Trail-based Tourism Development Project (TTDP) is a bilateral initiative between the Government of Nepal and the Government of Switzerland with the main goal of “People in Koshi Province increase their income and contribute to conservation of culture with innovative and sustainable tourism offers”. On behalf of the Swiss Agency for Development and Cooperation (SDC), Helvetas Nepal provides technical assistance to the project. Job Description
Reporting to: Design and Quality Assurance Coordinator, TTDP
Job purpose:
- Responsible to overall management for the effective execution of the local level’s project activities;
- Ensure quality of the social mobilization process and participatory approach for feasibility assessments, design, and implementation of engineering works at the local levels.
Duties and Responsibilities
1. Implementation of Policies, Guidelines and Manuals
- Adhere relevant policies, rules, regulations and guidelines of Helvetas Nepal (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption; Basic Operating Guideline etc.);
- Ensure Conflict Sensitive Programme Management at all levels
- Ensure compliance of all the terms and conditions agreed between Helvetas
- Nepal Swiss Inter Cooperation and Swiss Development Cooperation.
2. Project Implementation and Management
- Responsible for overall management of the project’s local level activities with close coordination with the local government and other stakeholders;
- Ensure quality of the social mobilization process and participatory approach for feasibility assessments, design and implementation;
- Manage the Social Safeguard Officer, Technical Officers in verification, design, construction and post construction support;
- Participate in public meetings and information dissemination;
- Guide the sub engineers in undertaking the collection of all relevant data at selected sites for verification, including measurements and location and type of the proposed infrastructure;
- Guide the technical officers in construction supervision, quality control and post construction support to the TUCCs, including the formation and training of O&M committee after the conclusion of the construction works, commissioning and testing of the completed works;
- Guide the technical officers in the preparation of the detailed design for construction and/or rehabilitation of the selected trails including the BOQs and cost estimates;
- Preparation of an operation and maintenance plan for the created infrastructure, and periodically supervise the implementation of these plans and the general condition of the infrastructure;
- Ensure TUCCs are provided adequate support during construction activities.
3. Project Monitoring, Supervision, Documentation and Reporting
- Assist Design and Quality Assurance Coordinator in Capacity/ Training Needs Assessment and develop proposals for capacity building and technical training for LG staffs in engineering/environment aspects;
- Supervise the Social Safeguard Officer, Technical Officers in verification, design, construction and post construction support;
- Capacitate Technical Officers and stakeholders’ relevant staff members on design and construction standards; procedures and standards for surveys, design and construction;
- Line manage, administer and mobilize technical officers and social safeguarding officers of the assigned field office;
- Coach and provide feedback to the concerned field staff members in a timely manner;
- Monitoring of site according to design and specification and giving timely feedback;
- Writing clear concise reports and sharing the PSU team;
- Ensure the timely provision of data and information as requested by the PSU and Coordinate field visits by PSU team.
4. Coordination and Representation
- Ensure that all relevant existing infrastructure and the proposed structures are identified, geo-referenced and that the condition of the existing infrastructure is properly recorded;
- Maintain good relationship within the team, in house projects/staff, partner and stakeholders to contribute in achieving the goals and objectives of the project;
- Establish and strengthen linkages with related organizations at local level;
- Coordinate the project’s engineering activities in the LGs; ensure that the other stakeholders are kept fully informed on procedures and progress;
- Make sure that Good Governance, Equity, Transparency, Anti-corruption, Social Inclusion, Conflict Sensitivity and Peace Promotion are reflected in the engineering activities at the local levels.
5. Other specific responsibilities as assigned
- Professionally discharge other tasks requested by the Line Manager;
- Be proactive in bringing innovation and taking new initiative in the project.
Required Education, Experience and Competencies
Required Education/ Experience:
- Bachelor’s degree in civil engineering with 5 years of experience in planning and design of local infrastructures. Trail Coordinator should be familiar with the use of GPS survey methodologies, proficient in the use of GIS and AutoCAD software.

- Line management skills and competencies
- Excellent GIS skills; Excellent computer skills; auto- CAD skills
- Fluency in written and spoken English
- Ability to write clear concise reports
- Commitment towards gender equality, social inclusion, and poverty reduction
- Good on data collection, analysis reporting skills
- Responsiveness and alertness – a self-starter
