Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Scope of work

Girls and Inclusive Education Network (GIEN) is an inclusive forum led by the government of Nepal in line with the Nepal School Education Sector Plan (SESP) in all three tiers of government, formed, strengthened, & being mobilized with the support of like-minded partner organizations to promote the protection & education rights of girls, children with disability & children from marginalized communities by reducing harmful practices, gender-based violence & promoting women leadership & positive masculinity. The position of Technical Lead for GIEN is to support the CEHRD in strengthening GIEN, promoting multi-stakeholder (Governments and Development Partners) engagement, and providing technical support to three tiers of government in implementing GIEN strategic plan and programs to support the achievement of the equity and inclusion in education in line with GoN’s School Education Sector Plan (SESP). The position should take a technical leadership role to roll out the GIEN strategic plan at federal and provincial levels, map out and expand GIEN aligning with government priorities, and support implementation, monitoring, quality assurance, documentation, and education cluster engagement for GIEN promotion. The position will be based in the PIN Nepal office and will provide regular support to the CEHRD office in executing the GIEN plans and programs and will work together with GIEN focal points and departments.

Responsibilities:

GIEN network institutionalization, planning, and coordination:

  • Support CEHRD and other stakeholders including development partners in envisioning and implementing the strategic plan of GIEN at three different tiers and at schools/communities.
  • Provide technical assistance to CEHRD, and Development Partners to expand their support in GIEN operationalization and capacity strengthening.
  • Support CEHRD to roll out and disseminate the GIEN strategic plans and policies, prepare/finalize GIEN minimum package, GIEN operational procedure, GIEN capacity development plan, etc. as required.
  • Lead and implement PIN Nepal’s GIEN action plans and priorities, and ensure the achievement of their key deliverables.
  • Coordinate with different development partners and Civil Society Organizations (CSOs), collect/document issues and best practices, and prepare learning briefs/papers related to inclusive education, and share them with GIENs at the federal and provincial levels regularly.
  • Ensure the incorporation of the GIEN agenda in different education forums such as the government’s Education Cluster (and thematic working groups) and Association of International NGOs (AIN) Education Working Group, etc.
  • Support government agencies for promoting the agenda of girls and inclusive education through the GIEN network and beyond.
  • Carry out inter-agency GIEN mapping and share them with relevant stakeholders in a periodic basis.
  • Support knowledge management and sharing of GIEN including development and implementation of GIEN monitoring, self-assessment, and other monitoring and evaluation tools, and consolidation of M&E reports and sharing them in the GIEN regular meeting at different tiers.
  • Support to design and finalize Information Education and Communication (IEC) materials, and develop and endorse GIEN visibility and branding packages to promote and sustain GIEN, together with GoN/CEHRD.
  • Provide technical inputs in advocacy events to incorporate GIEN into local government plans and policies.
  • Support to map out the GIEN capacity at different tiers, develop capacity development plan, and carry out the capacity development of GIENs for their institutionalization, operationalization, and sustainability, working together with government, technical and development partners.
  • Collaborate and coordinate with provincial governments, Girls Education Challenge (GEC) partners, and other interagency agencies for effective mobilization of GIEN to ensure the achievement of GIEN targets.
  • Coordinate with existing GIEN networks and their focal persons at all levels, document best practices, identify gaps, and provide technical support as needed.

Reporting and documentation

  • Develop GIEN briefs, and GIEN updates, and share them with the CEHRD inclusive education section on a regular basis, in coordination with GIEN implementing partners.
  • Contribute to preparing monthly, quarterly, and annual plans, budgets, and reports in line with the GIEN interventions.
  • Support CEHRD to develop GIEN interventions aligning with the GIEN strategic plan and support them to include in the Annual Strategic Implementation Plan and Annual Workplan and Budgeting.
  • Produce quality quarterly and annual reports and share them with the line manager and GoN/CEHRD.
  • Contribute to documentation and knowledge management (story writing, best practices) related to GIEN.

Safeguarding and protection

  • Ensure the safeguarding of children, vulnerable groups (including people with disabilities), and those in fragile and conflict-affected states at all times.
  • Adhere to the PIN Code of Conduct and key policies, including the Child Protection Policy and Safeguarding Policy.
  • Timely communication or report to the safeguarding focal person to ensure the safeguarding of adolescent girls or staff at risk

Monitoring and reporting

  • Prepare M&E framework, and M&E plan for quality assurance/quality standard on GIEN in coordination/collaboration with the government.
  • Oversee, monitor, and track the GIEN plans and their implementation throughout the project period.
  • Initiate a joint monitoring visit together with the government and other development partners to oversee the status of GIEN implementation and provide feedback to support the team.
  • Ensure that quarterly reports, annual reports, and donor reports are prepared and submitted as per the set deadline.
  • Lead and coordinate with stakeholders on all GIEN-related assessments and evaluations and produce learning briefs/papers.
  • Lead the GIEN knowledge management including adaptive implementation and replication of best practices.

Skills

  • Ability to build effective working relationships with diverse stakeholders of the inclusive education network, donors, and development partners,
  • Ability to work effectively across the three levels of government for the effective implementation of the GIEN network and inclusive education interventions.
  • Excellent coordination and planning skills with experience working under pressure.
  • Prioritization skills, decision-making skills, the focus of the program, coping skills, etc.
  • Ability to analyze and quickly grasp the fundamentals of a need or issue and be able to find innovative ways of solving cross-cutting problems.
  • Ability to manage GIEN interventions in a changing context, recognizing and being open to ambiguity, uncertainty, and opportunities

Qualification: Master’s degree in education or in relevant areas

Network Management: At least 5 years of experience in planning and providing policy inputs in inclusive education, along with gender and social inclusion, collaborating with multiple stakeholders, delivering expected benefits in challenging contexts. Previous experience working with diverse education stakeholders and with/within government of Nepal’s system is a plus.

Communication: Excellent oral and written communication skills in the internal and international community with the ability to vary communication content and style to suit audiences to inform, motivate, and inspire.
