Currently, Swisscontact in Nepal has five development programmes across all seven provinces.

Swisscontact in Nepal is implementing the EU funded Creating Opportunities for Youth in Digital Economy (CODE) project in partnership with Robotics Association of Nepal and Restless Development in Gandaki and Madhesh Province. The overall objective of CODE is to contribute to inclusive and sustainable economic growth by equipping young people with the digital knowledge, skills, and opportunities necessary to participate meaningfully in the digital economy. This will be achieved through strengthening the capacities of CSOs, training service providers, schools, and local governments.

Position: Monitoring and Evaluation Officer (MEO)
Location: Kathmandu (with frequent travel to project areas)
Reports to: Team Leader
Time: 100% (8 hours a day and 5 days a week)
Duration: 1 year with possible renewal

PURPOSE OF THE JOB

The MEO is responsible for supporting the design and leading the management of M&E system that supports learning and adaptive management. The MEO shall lead the evidence generation strategies that meet the learning and reporting needs of the project assuring the quality of data and its reflection in relevant reports. The MEO plays an important role in ensuring the implementation, monitoring, and reporting of the project as per the logframe.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  •  Design and implement the project’s M&E framework, including indicators, tools, and methodologies aligned with donor requirements and Swisscontact standards.
  • Develop a robust Monitoring, Evaluation, and Learning (MEL) plan in close collaboration with the project team.
  • Prepare and maintain the M&E manual, ensuring compliance across programme implementation.
  •  Develop mechanisms and tools that optimise the use of evidence for adaptive management and maximise project impact.
  •  Lead the design of learning studies, impact assessments, and knowledge-sharing documents.
  • Document lessons learned and disseminate them through appropriate channels.
  • Develop and apply data collection instruments (surveys, questionnaires, checklists) tailored to digital skills and youth engagement activities.
  • Coordinate regular data collection from training providers, youth participants, and partners.
  • Ensure data quality through verification, validation, and consistency checks.
  •  Conduct periodic field monitoring of interventions and share findings for continuous improvement.
  •  Train project staff and partners on M&E tools, data collection methods, and reporting standards.
  •  Provide ongoing technical support to strengthen M&E capacity within the project team and partner organisations.
  •  Contribute to annual plans, progress reports, and donor reporting requirements.
  • Liaise with external evaluators and impact assessment teams as needed.
  •  Build and maintain strong relationships with government, private sector, NGOs, and strategic partners.
  • Coordinate and exchange information with other Swisscontact projects to ensure synergy and learning.
  •  Comply with Swisscontact’s Office Manual and organisational requirements.

REQUIREMENTS

  • Bachelor’s degree in relevant discipline with at least 5 years of relevant work experience (Monitoring andResults Measurement and Learning).
  •  Experience with quantitative and qualitative research and capable of designing survey tools, data entry, data analysis and writing report.
  •  Good understanding of skills development, enterprise development, labour market, and youth engagement.
  • Outstanding command of MS Excel. Command of MS Access, SPSS, and other suitable statistical packages will be an added advantage.
  •  Strong analytical and problem-solving skills.
  •  Excellent communication and facilitation skills, with fluency in English and Nepali.
