Project Location : West Rukum (Bafikot and Tribeni Rural Municipalities), Nepal

Qualifications : Bachelor’s degree in agriculture, Public Health, Nursing, or a related field
Professional Experience : Minimum of 3 years of relevant work experience in agriculture, livelihoods, entrepreneurship, maternal, newborn and child health (MNCH), or community development programs

Human Development and Community Services (HDCS) is a faith-based NGO working in three main sectors of health, education, and community development since 1991. Currently, it manages various projects across Nepal especially in rural regions and provides services through hospitals, health camps, public health programs, disaster preparedness and response, school development programs, teacher training, educational daycare centres for children with special needs, and community radio stations. Purpose:

The Field Officer (Livelihood and MNCH) provides technical leadership, technical training, supportive supervision, and field-level coordination to ensure the quality implementation of the SHINE Project in Rukum-west. Reporting to the Project Coordinator, the position strengthens the capacity of Social Mobilizers/Technical Facilitators, local governments, health facilities, community groups, and other stakeholders through technical training, coaching, mentoring, and supportive supervision to improve maternal, newborn and child health (MNCH), nutrition, livelihoods, Apply here https://lnk.ink/iRIUC agriculture, and entrepreneurship outcomes. The Field Officer supports project planning, quality assurance, monitoring, documentation, and reporting while promoting safeguarding, gender equality, disability inclusion (GEDSI), accountability, and community ownership throughout project implementation.

Responsibilities:

1. Technical Leadership, Planning & Quality Implementation (25%)

  • Lead the technical planning, coordination, and quality implementation of MNCH, nutrition, livelihoods, agriculture, livestock, and entrepreneurship interventions in line with the Detailed Implementation Plan (DIP) and project objectives.
  • Provide technical guidance to ensure project interventions are implemented according to organizational standards, government policies, and donor requirements.
  • Support the Project Coordinator in preparing annual, quarterly, and monthly work plans and implementation schedules.
  • Identify implementation gaps, risks, and technical issues, and recommend appropriate corrective actions to improve programme quality.
  • Ensure timely and effective delivery of project activities while maintaining high standards of quality and accountability.

2. Capacity Building, Coaching & Supportive Supervision (20%)

  • Design, organize, and facilitate technical training, workshops, orientations, demonstrations, and learning events for Social Mobilizers/ Technical Facilitators, technical facilitators, local governments, health workers, FCHVs, farmer groups, and other stakeholders.
  • Provide regular coaching, mentoring, and supportive supervision to Social Mobilizers/ Technical Facilitators to strengthen technical knowledge, facilitation skills, and quality service delivery.
  • Develop and adapt technical training materials, facilitation guides, job aids, and learning resources to support effective project implementation.
  •  Conduct regular field monitoring visits and provide constructive feedback to improve staff performance and programme quality.
  • Promote continuous learning, knowledge sharing, and capacity strengthening among project staff and community stakeholders.

3. Community Engagement & Stakeholder Coordination (15%)

  • Strengthen collaboration and maintain effective working relationships with local governments, health facilities, schools, cooperatives, community groups, farmer groups, and other relevant stakeholders.
  • Facilitate transparent beneficiary identification and selection processes in accordance with project criteria and organizational policies.
  •  Promote community participation, ownership, and inclusive engagement in project planning and implementation.
  •  Coordinate multi-sectoral activities with government line agencies and community institutions to enhance programme effectiveness and sustainability.
  • Represent the project in local coordination meetings and technical forums as delegated by the Project Coordinator.

4. Monitoring, Reporting & Knowledge Management (15%)

  •  Monitor project progress against approved plans, indicators, and targets, and recommend corrective actions where necessary.
  •  Ensure timely and accurate collection, verification, analysis, and reporting of project data using KOBO and other organizational systems.
  •  Maintain accurate project records, beneficiary databases, monitoring information, and supporting documentation.
  • Prepare high-quality monthly, quarterly, and annual reports, including case studies, success stories, lessons learned, and best practices.
  • Contribute to organizational learning through documentation, reflection, and knowledge-sharing initiatives.

5. Quality Assurance, Compliance & Technical Support (15%)

  •  Ensure compliance with organizational policies, donor requirements, government regulations, and project implementation guidelines.
  • Promote safeguarding, gender equality, disability inclusion (GEDSI), accountability, and protect
    ion principles across all project activities.
  •  Support the effective management and utilization of project resources, including technical equipment, agricultural inputs, and training materials.
  • Identify implementation challenges, provide practical technical solutions, and ensure timely follow-up to improve programme performance.
  • Support project reviews, monitoring visits, assessments, evaluations, and audit processes as required.

6. Organizational Support & Representation (10%)

  • Support the Project Coordinator in planning, coordination, and implementation of project priorities and organizational initiatives.
  • Foster teamwork, collaboration, and effective communication within the project team and with partner organizations.
  • Maintain professionalism, integrity, confidentiality, and ethical standards in all aspects of work.
  • Represent HDCS professionally in meetings, workshops, and community events when delegated by line manager
  •  Perform other duties and responsibilities assigned by the line manager or management in support of organizational priorities.

  • Technical Leadership: Demonstrated ability to provide technical guidance and ensure quality implementation of MNCH, nutrition, livelihood, agriculture, livestock, and entrepreneurship interventions.
  • Training, Facilitation & Capacity Building: Proven ability to assess learning needs, develop training materials, facilitate technical training, and strengthen the capacity of project staff, local governments, health workers, community groups, and other stakeholders.
  • Coaching & Supportive Supervision: Strong skills in coaching, mentoring, supportive supervision, performance improvement, and providing constructive feedback to enhance staff performance and programme quality.
  •  Stakeholder Coordination & Partnership: Ability to build collaborative relationships and effectively coordinate with local governments, health facilities, line agencies, community institutions, development partners, and other stakeholders.
  •  Planning & Organizational Skills: Strong planning, coordination, prioritization, and time management skills with the ability to manage multiple activities and meet deadlines.
  •  Cultural Sensitivity: Respect for local cultures and the ability to work effectively with women, children, persons with disabilities, and marginalized communities in Rukum West.
  • Monitoring, Documentation & Reporting: Ability to monitor project performance, ensure data quality, analyse information, prepare technical reports, and maintain accurate documentation using digital platforms such as KOBO and MS Office.
  • Knowledge Management & Learning: Ability to document and share lessons learned, best practices, case studies, and impact stories to support organizational learning.
  • Integrity & Inclusion: Demonstrated commitment to HDCS values, ethical conduct, safeguarding, gender equality, disability inclusion, social inclusion, accountability, and the HDCS Code of Conduct.
  • Communication & Interpersonal Skills: Excellent verbal, written, presentation, facilitation, and relationshipbuilding skills with the ability to communicate effectively with diverse audiences.
  •  Problem Solving & Decision Making: Ability to analyse field-level challenges, make sound technical decisions, recommend practical solutions, and adapt interventions to changing contexts.
  •  Computer & Digital Skills: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint), KOBO Collect, email communication, virtual meeting platforms, and other digital tools required for project implementation and reporting.
  •  Driving License: Valid Category “A” motorcycle driving license with a minimum of two years of driving experience.
