STORE OFFICER

TEAM/PROGRAMME: GLOBAL FUND

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Under the direct supervision of the Senior PSM Manager, the Store Officer is responsible for contribution to an adequate and proper management of national HIV and AIDS commodity warehouse in accordance with PSM plan and quality assurance policy of the Global Fund, and supply chain management guidelines of the Government of Nepal.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :

  • Support in the preparation of the quantification and forecasting of HIV and TB commodities, and the preparation and review of PSM plans.
  • Carry out daily warehouse operations and activities, including the receipt, storage, safety and distribution of the commodities, and maintain inventory according to reference manual of national logistics system.
  • Prepare standard operating procedures (SOPs) of warehouse operations and ensure the implementation of the SOPs.
  • Support in ensuring that the commodities are sorted and labelled properly, and arranged neatly for the implementation of FIFO of FEFO systems as necessary and the generation of zero waste. Organise floor space for its optimum utilization.
  • Liaise with NCASC and NTCC to ensure supply of appropriate drugs and kits in appropriate formulations and strength.
  • Manage depletion plan and short expiry tracking to ensure minimal write offs.
  • Prepare a transportation plan for proper and timely distribution of the commodities to all service delivery sites.
  • Ensure that the commodities for distribution are packaged properly so that there is no quality deterioration during their transportation until they are received at their destinations
  • Maintain records of all warehouse transactions [in hard and soft copies, or in electronic database as required] and ensure their accuracy, and contribute to necessary reporting. Inventory accuracy is very important for optimal inventory management.
  • Review all transactions on a daily basis and ensure a three-way match between stock on hand, stock book and online inventory management system.
  • Initiate and adhere to periodic stock taking (daily cycle counts, bimonthly, quarterly & annually).
  • Carry out reconciliation among data form cycle count, put away, and returns from service delivery sites, so as to adhere to a highest level of inventory accuracy.
  • Ensure that expired/unusable commodities are disposed as per guidelines, and documentation of such disposals is maintained properly.
  • Prepare necessary letters and correspondences for smooth operation of the Logistics Unit at NCASC and NTCC
  • Ensure that all necessary documents of logistics unit are filed and archived properly.

QUALIFICATIONS

  • Bachelors’ degree in Pharmacy or any other related field

EXPERIENCE AND SKILLS

  • Minimum 3 years experience in warehouse management of medicines and health commodities including ensuring quality and safety compliance of the stocks
  • Proven inventory management skills
  • Excellent verbal and written Nepali and English language skills
  • Numeracy and analytical ability
  • Well organised in work and documentation
  • Action oriented with good planning and problem solving skills
