Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating in Nepal since 1991. Currently, Swisscontact in Nepal has six development programmes across all seven provinces.

The Municipal Revenue Enhancement Project (MunRev) is a bilateral initiative of the Governments of Nepal and Switzerland, implemented by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration (MoLMCFAGA) and selected 12 partner municipalities of Koshi and Bagmati Provinces, with technical assistance from Swisscontact in Nepal. MunRev supports local governments to strengthen own-source revenue and tax compliance, improve inclusive and transparent public service delivery, and foster cross-government learning for better-informed fiscal policy, with gender equality and social inclusion (GESI) mainstreamed throughout. Through these efforts, the project aims to enhance the fiscal capacity of local governments and improve services for all citizens, including women and disadvantaged groups.

Posiiton: Knowledge Management and M&E Officer
Location: Project Coordination Unit (PCU), MoLMCFAGA, Kathmandu, with regular field travel to the 12 partner municipalities in Koshi and Bagmati Provinces
Reports to: Deputy Team Leader (DTL)
Time: 100% (8 hours a day and 5 days a week)
Duration: One year initially, with the possibility of an extension

Purpose of the Job

To lead the monitoring, evaluation and learning (MEL) and knowledge-management functions of MunRev, ensuring effective implementation of the results framework and performance monitoring system, tracking progress against indicators and milestones, generating high quality disaggregated and analytical evidence, planning and managing studies, assessments and evaluations, promoting learning and adaptive management with programme and partner team, capturing lessons learnt and supporting adaptive management and producing knowledge products and facilitating cross-learning platforms to inform PFM/OSR policy, strengthen programme effectiveness, and support sustainability and scale-up.

Essential Functions and Responsibilities

1.Compliance with policies, rules/regulations, and guidelines

Adhere to relevant policies, procedures, rules, regulations, and guidelines of Swisscontact in Nepal (Country Manual for Business Administration, Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Local Security Management Plan, Gender Equality and Social Inclusion Guideline and other specific policies guidelines and manuals applicable for the MunRev).

2. Monitoring, Evaluation and Results Measurement

  • Operationalise and maintain the project’s results framework, logical framework, and Monitoring and Results Measurement (MRM) plan in line with SDC requirements.
  • Agree key indicators, targets and milestones with the relevant units; track progress in project activities against targets; and maintain the indicator/monitoring database.
  •  Design, develop, and continuously improve data collection tools, methodologies, and digital platforms (e.g., Kobo Toolbox and other data management systems) to support efficient, timely, and high-quality data collection and reporting.
  •  Identify monitoring, research, and evidence needs across the project and establish appropriate systems and processes to address them.
  •  Establish and implement internal monitoring, reviews and reporting mechanisms, i.e. quarterly, halfyearly and annual reviews of project performance across all units and clusters to support adaptive management. Coordinate and manage baseline, mid-term and end-line measurement, commission internal qualitative studies every 6 months, and identify and lead any ad-hoc assessments/studies
  • Ensure the collection, analysis, and reporting of high quality, reliable GESI-disaggregated data, including gender, caste/ethnicity, disability, disadvantaged groups and other relevant socio-economic dimensions.
  • Conduct regular data quality assessments and verification exercises to ensure accuracy, consistency, completeness, and compliance with project and donor standards.

3. Knowledge Management and Learning

  •  Capture and disseminate lessons learned, good practices, innovation and evidence generated through project implementation and feed them into course correction and adaptive management.
  •  Develop high-quality knowledge products, including policy briefs, case studies, success stories, learning notes on OSR, PFM, GESI-responsive budgeting, and service delivery for municipal, provincial and national audiences.
  •  Facilitate inter-municipal knowledge sharing, peer learning, and cross learning platforms among the 12 programme municipalities and other relevant stakeholders to promote scale and sustainability. .
  •  Establish and maintain systems for documenting, storing, and sharing project knowledge, evidence, and learning resources to ensure accessibility and organizational learning.
  • Generate and package evidence and lessons from project implementation to inform policy dialogue, advocacy, and decision-making processes related to PFM, OSR, and local governance reforms.
  •  Provide evidence, analysis and documentation to support policy dialogue and contribute to the development and improvement of PFM legislation, policies and programmes.

4.Reporting, Communications and Dissemination

  •  Prepare and submit timely, accurate, and high-quality reports in line with the requirements of donor, regional, and global reporting standards.
  •  Prepare quarterly performance reflection reports for the Programme Manager, synthesizing quantitative and qualitative evidence, key achievements, implementation challenges, lessons learned, and management actions to support adaptive management and course correction.
  •  Lead the preparation of periodic project reports (progress, semi-annual, annual, and other donor reports), drawing on the MEL system to ensure timely, accurate, and evidence-based accountability reporting to the Team Leader, SDC, and GoN counterparts.
  •  Work with the PCU communications function to disseminate project information, results and lessons through appropriate channels.

5. Coordination and Support

  •  Support the PCU/national steering committee secretariat function with results-focused reporting and analysis.
  •  Provide MEL inputs to annual planning (YPO) and build the MEL and knowledge-management capacity of project and municipal staff.
  • Perform other related duties as assigned by the Team Leader.

6. Key Deliverables

  •  Functioning MRM system and updated log frame/indicator database, with periodic progress tracking. • Quarterly, half-yearly and annual monitoring reviews and project progress reports.
  •  Baseline, midline, endline, and external evaluations informed by high-quality, GESI-disaggregated data and analytical evidence.
  •  Knowledge products and inter-municipal cross-learning platforms.
  •  A maintained knowledge repository and documented lessons learned informing adaptive management and policy dialogue.

Qualifications and Competencies

  •  Bachelor’s degree in development studies, economics, public policy, social sciences, statistics, or a related field. Master’s degree in related field will be an advantage.
  • At least 5 years’ relevant experience in monitoring, evaluation and learning and/or knowledge management, preferably in governance, PFM, or local-development projects in Nepal.
  •  Strong command of MEL methods; results frameworks, log frames, theory of change, indicator design, quantitative and qualitative methods, and data analysis.
  •  Experience in managing GESI-responsive monitoring systems, analysing disaggregated data through GESI lens to identify disparities, exclusion patters, differential outcomes, and equity gaps
  •  Strong understanding of donor reporting frameworks, accountability requirements, and results-based management approaches, ideally in SDC-funded programmes.
  •  Proven skills in knowledge management, evidence synthesis, and producing high-quality knowledge products and reports.
  •  Proficiency in Kobo Toolbox for digital data collection and management is a must, with strong skills in Excel and statistical analysis software (e.g., SPSS, STATA);
  •  Excellent written and spoken English and Nepali; strong facilitation and coordination skills; willingness to travel to the partner municipalities.
