Position Title : Field Monitoring, Evaluation and Learning Officer-Integrated Landscape Management

Reports to: Field Manager – Integrated Landscape Management

I. Major Function:
The WWF-GEF project, Integrated Landscape Management to Secure Nepal’s Protected Areas and Critical Corridors Project is executed by the Ministry of Forests and Environment (MOFE), Government of Nepal. The project’s geographic scope is the Terai Arc Landscape (TAL), Nepal. The project seeks to achieve the following objective: to promote integrated landscape management to conserve globally significant forests and wildlife. Over the five year project period, the objective will be achieved through the implementation of four interconnected components, namely: 1) National capacity and enabling environment for cross- sectoral coordination to promote forest and landscape conservation; 2) Integrated planning for protected area buffer zones and critical corridors in the TAL; 3) Forest and human-wildlife conflict management for improved conservation of targeted protected area buffer zones and corridors in the TAL; and 4) Knowledge management and monitoring and evaluation. Ultimately, the project will result in the reduction of the threats impacting the corridors and protected areas in the TAL, benefitting the ecological integrity of these largely forested areas, the globally significant wildlife populations that they support, and the resilience of forest dwelling communities. The improved conservation and sustainable management of forest resources will result in habitat connectivity, increased carbon storage and sequestration and restoration of degraded habitats and continued delivery of ecosystem services that support local populations. Under the direct supervision of the Field Manager, the Field Monitoring, Evaluation and Learning (MEL) Officer will lead in tracking results using project’s results framework and ensure the database generation, authentication, and management. S/he will provide technical support to the project manager and field manager in adaptive management practices. This position is based in the field and requires substantial travel to the remote project sites.

II. Major Duties and Responsibilities:

1. Update and Track Results Framework

  • Update, revise and maintain project’s results framework.
  • Supervise the aggregation and analysis of programmatic data to update performance/outcome indicators.
  • Develop and update monitoring plans and adaptive management schedules along with formats and checklists.
  • Conduct assumption testing for different outputs and outcomes

2. Regular Monitoring, Evaluation and Coordination

  • Conduct regular monitoring (performance and result) visits to ensure that strategies are working or if “theory of change” requires reevaluation.
  • Conduct initial analysis that identifies potential opportunities for adaptive management and communicate regularly with Project Management Unit (PMU)
  • Coordinate with government line agencies and sub-grantees for effective implementation of project result-framework
  • Coordinate and conduct joint field monitoring visits of Government partners and WWF GEF agencies.
  • Facilitate and coordinate mid-term and terminal evaluation of the project.

3. Reporting and Compliance

  • Ensure timely update of Project Progress Report (PPR) every six months and annually in close coordination with Field Manager and Project Manager. Ensure timely submission of Core Indicator Report and Project Completion Report
  • Ensure the environmental and social safeguard compliance. Closely work with GESI Associate and Safeguards Officer to ensure proper integration of GESI and social safeguards issues while reporting.
  • Closely work with the Communications Officer to ensure proper combination of datasets while preparing communication materials and knowledge documents.
  • Ensure that project follows the PPMS standard (WWF Network’s Project/Programme Management Standards) with major focus on analyze/adapt & share.
  • Conduct the half yearly, third quarterly and annual review for the project.

4. Database Management

  • Consolidate and collect different project data from sub-grantees, partners organization and government offices.
  • Synthesize and analyze data to measure project progress, contribution, and impacts against the result framework.
  • Establish, manage, disseminate & troubleshoot project database system to cater adaptive management practices adhering to WWF Network standard.

5. Support for PEC and PAC Meeting

  • Support Project Manager and Field Manager to coordinate in holding Project Executive Committee (PEC) meetings with key government partners.
  • Support Project Manager for endorsement of annual work plan during Project Executive Committee (PEC) meeting.
  • Updating programmatic and financial data to Project Manager for Project Executive Committee (PEC) and Project Advisory Committee (PAC) meeting.

6. Knowledge Management

  • Ensure project’s knowledge management in close coordination with Project Manger
  • Cross-learning and knowledge sharing within GEF and other projects, including WWF Nepal
  • Organize periodic project level lesson learning in field and center office to capture lesson learnt.

7. Capacity Building and Technical Support

  • Build capacity of field staff, sub-grantees and other partner institutions on monitoring and reporting
  • Develop and review the Monitoring Evaluation & Learning related training sessions and materials.

8. Other Duties

This job description covers the main tasks and conveys the spirit of the tasks that are anticipated proactively. Other tasks may be assigned as necessary according to the project needs.

III. Supervisory Responsibility:
Any directly recruited staff, Field Mobilizers, or consultants.

IV. Working Relationships:
Internal – Interacts frequently with Project Manager, Field Manager, Field Program Officers/Associates, Safeguard & GESI Officer and Field Program Assistants.
External – Interacts frequently with government departments/agencies, conservation officials in the country, development agencies, NGOs, INGOs, WWF network.

V. Minimum Work Requirements:
Knowledge: A Bachelor’s or a Masters in Natural Resource Management, Environment Management, and another related field.
Experience: At least 3 years of field experience in the implementation and management of which at least 2 years must be in natural resource management projects. Proven experience of independently handling M&E work of projects of over USD 1 million per year. It is essential that the individual is technically proficient and qualified in the field of monitoring and evaluation. Experience of working with other GEF projects or government programs will be an added
advantage.

Skills and Abilities:

  • Strong analytical and excellent communication skills that include report writing, presenting the monitoring results, and making presentations.
  • Knowledge of data storage and analysis is a must and experience in SPSS would be an advantage.
  • Excellent cross-cultural and people skills and ability to interact with government, and NGO staff.
  • Adaptive Management Skills
  • Working experiences in Geo-spatial environment (GIS) with updated knowledge.
  • Ability to work in a multidisciplinary and multicultural team.
  • Should be an action oriented and result driven person.
  • Demonstrated experience in managing program/project with good business acumen and high decision-making abilities is desired.
