Location: Madhesh Province with regular visits to areas of presence

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

About the Project

Hamro Pratigya – Our Promise: Empowering Voices, Ending Gender-Based Violence Project under Security and Justice Programme

Eliminating gender-based violence (GBV) is central to the United Kingdom (UK) government’s commitment to women and girls. This project is envisaged in the context of the Foreign, Commonwealth and Development Office’s (FCDO)’s International Strategy on Women and Girls (2023-2030), the UK Gender Equality Act 2014, and the British Embassy Kathmandu (BEK) Country Plan, in particular, the goal defined as ‘Changes in social norms in key institutions and society mean less acceptance of GBV’. The project is strongly aligned with BEK’s commitments to the (a) transition to federalism in line with the 2015 constitution and (b) inclusive development, leaving no-one behind in the effort to empower the poor and traditionally marginalised and to improve service delivery to them.  A multi-year project directly funded by FCDO for up to £8 million from 1 May 2024 to 31 December 2027. It is expected that the programme will directly benefit community members, Community Based Organisations (CBOs) and Civil Society Organisations (CSOs) across 3 provinces, including community schools. The priority provinces are: Madhesh, Lumbini, and Karnali.

Scope of Work

Under direct supervision of Programme Manager, Project Manager (PM) will support project team in the effective project cycle management, implementation, monitoring and coordination of the related activities under PIN Nepal (NPL) County Program’s (CP) strategic pillar on Civil Society and Inclusive Governance (CSIG) and “Hamro Pratigya – Empowering Voices, Ending Gender-Based Violence” Project funded by FCDO and represent PIN at local/district/province level. This includes supporting Programme Manager for all aspects of project cycle management (PCM), including identification of needs, decision to intervene, planning of the project implementation, monitoring and evaluation, and ensuring project feedback loops are in place and lead to adaptations to improve programming in real time. The PM is required to set an example to others through adhering to, and actively promoting PIN’s Code of Conduct and Core Policies (including Safeguarding, Anti- Corruption, Whistleblowing policies) with all the personnel working under his/her supervision.

Under the direct supervision of Line Manager (LM), PM will ensure timely and high-quality project delivery by managing all downstream partners (DPs). The PM will be responsible to lead, manage and support field-based interventions and operational management for Hamro Pratigya project and represent PIN at local and province level. She/he/they will be responsible and accountable for field staff management, field office operation and management, field level program implementation, and partner management. She/he/they will ensure effective and timely coordination with partners and local stakeholders in all aspects of the project and the successful completion of assigned responsibilities.

Key Summary of Functions

  • Support Programme Manager in the project management, budget management and oversee the implementation of all outputs and mainstreaming agenda (Gender and Inclusion, Safeguarding, project visibility, education resilience etc) under Hamro Pratigya project.
  •  Provide guidance and support to DPs that include but not limited to planning, budgeting, budget forecasting, implementing and monitoring of planned activities, reviewing the progress including preparing periodic reports, developing case studies/transforming the lives/success stories, and documenting entire process.
  • Support PM in preparation of all project reports-internal and external (quarterly and annually) such as internal quarterly report (IQR), quarterly project report (QPR), trackers (QPT) and other project deliverables such as annual newsletter, project briefs and other communication and visibility materials within given timeline.
  • Support PM to lead monthly, quarterly or (bi) annual learning review meetings with relevant departments and partners to track progress against targets, review project outputs and outcomes, and make necessary adjustments to ensure that the project meets its stated objectives.
  • Management of DPs and assess the capacity building needs of partners, prepare plans and support for implementation and monitor on regular basis.
  • Provide technical support to DPs to carry out the capacity development and community engagement plan and activities with/for partners, communities and local stakeholders that are directly linked with project activities.
  • Effectively mainstreams cross-cutting issues in the project, including safeguarding, protection, gender, and environment across project planning, implementation and MEAL components.
  • Ensure safeguarding of children, vulnerable groups (including people with disabilities) and those in fragile and conflict-affected states at all times.
  •  In cooperation with the MEAL team, i) oversees the development and monthly updating of MEAL plans & activities in the Project Management Plan, including Results Frameworks (RF), Indicator Tracking Tables (ITT), M&E workplan, CFRM system and database, and ii) support external evaluators to plans mid-term and final evaluations.
  • Work with finance to make sure that all finance-related work is following financial requirements of the project, including quality and timely reporting from partners.
  • Coordinate with relevant government and non-government agencies/ organizations to ensure optimum elaboration, reducing duplication and maximizing the result.
  • Support project team, and stakeholders with “Gender and Inclusive Education Network (GIEN)” interventions in the Madhesh province.

Programme Management

  • Support Programme Manager in operational management of the project including following financial, admin, logistics, communications tasks to ensure full compliance with PIN’s and donor’s financial and procurement procedures, especially at provincial level.
  • Management and operation of field office including that for vehicle movement and other logistic, financial and administrative tasks.
  • Ensure and monitor all field staff and partners’ adherence to PIN’s policies and internal procedures, protocols, PIN’s Code of Conduct, with special attention to Safeguarding
  • Standards and Procedure, Case Handling Framework, Child Protection and Do No Harm policies; immediate reporting and redress of any complaints and issues based on its severity.
  •  Support HR department with relevant i) HR processes related to the project team, including recruitment, performance management, professional growth, capacity building and mentoring of national PIN and partners’ staff, including the identification of training needs, development of training plans and ensuring the delivery of appropriate training; ii) day-to-day team management such as leave and time management of the team (planning, approval of leave requests, time / attendance sheets approval process), handling disciplinary issues in cooperation with HR in the field.
  • Coordinate with finance department for financial management of direct costs, project drawing forecast (project staffing, activities, partners’ costs etc.).
  • Support logistic department with i) project procurement planning (annual/monthly procurement plan) in line with project work plan, and ii) project documentation & archiving in the internal databases – ELO, Navision, Sharepoint etc., according to PIN and donor guidelines.
  • Coordinate to ensure communication and visibility requirement are fulfilled in line with PIN Media Policy and donor requirements.
  • Ensure safety, security and risks measure of staff and asset in the field office; and update risk register
  •  Support programme manager and country mission in developing contingency planning and emergency response
  • Lead on adaptive management and facilitation approach, ensuring the largest impact of the HP project in line with the developments in the programme areas and across the three tiers (especially provincial and local level) of the Nepali government, with at-risk citizens at the center of the project interventions;
  •  Lead the project team, provide guidance and support and ensure quality of project delivery and its understanding among the team;
  •  Coordinate with and ensure that MEAL team and external evaluator develop robust MEAL framework, and Impact evaluation studies and collects adequate evidence;
  •  Together with GEDSI and Protection Lead identify GEDSI and Protection issues and mainstream GEDSI and Protection throughout the project cycle management. Together with Accountability and Safeguarding Lead, identify related risks & challenges, update risk registers and pro-actively mitigate them; gather and share security information;

Representation and Networking

  • Act as programme’s focal person for all communication and coordination with stakeholders at the provincial level; represent PIN professionally with external stakeholders, including government, non-governmental agencies and the donor (including FCDO) specially in Madhesh Pradesh.
  • Ensure that PIN is well represented and visible within the broader development partners’ community, among the relevant networks and stakeholders (clusters, local/provincial level), and within coordination forums and delegating this responsibility as appropriate to programme staff;
  • Together with SJP MEAL Lead, MEAL Manager, and Communication & Advocacy Manager, engage in project-learning based PIN’s positioning and advocacy, development of learning papers and selection of advocacy points for HP, and as per Country Strategy;
  • Engage in advocacy and policy dialogues on federal, provincial, district and local levels and/or where appropriate, ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments etc.

Mainstreaming and Quality Management

  •  In collaboration with Programme Manager and relevant colleagues oversees mainstreaming and strengthening of GEDSI, GBV mitigation, climate change, DRR and safeguarding agendas within programme planning and implementation;
  •  Work closely with SJP MEAL Lead, MEAL Manager and team to ensure that project based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work;
  • Ensure and strengthen quality focus within the project, across all cross-cutting components;

Management & Fundraising

  •  Support the programme manager and work closely with Pillar III Civil Society and Inclusive Governance team both in CP to provide contextual and strategic direction for the design of Country Programme’s strategic frameworks and plans.
  • Support the programme manager to ensure that the overall programme is designed, managed and implemented in conformity to People in Need’s policies, strategy and guidelines;
  • Support the programme manager and other relevant team members in the fundraising for PIN Nepal’s CSIG programming, gender programming including GBV prevention and mitigation, strengthening of Civil Society Organizations and PIN’s Civil Society Now Platform;
  • Ensure that the team understands governmental programmes, plans and strategies both on provincial and local levels, and ensure that PIN’s proposals and programmatic design are in line with it;
  • Ensure aligning of proposals and programmatic design with donor strategies (including their mainstreaming policies, such as environmental policy, GEDSI policy, GBV mitigation, etc.);
  • Ensure aligning with SDGs (and UN agenda);
  •  Support and lead, as per requirement, on writing proposals in cooperation with country team, IFU and KLD advisors.

Requirements

  • Master’s degree in gender studies, social science/work, rural development, or relevant field, with at least 2 years of demonstrated work experience or bachelor’s degree with 4 years of work experience with an I/NGO in the following areas:
  • GBV prevention and response programs targeted for most marginalised population including Out of School adolescent girls; Adolescent empowerment and GBV prevention programme management,
  • Gender Transformative and Social Norms Programming enhancing LG and community members’ knowledge, attitude, skills and agency to prevent and respond to GBV – Gender equality, disability, and social inclusion programming
  • Women/Girls’ empowerment interventions;
  • LG and key stakeholders’s capacity development and participatory planning of social services (related to GBV prevention and response);
  •  CBOs/CSOs capacity development and sub-granting; improving coordination in civil society space and with key community and LG/GoN stakeholders; Community engagement/participation and local government mobilization;
  • Child development framework: child protection, participation, and human rights-based approach;
  • Experience working with diverse Civil Society Organizations and their meaningful participation in inclusive governance;
  •  Experience managing and monitoring multi sectoral complex projects implemented by downstream partners, sub-grants to CBOs/CSOs preferably in Madhesh, Karnali and Lumbini province;
  • Demonstrated experience in managing diverse teams and maintaining strong relationships with the project team, partners and local stakeholders;
  • Outstanding communications and networking skills;
  •  Local language proficiency (Bajika, Bhojpuri, Maithili, Tharu) will be a plus. Candidates from the targeted province, women and other marginalized and minority group are encouraged to apply.
