About the Assignment
Social Network for Justice & Development (SN-JD), in partnership with Shivasatakshi Municipality, invites applications from qualified and experienced individual consultants or consulting teams for the design, facilitation and documentation of a two-day Tabletop Exercise (TTX) on Monsoon Flood and Inundation Preparedness, Response and Early Recovery.
The exercise will focus on testing municipal preparedness, early warning and decision-making, information flow, coordination, evacuation, search and rescue, emergency shelter, food, WASH, health, protection, education, resource mobilization and early recovery mechanisms.
Key Responsibilities
The selected Consultant/RP will:
- Review the Municipality’s Monsoon Preparedness and Response Action Plan, 2083 and relevant DRM frameworks.
- Develop a realistic flood/inundation scenario, injects, role cards, discussion questions and evaluation tools.
- Design and facilitate the two-day TTX/simulation involving approximately 40–50 participants.
Facilitate coordination and decision-making among municipality, wards, security agencies, LEOC and other stakeholders. - Integrate GEDSI and protection considerations into the exercise.
- Facilitate an After Action Review and identify key gaps, lessons learned and priority actions.
- Prepare and submit a concise final TTX report with recommendations.
Required Qualification and Experience
- At least a Bachelor’s degree in Disaster Risk Management/Disaster Management, Development Studies, Rural Development, Social Sciences, Emergency Management or a relevant field; Master’s degree will be an advantage.
- At least 5 years of relevant professional experience in DRR/DRM, emergency preparedness and response, humanitarian programming or related areas.
- Demonstrated experience in designing/facilitating TTX, simulation exercises, mock drills or similar preparedness exercises.
- Good understanding of Nepal’s disaster risk management system and local government disaster preparedness and response mechanisms.
- Experience working with local governments, LEOCs, security agencies, NGOs/CBOs and/or humanitarian/development partners.
- Strong facilitation, communication, coordination and report-writing skills.
Knowledge and experience in GEDSI/inclusive disaster risk management will be an advantage.
