Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating in Nepal since 1991. Currently, Swisscontact in Nepal has five development programmes across all seven provinces. Swisscontact in Nepal is implementing the EU funded Creating Opportunities for Youth in Digital Economy (CODE) project in partnership with Robotics Association of Nepal and Restless Development in Gandaki and
Madhesh Province. The overall objective of CODE is to contribute to inclusive and sustainable economic growth by equipping young people with the digital knowledge, skills, and opportunities necessary to participate
meaningfully in the digital economy. This will be achieved through strengthening the capacities of CSOs, training service providers, schools, and local governments.
Position: Team Leader
Location: Kathmandu (with frequent travel to project areas)
Reports to: Country Director
Time: 100% (8 hours a day and 5 days a week)
Duration: 1 year with possible renewal
PURPOSE OF THE JOB
The Team Leader is responsible for spearheading the project implementation in accordance with the approved plan, budget, logframe, and the vision, mission, and regulations of Swisscontact achieving utmost client satisfaction. The Team Leader acts on behalf of Swisscontact towards the contracting authority as well as towards external parties. The Team Leader assures overall coherence of the project as well as project performance as per the defined targets. The Team Leader decides and takes necessary steps for optimal achievement of the project objectives. The Team Leader shall also be responsible for coordinating consortium inputs ensuring the project runs smoothly. The Team Leader will also provide technical support to the project team designing, planning,
implementation, monitoring and evaluation of project activities.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Project Leadership and Management
- Ensure adequate project management (planning-implementation-monitoring-evaluation controlling).
- Establish and maintain structures and instruments for planning, implementation, monitoring and evaluation of the programme using an adaptive project management approach.
- Responsible for meeting the targets and objectives set forth in the logframe and delivery of annual reports and work plans.
- Provide strategic and technical leadership in programme decision making and effectively oversee the delivery of the programme activities in an effective and efficient manner.
- Lead the project team and assure overall coherence regarding concepts and implementation.
- Encourage innovations in project for the development of new products that can be replicated within the region.
- Oversee knowledge management and capitalisation. Capitalizes project’s experiences and contribute to the further learning and development of concepts, products, and projects. Ensure complete and timely project
documentation at all times. - Adhere to the communication guidelines of Swisscontact or the client.
- Prepare annual operational plans and budgets for the CODE project. Nepal We create opportunities
- Prepare timely narrative and financial reporting according to Swisscontact’s regulations and donor requirements.
- Ensure the project is well-prepared for all external and internal reviews and audits
- Manage project administration according to Swisscontact’s regulations and procedures.
- Approve expenses and procurement of goods and services related to the project.
- Plan and implement recruitment and development measures for project team. Ensure adequate capacity of the project staff.
- Ensure GEDSI, LONB, and environmental aspects are well-integrated into the programme.
Networking and Stakeholder Engagement
- Ensure involvement of stakeholders and consultative process in intervention designing and implementation.
- Ensure that CODE project goals and objectives are properly and sufficiently communicated to the public and private stakeholders, actors, and beneficiaries in three tiers of the government.
- Represent the project externally, particularly to partner organisations, government institutions, the private sector, national and international development agencies in all aspects of the project.
- Maintain effective working relationship with the client by providing timely information on all relevant project matters according to agreed procedures.
- Establish and maintain cooperation with relevant authorities of the Nepal government as well as with other initiatives with similar objectives in consultation with the donor.
- Develop and foster contacts with relevant public and private institutions and individuals.
- Participate in all meetings (such as Project Steering Committee, Project Advisory Committee) as mandated by the requirements of the project.
- Liaise and facilitate multistakeholder dialogue for effective support to the project.
REQUIREMENTS
- Master or higher degree in social sciences, economics, development studies, business administration and/or related fields.
- Minimum 10 years of professional experience in projects in youth engagement, employment, and empowerment, skills development, and/or entrepreneurship development including at least 5 years of
experience in leading and managing such projects. - Technical expertise and experience in the field of youth engagement, youth empowerment, skills development, or enterprise development.
- Experience in managing and leading projects with diverse and multidisciplinary teams and coordinating consortium outputs.
- Strong understanding of digital skills and entrepreneurship ecosystems, youth employability challenges, and labour market trends in Nepal.
- Proven knowledge and expertise in training methodology design, curriculum development, and manual preparation for occupational or digital skills programs that are aligned to market needs. Knowledge of digital learning platforms, blended training models, learner-centered training approaches is preferred.
- Experience in capacity building of trainers and/or training institutes and supporting effective training delivery.
- Experience in building capacity of national and local CSOs.
- Experience in designing and implementing strategies that involve youth in policy and decision making.
- Experience in fostering entrepreneurship, preferably among youth, linking young entrepreneurs to finance, mentorship, and markets.
- Proven track record of working with government agencies, private sector actors, training providers, youth organisations, and local CSOs to ensure sustainability of interventions. Proven track record of collaboration with different government agencies at all levels including on policy development.
- Excellent interpersonal, leadership, and management skills.
- Demonstrated administrative, financial, and personnel management capacities.
- Excellent communication and facilitation skills, with fluency in English and Nepali.
