The National Association of People Living with HIV in Nepal (NAP+N) is a national network established in 2003 and led by people living with HIV (PLHIV). It works in partnership with community-based organizations and local networks across Nepal to address the challenges of HIV and AIDS. NAP+N aims to strengthen community systems, ensure access to healthcare, and uphold the rights and dignity of PLHIV and key populations through advocacy, prevention, care, and support.
NAP+N is implementing the Community-Led Monitoring (CLM) initiative in 10 districts: Jhapa, Sunsari, Parsa, Dhanusha, Kathmandu, Chitwan, Kaski, Rupandehi, Kapilbastu and Kailali. This project aims to empower communities to monitor, evaluate, and improve HIV services through data-driven advocacy.

Position: CLM Leader
No. of Positions: 1 (One)
Reports to: District Focal Person
Duty Station: Kathmandu
Salary & Benefits: As per the HR policy of NAP+N
Contract Duration: Initially up to 31st December 2026 and possibilities of extension depending upon the performance
Roles and Responsibilities:
The CLM Leader will support the implementation of the Community-Led Monitoring (CLM) program at the district level. The role focuses on facilitating data collection from key and vulnerable populations affected by HIV, strengthening community participation, and supporting evidence-based advocacy for improved health services.
Key Responsibilities:
- Support implementation of CLM activities at community level.
- Collect client feedback through tools such as Client Feedback Forms (CFF).
- Support in facilitation of Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
- Mobilize and engage key populations and community members.
- Coordinate with District Focal Person (DFP) and stakeholders.
- Ensure proper documentation and timely reporting.
- Assist in identifying service gaps and advocacy needs.
- Maintain confidentiality and data quality.
- Carry out other tasks as assigned by the District Focal Person (DFP) in support of the CLM objectives.
Required Qualifications and Competencies:
- Minimum SLC/SEE with 2 years relevant experience in HIV field, OR
- +2 (PCL) with at least 1 year relevant experience
- Good understanding of PLHIV, key populations (KPs) and HIV-related issues.
- Strong communication, facilitation, and coordination skills.
- Ability to work in community settings and travel within the district.
- Experience with mobile-based data collection tools (preferred).
- Excellent interpersonal and coordination skills with stakeholders at various levels.
- Ability to work independently and collaboratively under pressure.
