Position: Programme Finance Officer

Job Overview and Core Purpose
The Programme Finance Officer will be responsible for monitoring and reviewing partners financial management systems and practices, ensuring alignment with CBM Global financial policies and standards, and donor requirements. S/he plays a key role in strengthening financial management within partner organizations through regular support and capacity building. The incumbent shall work closely with the programme team to ensure effective management of project budgets.
Based: This position will be based in Kathmandu. Frequent travel to field locations will be required.

Key Responsibilities:
- ​Conduct thorough financial due diligence of potential and existing partners to assess their financial health, internal control, and capacity.
- Lead or support external audits of partner finances.
- Ensure partners’ adherence to all financial clauses in partnership agreements, including funding utilization, reporting deadlines, and audit requirements.
- Conduct comprehensive financial operational and compliance check to assess the adequacy and effectiveness of internal controls, identifying areas of risk and potential inefficiency
- Review and analyse partner financial statements, reports and invoices to ensure accuracy, completeness and compliances with grant agreements, contracts and MOUs.
- Take lead in strengthening partner capacity in internal control systems and processes to ensure that financial resources used by partners are in compliance with CBM Global financial policies, standards and procedures, and with specific donor requirements and contracts and provide training/coaching as needed.
- ​Make appropriate recommendations for any identified deviation or potential mismanagement of partner funds.
- Review and reconcile partner year-end reports with financial progress report and audit report within given deadlines including follow up on issues raised in the management letter.
- Jointly with programme team, conduct partner field visits, perform tasks such as inducting partners on CBM Global finance requirements and procedures, conducting spot checks on finance management, internal control systems and progress on capacity improvement recommendations.
- Ensure appropriate action plan is developed to address the findings of financial monitoring and follow up to ensure the action plans are properly implemented.
- Review designated quarterly finance/narrative reports, year-end closing reports paying special attention to completeness, adherence to CBM Global format, burn rate within approved budget and supporting documentation.
- Update Partner Management System of CBM Global.
- Develop a monitoring system for partner funds flow.
- Support tracking and monitoring of partner’s budget implementation rate in relation to fund transfer rate and ensuring partners receive project funds on time.
- In liaison with programme team, prepare partner savings/unspent funds for approval before making any changes.

- ​Accountable for ensuring that all children and adults who come into contact with CBM Global’s programmes are safeguarded to the greatest extent possible.
- Responsible for ensuring compliance to all aspects of the CBM Global Safeguarding policy and associated standards and procedures.

Person Specification
All of the following requirements are Essential, unless marked with a * when they are Desirable.
​Experience and knowledge
- ​At least 5 years’ work experience in a similar field, particularly with international NGOs or development organization.
- Working knowledge of programme/ budget cycle management, procedures, and donor requirements.
- Experience of partner financial monitoring, support, and capacity building.​
Skills/competencies/personal qualities
​
- ​High level proficiency in MS Excel.
- Effective communication skills – verbal and written.
- Effective team player who is also able to work independently.
- Ability to integrate into a multi-cultural environment.
- Ability and willingness to learn, and to pass on information.
- Ability to take initiative, multi-task, prioritize work and meet deadlines.
- Willingness to adhere and commit to CBM Global’s Values and policies.
- Internal Audit experiences will be advantageous*.
- Must be willing to travel 40% of the time.​
Qualifications, training, and education
​
- ​Master’s Degree in Finance, Accounting, Business Administration / Management or similar field.
- Professional qualification in accounting (Chartered Accountancy) is an added advantage*.​
