated Project. The position ensures the multi-thematic integration of programs and multiple partnership (Government and PNGOs) under SFO projects. In the supervision and guidance of PM- Integrated (SC Italy), the position holder will work with thematic managers, various departments (including Finance, media comms, Logistic and MEAL), partner to ensure the quality delivery at community, district and provincial level. The incumbent will ensure high quality and results oriented program plans and innovations including strong partnership management and monitoring systems are developed and applied at all levels. The position requires ensuring compliance on project management at various stages of implementation as guided by the donor policy and SCI compliances. The position holders do coordination and collaboration with Palikas, Province and federal level and make representation on behalf of Project management.

The Sr PC Integrated (SC Italy) will be responsible to submit high quality program plan, progress reports as well as quality review the financial and programmatic report of SC Italy Funded Projects at field level. S/he will also extend support and work closely with all stakeholders, backstopping support to SC staff and partners on monitoring and MEAL action response including evaluations and associated action plan. The post holder will be responsible for ensuring that key organizational principles and approaches (such as GESI, child participation and accountability) are well integrated throughout the project cycle. S/he will also be responsible for representation and networking with donors and government (local, provincial, and national), as well as key internal stakeholders from across SCI.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities:

PROJECT PLANNING, BUDGETING, CAPACITY BUILDING (40%)

  • Leads and assists the planning processes and ensures partners have annual detailed implementation plan including realistic phased budget outlining major activities and timeline for the funds allocated in required planning templates provided by the organizationof SC Italy Integrated Projects Districts.
  • Ensures appropriate fund allocation and expenditure monthly and take corrective measures by revisiting plans and communicating timely with Project Manager including Thematic team, finance and Award department.
  • Reviews theproject’s BVAs andreport on anyglitches identified incomparison to the Finance sent Program BVAmonthly basis.
  • Coordinates with Field Staff and partners including thematic focal person to design a robust field visit plan, self-assessments and monitoring systems including follow up on recommendations with relevant department and impact areas.
  • Coordinates with Thematic PM/PC for technical assistance as required.
  • Leads the revision of budgets during budget forecast and on exchange rate fluctuations as per organizational procedures.
  • Ensure periodic cost effective and result oriented plan of the project in consultation with Field office based thematic staff, the children, beneficiaries, rural/municipality and provincial stakeholders and partners.
  • Ensure that the plans are in line with project documents and follow SC-Nepal’s standards and practices.
  • Motivate partner staffs and make sure that they have clear understanding on the project’s
    objectives, results, and Co- relation of outcomes, outputs and interventions.
  • Support to ensure partners are clear on their assigned tasks and SC’s zero tolerance
    policies, and the clauses of agreement signed between SC and partner.
  • Work closely with line manager and technical team to build the capacity of partner staff through coaching, mentoring and training.
  • Coordinates with Field Staff and partners including thematic focal person to design a robust field visit plan, self-assessments and monitoring systems including follow up on recommendations with relevant department and impact areas.

PROGRAMME QUALITY, DOCUMENTATION & REPORTING (30% LOE)

  • Seek guidance to the focal persons in different themes in the planning, implementation and monitoring of programs and project plan as per the given guidelines.
  • Ensures and develop the programs have minimum quality benchmarks/standards in place and is exclusively followed at all levels.
  • Ensures the M & E plans, log-frame of the project and themes is well familiar and understood by staff and partner staff of related themes, is exclusively used and reported.
  • Develop action plans after project review, monitoring visits, evaluations and assessments are followed up and completed by respective themes on time.
    Identifies strengths and improvement areas of staff members and partners for quality delivery of the projects and comes up with plans to improve such gaps via coaching, mentoring, on the spot support etc.
  • Ensures that OPMIS is well understood, optimized for all themes at all levels – by partners, project team in the clusters and regular update is done
  • S/he responsible to coordinate with MEAL for analyzing data from OPMIS, identifying concerns or learnings and scaling up to Field thematic coordinators/Managers/MEAL or to partners as relevant that data from including development of Quality Benchmarks.
  • Identifies best practices, problems and issues around program implementation and works toward finding solutions for improvements, documenting, disseminating and in consultation with relevant departments and themes
  • S/he responsible for timely and quality reports preparation and submission to Project Manager- Integrated (SC Italy) in close coordination with Documentation, Reporting Coordinator at Field Office.
  • Coordinates with Thematic coordinators/Managers and project manager including MEAL, and Documentation Officer to ensure effective monitoring, evaluation and documentation of program activities and best practices.
  • Update/and verify OPMIS as per need and ensure the partners prepare and timely submission of OPMIS to SC.
  • Spend at least 50% time at field with proper couching and technical support to partner staffs, beneficiaries and concern authorities.
  • Identifies best practices, problems and issues around program implementation and works
    toward finding solutions for improvements, documenting, disseminating and in consultation
    with relevant departments and themes.
  • Coordinates with Thematic coordinators/ managers/Specialists, TA providers to promote and pilot innovations in program areas as relevant.
  • Works with individuals and teams at all levels to encourage and facilitate operational research and materialize findings of all research and evaluations including
  • OPMIS information during program design/planning.

PROGRAMME OPERATIONS and MANAGEMENT (10% LOE)

  • Ensures programmatic and financial accountability including tracking of program progress and budget expense in the use of funds and achievement of all related projects in alignment with Annual Plan and CSP.
  • Prepare the POM- program operations manual and its components, understood by relevant staff, and kept in place for monitoring.
  • Ensure and collect the information about project progress from field staff, analyse the expenses Vs activity delivery and submit to Supervisor in a monthly basis.
  • Ensures that programs meet KPIs and /or excels Minimum Operating Standards of key programmatic interventions including Gender and Social Inclusion principles.

REPRESENTATION AND NETWORKING (10% LOE)

  • Maintain working relationships with relevant provincial Child Poverty authorities; connect Save the Children’s flagship programs with government and other non-government interventions
  • Ensure that SCI has effective representation on provincial and local level networks and fora related to Child Poverty, and that we participate in conferences/meetings that will enhance our reputation and programming
  • Actively participate in technical coordination meetings to ensure synergies with other agencies in our development work and emergency responses
  • Maintain excellent relationships with donors, both in terms of strategic positioning and

PARTNERSHIP MANAGEMENT (10% LOE)

  • Supports and is responsible for the partnership in terms of compliance, zero tolerance, audits and management response, identification of capacity gaps and recommends for improvements.
  • Ensures strong linkages and coordination among provincial Network Partnerships including those with line government agencies and offices
  • Ensure the partners have understood, fulfilled all the clauses mentioned in the agreement
  • Aware about SC partnership essence and policies for better implementation of the projects.

OTHER

  • Other tasks as requested by Project Manager- Integrated (SC Italy)
  • Support the Save theChildren Humanitarian responses where appropriate, ensuring timely andquality responses inline with international standards and technical best practice.

Qualifications and experience:

  • Master’s degree in agriculture, forestry, management, or relevant disciplines.
  • At least 4 years with master degree (3 years for GSI group) or 6 years (3 years for GSI group) with Bachelor degree, of job experience in integrated project management and implementation and experience of working closely with the government will be an added advantage.
