OVERVIEW:
Health Nutrition Education and Agriculture Research Development Nepal (HEARD Nepal) is a national humanitarian NGO, registered under the Registration of Institutions Act 2034 BS. HEARD Nepal is affiliated with the Social Welfare Council, Kathmandu (Affiliation No: 52601) and holds PAN No: 615996712. The organization has provincial field offices in Biratnagar, Morang, Sukedhara, Kathmandu, and Birendranagar, Surkhet, Karnali Province, with current project operations based out of the Biratnagar and Kathmandu field offices.

HEARD Nepal is seeking qualified candidates for the following position for our upcoming project. The ideal candidate will have strong knowledge of administration, finance, and HR, excellent leadership skills, and experience in managing vendors, quotations, and staff from diverse backgrounds to deliver high-quality results on time. The Admin/Finance & HR Officer will be responsible for the development, organization, coordination, and management of various programs and associated projects. HEARD Nepal is currently operational in:Koshi Province: Jhapa, Morang, Sunsari, Udayapur, Dhankuta, Madhesh Province: Saptari, Siraha, Bagmati Province: Makawanpur, Kavre, Lalitpur, Kathmandu, Karnali Province: Surkhet, Dailekh

POSITION:
Admin/Finance & HR Officer
Location: Biratnagar Field Office (50%), Kathmandu-based (40%) covering Bagmati and Koshi Provinces, with 10% travel to field areas.

HEARD Nepal is looking for a highly motivated and experienced Admin and Finance Associate to oversee the organization’s financial health, administrative functions, and operational efficiency. The candidate will manage financial planning, budgeting, accounting processes, and day-to-day administration, ensuring HEARD Nepal maintains strong financial integrity and complies with legal and regulatory requirements.

This role requires strong leadership, proficiency in establishing organizational administrative systems, sound knowledge of finance and accounting policies, and a commitment to understanding the impact of HEARD Nepal’s work.

QUALIFICATIONS AND KEY RESPONSIBILITIES:

Educational Qualification:

  • Master’s degree in Finance, Accounting, Business Administration, or related field with 3 years of experience OR Bachelor’s degree in Finance, Accounting, Business Administration (BBA, BBS) with 5+ years of experience

Technical and Professional Requirements:

  • Solid understanding of financial management, budgeting, and accounting principles, including knowledge of Nepali tax laws and compliance requirements
  • Full or part-time professional qualifications in finance/accounting are advantageous
  • Experience operating accounting software (especially FAMAS, TRUEBOOK) is preferred
  • Progressive experience in Accounting, Finance, Administration, and Grant Management

Key Responsibilities:

  • Oversee daily accounting activities, including maintaining accurate financial records, processing invoices, expense claims, bank reconciliations, salary deposits, timesheet preparation, donor fund requests, and support to the Executive Director for budget preparation for different donors or projects.
  • Prepare monthly, quarterly, and annual financial reports, ensuring compliance with internal policies, donor requirements, and government regulations
  • Coordinate with external auditors to ensure smooth audits and compliance with statutory/SWC requirements, tax regulations, and HEARD Nepal financial policies
  • Manage donor funds and grants, ensuring proper allocation, utilization, and reporting
  • Oversee smooth office operations, including logistics, procurement, and asset management
  • Support HR-related tasks, including maintaining employee records, facilitating recruitment, onboarding, and training
  • Assist in planning and organizing internal and external events, workshops, and meetings
  • Manage relationships with vendors and service providers, ensuring timely procurement and accurate record-keeping
  • Knowledge of award/contract regulations, supply chain management, and donor reporting requirements is advantageous
  • Experience in international contexts and excellent knowledge of Microsoft Office (Word, Excel, PowerPoint, Internet) is required
  • Fluency in written and spoken English and Nepali; knowledge of additional local languages is an asset

Contract Terms:

  • Initial contract: 1 year, with possible extension based on fund availability and performance
