Position: Outreach Officer (Social Worker/Senior Counsellor)
Reports to: Psychologist/Programme Coordinator
Location: KOSHISH Emergency Care Service Center, Pharping, Kathmandu

A. JOB SUMMARY

The Outreach Officer is responsible for coordinating community outreach activities, conducting awareness and advocacy programs, providing psychosocial support, facilitating reintegration and follow-up services, and collaborating with stakeholders to promote mental health and psychosocial well-being.

The position involves working closely with local governments, health facilities, One-Stop Crisis Management Centers (OCMCs), safe houses, community organizations, and other stakeholders to strengthen community support systems, facilitate referrals, and promote access to quality mental health services. The officer is also responsible for maintaining proper documentation, case records, and reporting while supporting the recovery, reintegration, and social inclusion of women and girls with mental health conditions.

B. ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Community Outreach

  • Plan and coordinate rescue, reintegration, and follow-up activities in consultation with the multidisciplinary team, in accordance with KOSHISH policies and approved budgets.
  • Document rescue, reintegration, and follow-up activities for learning, reporting, and communication purposes.
  • Coordinate with local governments, health officials, OCMCs, safe houses, police, and relevant organizations to ensure long-term support for beneficiaries.
  • Collaborate with wards and municipalities to link reintegrated beneficiaries with available mental health services.
  • Identify women requiring specialized psychosocial support through screening and refer them to the Emergency Care Service Centre (ECSC) or other appropriate services.
  • Link beneficiaries with available mental health services, social protection programs, and social security schemes.
  • Conduct joint livelihood assessments with the psychologist for reintegrated beneficiaries requiring livelihood support and coordinate with local stakeholders for appropriate assistance.
  • Conduct community and family awareness sessions to strengthen support systems and promote successful reintegration.

2. Advocacy

  • Engage with local governments and relevant stakeholders to advocate for mental health and psychosocial well-being.
  • Advocate for the allocation of local government budgets for mental health services and community awareness initiatives.
  • Promote the rights of persons with mental health conditions and advocate for their access to services and resources.
  • Coordinate with OCMCs, health sections, women and children sections, planning sections, and provincial authorities to prioritize mental health within local development plans.
  • Empower self-advocates and rights holders to raise their voices for accessible mental health services and increased budget allocation.
  • Support the planning and facilitation of community orientation, awareness, and sensitization activities.

3. In-house Care

  • Facilitate group therapy sessions, relaxation exercises, and peer support groups in coordination with the multidisciplinary team.
  • Coordinate with the House In-charge to ensure the safety and security of beneficiaries, including emergency preparedness and incident management.
  • Promote products produced by beneficiaries within and outside KOSHISH.
  • Support agro-based activities that contribute to beneficiaries’ rehabilitation and the sustainability of the ECSC.
  • Arrange weekly family phone or video calls for beneficiaries in coordination with the outreach and nursing teams.
  • Conduct intensive follow-up of reintegrated beneficiaries every 15 days, document progress using the standard follow-up template, and share findings with the psychologist.
  • Support safe house staff and perform additional duties as assigned.

4. Case Management

  • Ensure proper coordination and obtain formal commitments from families, OCMCs, municipalities, community-based organizations (CBOs), or other relevant stakeholders before rescue and reintegration.
  • Explain treatment plans and recovery procedures to beneficiaries and their families in coordination with the psychologist.
  • Prepare monthly plans for rescue, reintegration, and follow-up activities.
  • Support the psychologist in identifying causes of relapse and planning appropriate interventions.
  • Conduct beneficiary screening and assessments and develop individualized care, treatment, and reintegration plans.
  • Provide need-based counselling through interviews, observation, and appropriate psychosocial assessment tools.
  • Counsel beneficiaries and their families during follow-up visits and maintain proper documentation.
  • Conduct regular follow-up visits and telephone calls in coordination with the outreach team and psychologist to promote recovery and reduce relapse.
  • Monitor reintegrated beneficiaries through KOSHISH community-based programs.
  • Coordinate with municipalities to strengthen referral mechanisms for mental health services.

5. Documentation and Reporting

  • Maintain accurate beneficiary records and databases while ensuring confidentiality and privacy.
  • Develop educational materials, presentations, and information resources on mental health.
  • Prepare monthly, quarterly, and annual reports for submission to the line manager.
  • Review reports, success stories, and field data submitted by outreach and field staff before compilation.
  • Maintain and manage ECSC data systems accessible to authorized team members and supporting partners.
  • Develop communication materials, including photographs, videos, brochures, collages, and awareness materials, in coordination with the ECSC team.
  • Perform any other duties assigned by the supervisor that are relevant to organizational objectives.

C. ESSENTIAL QUALIFICATIONS AND SKILLS

  • Minimum Bachelor’s degree in Psychology, Social Work, or a related field (Counselling training is preferred).
  • At least two years of relevant experience in social work, counselling, or community mental health.
  • Knowledge of community resources, social service systems, and referral mechanisms.
  • Commitment to professional ethics, confidentiality, and continuous professional development.
  • Strong teamwork and interpersonal skills.
  • Excellent communication and counselling skills.
  • Sensitivity to mental health and psychosocial support (MHPSS) issues.
  • Ability to work flexible hours, including evenings and weekends when required.
  • Strong documentation, reporting, and data management skills.
  • Good coordination, advocacy, facilitation, and networking skills.
