Posiiton: Finance Manager
Job Description
Position Overview:
The Finance Manager is responsible for leading and overseeing all financial operations of TLMN, ensuring effective financial management, strong internal controls, and full compliance with organizational policies, donor requirements, and statutory regulations. The role includes managing budgeting, reporting, procurement processes, taxation matters, and regulatory compliance, while supporting program implementation through sound financial planning and monitoring.
The position requires a strategic and analytical leader who can guide financial decision making, strengthen systems, and ensure efficient and transparent use of resources across the organization.
Key Task & Responsibilities:
1. Financial Management & Reporting:
- Lead the overall financial management of TLMN, including budgeting, forecasting, and financial reporting.
- Ensure accurate, timely, and compliant financial records in accordance with accounting standards and donor requirements.
- Monitor financial performance, analyze variances, and recommend corrective actions to management.
- Prepare and review monthly, quarterly, and annual financial reports for internal and external stakeholders.
2. Procurement Management:
- Oversee procurement planning and processes to ensure transparency, competitiveness, and value for money
- Ensure procurement activities comply with organizational policies and donor guidelines.
- Monitor supplier contracts and procurement-related risks, ensuring proper documentation and accountability.
3. Taxation & Statutory Compliance:
- Ensure compliance with all applicable tax laws and regulations in Nepal.
- Oversee timely preparation and submission of tax filings, deductions, and statutory payments.
- Keep abreast of changes in financial, tax, and regulatory requirements and ensure organizational adherence.
4. Compliance & Internal Controls:
- Establish and strengthen internal control systems to safeguard assets and minimize financial risks.
- Ensure compliance with donor agreements, government regulations, and TLMN policies.
- Conduct internal reviews and support audits to assess effectiveness of financial controls and systems.
- Address audit findings and implement recommendations to improve governance and accountability.
5. Budgeting & Fund Management:
- Lead the preparation of organizational and project budgets in collaboration with program and HR teams.
- Monitor budget utilization and ensure alignment with funding agreements and program activities.
- Manage fund flow, prepare funding requests, and ensure efficient use of available resources.
6. Grant & Project Financial Oversight:
- Manage financial aspects of grants and projects, ensuring compliance with donor requirements.
- Oversee financial reporting for projects and maintain regular communication with donors.
- Supervise sub-grants and ensure proper financial monitoring of partner organizations.
7. Asset & Financial Risk Management:
- Ensure proper asset management, including tracking, verification, and reporting.
- Identify financial risks and develop mitigation strategies to protect organizational resources.
- Promote cost efficiency and continuous improvement in financial processes.
8. Leadership & Team Management:
- Lead and develop the finance team, fostering a culture of accountability, learning, and performance.
- Provide technical guidance and capacity-building support to staff and partners on financial matters.
- Promote strong coordination between finance and other departments.
9. Audit & Governance Support:
- Facilitate internal and external audits and statutory compliance reviews.
- Provide reliable financial information and analysis to support management decision-making.
- Ensure adherence to governance standards, policies, and ethical practices.
- Any other job as assigned by the reporting manager.
Education & Professional Qualifications & Experience:
- Master’s degree in Business Administration, Finance, Accounting, Management, or related field; professional qualification such as CA/ACCA or equivalent preferred.
- Minimum 5–8 years of relevant experience in finance and accounting, preferably in NGO/INGO or donor-funded programmes.
- Proven experience in financial management, grant accounting, budgeting, fund management, and donor reporting.
- Experience supervising finance teams and coordinating with partners, donors, and cross-functional teams.
Technical Competencies:
- Strong knowledge of financial management, budgeting, forecasting, reporting, and donor compliance.
- Sound understanding of procurement, taxation, statutory compliance, internal controls, audit, and risk management.
- Proficiency in financial systems, spreadsheets, and data analysis tools.
