Position: District Focal Person (DFP)
Number of Positions: 7 (One per designated district)
Duty Stations: Morang, Dhanusha, Kathmandu, Kailali, Rupandehi, Nawalparasi-East, and Surkhet.
Compensation & Benefits: In accordance with the organization’s Human Resources policy.
Contract Duration: Up to July 15, 2027, with potential for extension based on performance, funding availability, and project needs.
Position Overview
The District Focal Person (DFP) will lead the implementation of the Community-Led Monitoring (CLM) for Tuberculosis (TB) initiative at the district level. This role is pivotal in strengthening TB service delivery, enhancing health system accountability, and ensuring high-quality patient care. Under the guidance of the Team Lead and the M&E Manager, the DFP will coordinate community engagement, mobilize and supervise CLM Leaders, oversee data collection and validation, and foster strategic collaborations with local authorities, community leaders, and partner organizations.
Key Roles & Responsibilities
1. Program Coordination & Field Implementation
- Execute district-level project activities in strict adherence to CLM guidelines, Standard Operating Procedures (SOPs), the CLM Toolkit, and the project’s logical framework.
- Ensure all field operations meet established quality standards and contribute to the project’s overall objectives.
2. Community & Stakeholder Engagement
- Cultivate and strengthen partnerships with community leaders, Civil Society Organizations (CSOs), and Community-Based Organizations (CBOs) focused on TB to foster synergies and amplify impact.
3. Training, Mentorship, & Technical Support
- Conduct field-level orientations and provide ongoing technical mentorship to CLM Leaders.
- Guide CLM Leaders in administering User Feedback Forms (UFF).
- Facilitate and conduct Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs).
- Support activities related to active TB case finding, contact tracing, and tracking of initial loss-to-follow-up cases.
4. Data Quality & Management
- Supervise the collection of field data to ensure its completeness, accuracy, timeliness, and strict confidentiality.
- Oversee data cleaning and validation processes to guarantee the overall integrity and quality of all collected information.
5. Supervision & Facilitation
- Oversee all district-level activities and conduct frequent field monitoring visits to support and guide CLM Leaders.
- Serve as the primary liaison between CLM Leaders, health facility staff, and district health management teams to facilitate seamless access to service delivery points.
6. Reporting & Documentation
- Prepare and submit comprehensive quantitative and qualitative reports, as well as detailed work plans, to the Team Lead and M&E Manager.
- Maintain accurate documentation of all activities and ensure timely submission of project deliverables, while performing other duties as assigned.
Key Working Relationships
- Direct Supervisors: Project Manager, Team Lead and M&E Manager
- Internal Collaborators: CLM Leaders and the broader project team.
- External Collaborators: District Health Offices, community leaders, TB-focused CBOs, local health facilities, and individuals and communities affected by TB.
Qualifications & Experience
Education:
- A Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a related field. Experience:
Exprience:
- Demonstrated experience in community mobilization, field-level project implementation, monitoring, and health service coordination.
- Prior experience working in TB services or disease-specific community health programs is a significant advantage.
Desired Skills & Competencies
- Strong understanding of the needs and challenges faced by key vulnerable populations and TB-affected communities.
- Proficiency in Microsoft Office Suite and general computer literacy.
- Excellent verbal and written communication, interpersonal, and leadership abilities.
- Demonstrated ability to work respectfully and effectively with individuals of all gender, race, and ethnicities in diverse community settings.
- A strong commitment to working in the assigned district.
