Organizational Capacity Development (OCD) Manager, USAID Local Works Support

Duty Station: Scott Wilson Nepal Office, Maharajgunj, Kathmandu (Central Office), with frequent field visits to provinces and municipalities

Contract: 1 year (extendable to 5 years based on performance)

Salary: An attractive salary with additional benefits including a provident fund, gratuity fund, festival allowance, and medical and accidental insurance will be provided. Applicable taxes shall be deducted as per the law of Nepal.

Working Days: 5 days a week (Mon-Friday, 900 a.m. to 530 p.m.)

Reporting Person: Chief of Party (COP), USAID Local Works Support

BACKGROUND

S.W. Nepal Pvt. Ltd. (Scott Wilson Nepal/SWN) is contracted by USAID to provide technical assistance for the USAID Local Works Support. The goal is to enhance local capacity and promote sustainable development through various components, including capacity building, third-party monitoring, risk management, coordination, and integration of Gender Equality and Social Inclusion (GESI) and Diversity, Equity, Inclusion, and Accessibility (DEIA).

POSITION OVERVIEW

The Organizational Capacity Development Manager will lead Component One, “Capacity Building,” of the USAID Local Works Support Activity. The role involves supporting additional components such as Third-Party Monitoring and Risk Management, Local Works Coordination, and the integration of GESI and DEIA as cross-cutting themes. The position requires collaboration with subcontractors and short-term technical assistants (consultants) to ensure high-quality delivery.

KEY RESPONSIBILITIES

A. Developing Frameworks and Modules

  • Develop generic mentoring and coaching frameworks and modules.
  • Create templates, guidelines, and manuals for capacity-building activities

B. Resource Estimation and Management

  • Estimate the financial, human, and material resources required for upcoming capacity-building activities.
  • Identify potential risks or challenges during capacity-building activities and develop mitigation strategies or contingency plans accordingly.

C. Planning and Implementation

  • Prepare, update, and implement plans for capacity-building activities.
  • Ensure timely reporting of deliverables as per the project requirements.

D. Support and Coordination

  • Support other components, such as Third-Party Monitoring and Risk Management.
  • Coordinate Local Works activities and integrate GESI and DEIA principles across all components.

E. Engagement and Collaboration

  • Engage with subcontractors and short-term technical assistants to ensure quality delivery of capacity-building activities.
  • Network and collaborate with stakeholders to enhance the effectiveness of the project.

F. Administrative Tasks

  • Undertake any additional tasks assigned by the Chief of Party within the scope of Local Works Support.

QUALIFICATIONS AND EXPERIENCE

  • University graduate, preferred Master’s degree in Sociology or a related field.
  • Minimum of 10 years of experience in the development field, with a focus on organizational capacity development, conducting organizational capacity assessments, and designing and delivering training and awareness programs.
