BACKGROUND:
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and mostly involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of VAM household survey, emergency preparedness and assessment, vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.
ORGANIZATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

KEY ACCOUNTABILITIES (not all-inclusive)
The Programme Assistant (VAM/Data) will work under the overall guidance of the head of Research, Assessment and Monitoring (RAM) and the direct supervision of the Programme Policy Officer (VAM), the incumbent will carry out the following specific tasks:
- Perform different VAM assessments and studies, followed by data import/export, data cleaning, analysis and presentation.
- Create, process and disseminate online survey forms to digitalize data entry in surveys using mobile based survey application (Kobo toolbox, MoDA, monkey surveys etc).
- Conduct basic statistical analysis of data such as frequency analysis, cross tabulations and data transformation in food security analysis through advance use of excel and other standard software such as SPSS, R and STATA.
- Visualize the results for internal orientation and further discussion through excel and advanced visualization tools like Tableau.
- Provide technical support to the verification of SCOPE database and ensure the quality of information under Forecast Based Anticipatory Actions.
- Support in developing and update household level information for risk assessment for further analysis including targeting and beneficiary registration.
- Within the specific area of responsibility, undertake data analysis and further sharing within WFP as per the need and priority of other programme interventions.
- Provide project management support in coordination with partners and stakeholders for training to enumerators, monitoring and supervision of Household Surveys to ensure timeliness and accuracy of data and provide daily updates on assessments.
- Coordinate with WFP Field Staffs and partners to ensure timely market data collection and quality of data to perform basic market trend analysis and prepare graphs and presentation for monthly market update and as per need.
- Follow up and monitor WFP Field Staffs and partners to conduct different RAM/VAM assessments and other studies for timely completion and quality assurance.
- Support to emergency response operations including 72-hour rapid assessment via update and manage secondary information, data analysis and presentation, GIS mapping, coordinate with field staffs and partners for timely information and detailed field assessment during and aftermath of a disaster.
- Support to programme targeting and multi-hazard risk assessment on Anticipatory Action programme districts, data analysis and result presentation.
- Perform other related duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional areas such as economics, statistics, business management is desirable.
Language: Fluency in both oral and written communication in both English and Nepali languages.
Experience: At least five years of progressively responsible experience in data management and analysis related to online/web-based survey, questionnaire design both in English and Nepali language, data extract, clean and analysis using statistical software such as SPSS, excel, STATA, r etc., technical support to government officials is desirable.
