Posiiton: Project Manager
Project: SAMBHAV JEEVAN: Enabling Better Lives Through Sight and Sound (CBM Global Funded)
Reports To: Executive Director, Central Office, NNJS
Duty Station: Surkhet (with frequent travel across Karnali Province)

Introduction:

Karnali Province continues to face a high burden of preventable and treatable eye and ear health problems, particularly among populations living in remote and hard-to-reach areas. Limited availability of specialized services, weak referral systems, and geographic barriers have resulted in inadequate access to quality care for the majority of communities.

In this context, there is a critical need to design, plan, and implement comprehensive community-based eye and ear care interventions. The proposed project aims to strengthen early detection, expand outreach services, and improve access to affordable and inclusive care, ensuring that underserved populations in Karnali can receive timely and effective eye and ear health services.

Job Purpose:

To lead the planning, implementation, monitoring, and reporting of the CBM Global project across Karnali Province, ensuring timely delivery, compliance with donor requirements, and alignment with NNJS strategic objectives.

Key Responsibilities:

1. Project Planning & Implementation:

  • Lead development of periodic plans (annual, quarterly, and monthly) in line with the project document through cooperative ways.
  • Ensure smooth, timely, and quality execution of all project activities, including field implementation.
  • Develop SOP for the activities.
  • Identify risks and develop mitigation strategies to ensure project success.
  • Ensure integration of technical, administrative, and financial components of the project.

2. Coordination & Stakeholder Engagement:

  • Work in close coordination with the CBM Global Focal person and the NNJS central office.
  • Establish strong partnerships with local government, health authorities, NGOs, and community-based organizations.
  • Represent NNJS in meetings, workshops, and forums related to the project.
  • Facilitate collaboration between field teams and technical advisors for quality program delivery.

3. Monitoring, Evaluation & Reporting:

  • Design and oversee monitoring tools and frameworks to track project outcomes and outputs.
  • Ensure timely submission of monthly, quarterly, and annual progress reports, donor updates, and success stories.
  • Conduct field visits to verify implementation, assess impact, and document lessons learned.
  • Maintain comprehensive records of activities, beneficiaries, and performance indicators.

4. Financial Oversight:

  • Collaborate with the admin & Finance Officer to ensure proper budget utilization and expenditure tracking.
  • Review financial statements and expense reports prior to submission to Central Office.
  • Ensure compliance with NNJS financial policies and CBM Global donor guidelines.
  • Support annual and mid-term audits, providing all necessary documentation and clarifications.

5. Team Leadership & Capacity Building:

  • Supervise, mentor, and guide project staff for performance improvement and skill development.
  • Conduct regular team meetings to review progress, challenges, and priorities.
  • Oversee recruitment, induction, and performance appraisal of project staff.
  • Promote a positive and collaborative work environment.

6. Compliance, Quality Assurance & Risk Management:

  • Ensure strict adherence to NNJS policies, donor regulations, and local laws.
  • Maintain transparency, accountability, and audit readiness.
  • Identify operational risks and implement corrective measures promptly.
  • Ensure the safety and security of project staff during field activities.

Required Qualifications & Experience:

  • Master’s degree in Public Health (MPH), Master’s in Health Care Management (MHCM), Development Studies, or related field.
  • Minimum 5 years of experience in project management within the NGO/INGO sector.
  • Experience managing donor-funded projects.

Skills & Competencies:

  • Strong leadership, team management, and problem-solving skills.
  • Excellent communication, report writing, and stakeholder engagement skills.
  • Strong analytical skills and attention to detail.
  • Proficiency in MS Office, project management tools, and basic data analysis.
  • Willingness to travel frequently and work in remote field conditions.
