Position: Team Leader (Gender Inclusive DRR Expert) -Kathmandu

Location: Kathmandu (Frequent field visit to Lumbini, Sudurpashchim and Karnali Province)

Position Description

ROYM Nepal is implementing “Gender Responsive Disaster Preparedness and Response Project in Lumbini, Karnali and Sudurpashchim Province of Nepal.” The main objective of the project is to support local and provincial governments in integrating Gender Equality, Disability, and Social Inclusion (GEDS) into disaster management policies, organize inclusive simulation exercises, capacitate on inclusive disaster data management, and generate GEDSI profiles for inclusive planning. The Team Leader will be responsible to support local and provincial governments in integrating Gender Equality, Disability, and Social Inclusion (GEDS) into disaster management policies, organize inclusive simulation exercises, capacitate on inclusive disaster data management, and generate GEDSI profiles for inclusive planning.

Key Responsibilities:

Provide overall leadership, planning and quality assurance for the project across all provinces and municipalities.

  • ∙Lead the design, coordination and delivery of GEDSI-integrated simulation exercises, including:
  • Scenario development for urban and issue-based simulations.
  • Coordination with provincial and municipal emergency stakeholders, including security forces.
  • Facilitation of inject creation and tabletop exercises (TTX).
  • Oversee policy and plan reviews (EPRP/DPRP, BCP) ensuring GEDSI mainstreaming. ∙ Lead development and finalization of the Inception Report, final project report, and technical briefs.
  • Supervise technical staff and ensure interdisciplinary normative coherence across DRR, GEDSI, and data functions.
  •  Represent the project in coordination platforms and provide technical inputs into UN Women’s humanitarian response SOP reviews, as needed.
  • Ensure integration of inclusive communication and stakeholder engagement mechanisms, in line with UN disability and gender communication standards.
  • Conduct detailed GEDSI analysis of DRR-related policies, plans and operational frameworks at provincial and municipal levels.
  • Design and facilitate capacity building sessions targeting:
  • Women’s rights organizations, women-led groups and organizations of persons with disabilities.
  • Government DRR and humanitarian cluster focal points.
  •  Provide technical inputs into the design and implementation of GEDSI-responsive simulation exercises.
  • Co-lead consultations with marginalized groups to inform inclusive policy revision and service mapping.
  • Develop inclusive communication protocols for the project, including community messaging strategies that are accessible to persons with disabilities and other vulnerable groups.
  • Guide the conceptualization and implementation of innovative resilience pilots such as the community kitchens and information desks, ensuring:
  • Women’s leadership in operations.
  • Gender-sensitive service provision and information dissemination.

Qualifications:

  • ∙Advanced degree in disaster management, gender studies, humanitarian action or related discipline.
  • At least 7 years of experience managing multi-stakeholder DRR and humanitarian projects with GEDSI integration.
  •  Proven experience conducting large-scale simulation exercises and managing complex policy reform processes.
  • Strong facilitation skills and experience in conducting GEDSI training and community consultations.

Skills and Competencies

  •  Expertise in developing and operationalizing gender inclusive disaster management acts, policies, strategies, and guidelines.
  • Experience working with all three tiers of government in Nepal, especially provincial and local governments.
  •  Strong interpersonal skills and ability to work cross-culturally with diverse teams.
  • Strong verbal communication, presentation, and report writing skills in English.
