Job Description
Job purpose: This position is overall responsible to:
- Provide strategic direction to the project team to accomplish the project objectives and targets as stipulated in the project document and log frame;
- Effective Human Resources, finance and administration, and partner management of the project;
- Collaborate with project stakeholders, including donor, government stakeholders, and beneficiaries and maintain effective communication with them throughout the project lifecycle;
- Ensure timely monitoring, knowledge management, and quality reports of the project.
1. Compliance to policies, rules/regulations and guidelines
- Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for ReMi;
- Ensure Conflict Sensitive Programme Management at all levels;
- Ensure Human Resource Information System is updated and functioning well;
- Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.
2. Overall Project Cycle Management: Project Planning, Implementation, Monitoring, Evaluation, Documentation and Reporting
- Assume responsibility of overall project management to achieve expected outcomes and outputs as stipulated in the project document/s;
- Provide strategic direction for the project and ensure planning for Yearly Plan of Operation and other planning activities including procuremetn planning, their implementation, monitoring, reflection, documentation and reporting;
- Develop project operational manual and provide technical backstopping for its effective implementation;
- Facilitate process for the development of yearly plan of operation, annual budget, semi-annual and annual progress report etc.;
- Ensure smooth operation of the project by providing support to the team members and the partner organizations to implement the programme activities;
- Ensure adherence of good governance practices in planning, implementation and monitoring of project activities;
- Organize quarterly, semi-annual and annual review and planning meetings;
- Participate and contribute in relevant workshops, sharing forums, meetings and exchanges;
- Ensure timely monitoring of project activities through regular field visits, interactions with staff, partners and stakeholders;
- Assess the project progress, review project strategies and devise strategies and approaches as required;
- Ensure that an effective monitoring and information system is established in the project and the monitoring plans and reports are timely followed up;
- Ensure periodic evaluation of project activities as mentioned in the project document has been carried out;
- Ensure proper documentation and disseminate project experiences, best practices, success stories and lessons learned both within and outside HELVETAS Swiss Intercooperation Nepal projects;
- Deliver quality reports on time as per the template and donor requirements;
- Commission agreed studies and ensure quality of such studies.
3. Administration and Financial Management
- Be overall responsible for project’s finance and administration management as per HELVETAS Swiss Intercooperation Nepal’s and donor’s requirement;
- Prepare annual project budget, timely review, analyse and accommodate necessary revisions;
- Monitor project funding expenditures and take necessary action to ensure that expenses stay within acceptable limits;
- Ensure quality and effectiveness of internal and external audits.
4. Coordination, Representation and Networking
- Maintain effective coordination, communication and networking project team, governmental and non-governmental organisations, and other stakeholders;
- Maintain good relationship with project staff, partner’s team and related stakeholders to contribute in achieving the goals and objectives of the project;
- Represent the project in the capacity of Team Leader in relevant seminars, meetings, workshops at different levels;
- Participate and contribute in HELVETAS Nepal Country Programme management meetings.
5. Human Resource management/development
- Take leadership in staff management and ensure a fair, inclusive and equitable working environment within the project;
- Ensure regular assessment of staff and partners’ development needs, coach and capacitate them for effective execution;
- Provide coaching and mentoring to project staff and other relevant personnel to strengthen their skills and job performance.
- Plan and implement capacity building activities for project and relevant partner’s team in relation to the new initiatives from project.
Other Specific Responsibilities
- Professionally discharge other tasks as requested by the Country Director;
- Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
Job Requirements
A. Minimum Education Attainment: Master’s degree in business management or in rural development or in any relevant discipline. Master’s degree in any discipline with bachelor’s degree in Civil Engineering will be an added value.
B. Minimum Professional Experience: Minimum 7 years of working experience in a project/programme in a senior management position with at least 3 years of dedicated experience in managing project, its human resources, finance, administration, and partner management.
C. Required Competencies:
- Experience of working with the different levels of government in the federalized context
- Good experience on project cycle management
- Experience in outcome/results-based project implementation, monitoring and reporting
- Capacity to identify opportunities and required adaptations of project interventions to achieve results
