Duties

The incumbent provides security for the U.S. Mission personnel and facilities by planning and implementing trainings for a local guard program to detect, deter, respond, and report potential criminal and terrorists’ acts directed against U.S. Government personnel and facilities. Training includes basic, annual, field based and in-service courses in support of Local Guard Force (LGF) programs to ensure that LGF personnel are proficient and knowledgeable of U.S. Mission policies, procedures, and guidelines. The incumbent assists the LGF commander with the supervision of the LGF program to provide security services on a 24-hour basis to USG personnel, facilities, and property. The incumbent also provides administrative and logistical support for LGF operation.

Qualifications and Evaluations

Requirements: All selected candidates must be able to obtain and hold a security certificate.

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements: Completion of secondary education, high school diploma or the local equivalent is required.

A good knowledge of the emergency response procedures and notification process, familiarity with state-of-the-art security equipment and processes, awareness of cultural norms and customs is required.

Skills And Abilities: Ability to walk and/or stand for an extended period of time in a wide variety of weather conditions. Ability to work flexible shift schedules, to include nights, days, weekends, and/or holidays is required. The ability to use various computer applications such as MSWord, Excel and MS Outlook is required. Good communication and interpersonal skills is required. A valid local Class “B” driver’s license is required. Applicants must have held a valid driver’s license for a minimum of five years from the issue date of their first driving license.

ADDITIONAL EMPLOYMENT CONSIDERATIONS

The following apply to EFMs, USEFMs, and AEFMs only:

  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.

The following apply to Locally Employed (LE) staff only:

  • Current employees serving a probationary period are not eligible.
  • Current employees with an Overall Summary Rating of Needs Improvement, Unsatisfactory, or an MBC score of less than 100 points on their most recent Employee Performance Report are not eligible.
